the Canvassing Board in and for Pt. Roberts Park and Recration District No. 1,
Whatcom County, Washington having met for the purpose of canvassing the votes
concerning the following proposition:

certify that the foregoing pages as a full, true and correct copy of the
Abstract of Votes polled in the County of Whatcom, State of Washington, at the
Primary and Special Election held in the several voting precincts of said
County on the 20th day of September, 1983, as taken from the official returns;
that the total number of registered voters in all precincts was 56,385; and
that the total number of -votes cast in such precincts was 16,232_

RESOLUTION 83 -8
A RESOLUTION of the Board of Directors of Point Roberts
Park and Recreation District #1, Whatcom County, Wash-
ington, providing for the submission to the qualified
electors of the district at e Primary Election to be
held therein on September 1983, of the proposition
of whether or not there should be levied an excess tax
of approximately $ .250 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to
provide $20,000.00 for the districts General Fund to
pay the general expenses of maintenance and operation
of the Point Roberts Park and Recreation District #1,
such levy to be made in 1983 for collection in 1984.
WHEREAS, the money in and to be paid into the General Fund of
the Point Roberts Park and Recreation District #1, Whatcom County,
Washington, during 1983 will be insufficient to enable the district
to take care of all of its necessary financial obligations; and
WHEREAS, in order to properly provide for said operation and
maintenance, it is deemed necessary that a tax of approximately
$ .250 per thousand dollars of assessed valuation (based on 100% of
true and fair value) to provide $20,000.00 for the districts Gener-
al Fund be levied upon all of the taxable property within the.
district in excess of the maximum annual tax levy permitted by law
to be levied for the district without a vote of the electors, such
levy to be made in 1983 for collection in 1984; and
WHEREAS, the constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the district
for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Point Roberts Park and Recreation District #1, Whatcom County,
Washington as follows,
Section 1. It is hereby found and declared that the welfare
of the residents of the district requires the district to carry-
out the plans hereinafter provided.
Section 2. In order to provide $20,000.00 for the General
Fund of the District, the district authorizes the County Council
of Whatcom County to levy a tax of approximately $ .250 per

thousand dollars of assessed valuation (based on 100% of true and
fair value) to be levied in 1983 for collection in 1984. upon all
the taxable property within the District in excess of the maximum
annual tax levy be permitted by law to be levied for the District
without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the district may use the proceeds of such levy during
the 1984 year, and may expend the proceeds of said levy to pay the
general expenses of maintenance and operations of the District as
may be authorized or allowed by law for the use of excess levy,
funds.
Section 3. It is hereby found and declared that an emergen-
cy exits requiring the submission to the qualified electors of the
district of the district of the proposition of whether or not such
excess tax should be levied for their ratification or rejection at
ae
the Primary -Election to be held therin on September1983.
The Whatcom County Auditor as ex officio supervisor of election
in Whatcom County, is hereby requested to also find the existence of
such emergency and to call and conduct said excess levy, election to
be held within the district on said date and to submit to the quali-
fied electors of the district the proposition hereinafter set forth.
The Secretary, of the Board of Directors is hereby authorized
and directed to certify said porposition in the following form;

The Secretary of the Board of Directors is hereby authorized
and directed to deliver a certified copy of this resolution to
the Whatcom County Auditor.
ADOPTED by the Board of Directors of the Point Roberts Park
and Recreation District #1, Whatcom County, Washington, at a
special meeting thereof, held August 4, 1983, the following
directors being present and voting in favor of said resolution.
