Hux 386 Ccr,cre!e, Wa. 98237 ,r ,i IUli�lil�!I RESOLUTION A Resolution of the Board of Directors of Concrete School District No. 1.1, Skagit and Whatcom Counties, Washington, providing for the submission to the quali- fied electors of the District at a special election to be held therein on September 20, 1983 of the proposi- tion of whether or not there should be levied an excess tax of approximately $1.60 per $1000 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) to provide $2001000 for the District's Transportation Vehicle Fund to allow the District to purchase in 1984 one 90-passenger school bus and one 78-passenger school bus, such levy to be made in 1983 for collection in 1984. Board of r)ir©r.;tors :;arah HunlinUlon Jerk Kalr:harn Mary Puleo Suzanne Ray Roy warn WHEREAS, the money in the Transportation Vehicle Fund of the Concrete School District No. 11, Skagit and Whatcom Counties, Washington, is insufficient to enable the District to acquire the necessary school buses to properly meet the transportation needs of the students attending the District's schools, and that the anticipated future funding from the state will be insufficient to meet these needs; and WHEREAS, due to the age and condition of certain of the school buses now being operated by the District, it will be necessary for the District to purchase two new buses to meet the transportation needs of the District and, therefore, it is deemed necessary that a tax of approximately $1.60 per $1000 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) to provide $200,000 for the District's Transportation Vehicle Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to he levied for the District without a vote of the electors, such levy to be made in 1983 for collection in 1984; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Concrete School District No. 11, Skagit and Whatcom Counties, Washington, as follows: Section 1. It is hereby found and declared that the welfare of the children of the District requires it to carry out the plans hereinafter provided. Section 2. In order to provide $200,000.00 for the Transportation Vehicle Fund of the District,'a tax of approximately $1.60 per $1000 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) should be levied in 1983 for collection in 1984 upon all of the 'taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. 61 Upon approval by the voters of 1'1-oposit►on No. 1 hereinafter set forth, the 1.]is#s ic't ntriy use the proceeds of such levies during the 1983-84 and 1 984-85 school years by incurring; an indebtedness by the iss:laance of warrants ngainst- the Transpor- tation Vehicle /+'find of the District for the purpose of purchasing the school buses authorized by this Resolttion. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the 1istri(,t of the proposition of whether or not there should be levied such an excess tax for the purpose described herein at a special election to be held rvithin the District on September 20, 1983. 'rhe Skagit County Auditor as ex officio supervisor of elections in Skagit County is hereby requested to also find that such an emergency exists and to call and conduct said special election to be held within the District on that date and to submit to the qualified electors of the District the proposition hereinafter set forth. The Srcrctnry of the Board of Directors is hereby authorized and directed to certify said proposition to the Skagit County Auditor in the following form: Proposition No. 1 S ecial Levy for Purchase of School Buses Shall Concrete School District No. 11, Skagit and 1Nhatcom Counties, Washington, collect in 1984 $200,000 in excess property taxes (approximately $1.60 per $1000 assessed valuation) for the purpose of purchasing two school bases in 1 984, pursuant to Resolution No. 285 Yes.................
