C.- BLAINE SCHOOL DISTRICT NO. 503 RESOLUTION N0. 9 - 1982-1983 r s sn A RESOLUTION of the Board of Directors of Blaine School District No. 503, Whatcom County, Wash- ington, providing for the submission to the qualified electors of the district at a special election to be held therein on September 20, 1983 of a proposition authorizing the levy of an excess tax of approximately $.38 per $1000 of assessed valuation (based on 100% of true and fair value) to provide $270,500.00 to be collected in the year 1984, the proceeds thereof to be placed in the Capital Projects Fund and used to pay the costs of capital improvements to the District's buildings, physical education facilities and adjacent premi- ses, including construction of a bus barn and covered play area for the elementary and middle school, installation of roofing for the boiler room building, elementary and Ken Water's gymna- siums, remodeling of the home economics room, installation of ecoustical materials in the shop and elementary and middle school gymnasiums, paving of roads and parking areas within the Dis- trict facilities, general painting and installa- tion of energy -saving devices, and the purchase of computers and video equipment for use within the District's schools, and such other capital im- provements as determined by the Board of Directors. WHEREAS, there is a need for the BLAINE SCHOOL DISTRICT NO. 503 to make certain capital improvements to various buildings located within the District's educational complex and to purchase certain equipment for the future use of the students within the District, and WHEREAS, the School District has insufficient monies in its Building Reserve Fund to make such capital improvements and purchases of necessary equipment for use by the students within the District and in order to do so it is deemed necessary that the District levy a tax of approximately $.38 per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the District in 1983 for collection in 1984 in excess of the annual tax levy limitation the District is permitted by law to levy without a vote of the people for the purpose of raising the sum of $270,500.00 to make such capital improvements and purchase of equipment, and WHEREAS, the Constitution and laws of the State of Wash- ington provide that the question of whether or not such excess levies may be levied for such purposes must be sumbitted to the qualified voters of the District for their approval or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the BLAINE SCHOOL DISTRICT NO. 503, Whatcom County, Washington, as follows: Section 1: It is hereby found and declared that the wel- fare of the children of the District requires it to carry out the plans hereinafter provided. Section 2. That for the purpose of making capital im- provements to the District's educational facilities and to allow the District to purchase certain necessary equipment for the future use of the students of the District, the District does hereby authoirze the County Council of Whatcom County to levy a tax of approximately $ .38 per $1000 of assessed value (1000 of true and fair value unless specifically provided by law) upon all taxable property within the District in 1983 for collection in 1984 in excess of the annual tax levy permitted the District with- out a vote of the people for the purpose of raising $270,500.00 for the District's Capital Projects Fund (formerly called Building Reserve Fund) to be used in making the aforesaid capital improve- ments and equipment acquisitions. Upon approval by the voters of Proposition No. 1, herein- after set forth, the District may use the proceeds of such levies during thel983-84 and 1984-85 school years by incurring an in- debtedness by the issuance of warrants against the Capital Projects Fund for the District for the purpose of paying the costs of such capital improvements or equipment acquisitions. Section 3. It is hereby found and declared that an emer- gency exists requiring the submission to the qualified electors of the District of the proposition of whether or not there should be levied such an excess tax for the purpose described herein at a special election to be held within the District on September 20, 1983. The Whatcom County Auditor as ex officio supervisor of elections in Whatcom County, is hereby requested to also find the existence of such an emergency and to call and conduct said special election to be held within the District on that date and to submit to the qualified voters of the District at said special election the proposition hereinafter set forth. The Secretary of the Board of Directors is hereby authorized and directed to cer- tify said proposition to the Whatcom County Auditor in the follow- ing form: Proposition No. 1 Special Levy for Capital Improvements Shall the Blaine School District No. 503, Whatcom County, Washington, collect in 1984 $270,500.00 in excess property taxes (approximately $ .38 per $1000 assessed valuation) for the purpose of making certain capital improvements to the District's educational facilities, including the construction, remodeling, roofing, painting and other improvements and the acquisition of education equipment for the future use by the students pursuant to Resol uuion No. 9 aT -\-);a n­---9 17 YES . . . . . . . . . . . . NO . . . . . . . . . . . . . /7 The polls for such special election shall be open from 7:00 o'clock a.m. to 8:00 o'clock p.m. The Secretary of the Board of Directors is hereby autho- rized and directed to deliver a certified copy of this Resolution to the Whatcom County Auditor and by which the Whatcom County Auditor is hereby requested to take all procedural steps necessary and/or required by law to the end that this proposition shall be submitted to the voters in said School District. The foregoing resolution was adopted at a regular meeting of the Board of Directors of the BLAINE SCHOOL DISTRICT NO. 503 on July 18, 1983, the undersigned directors being present and voting.
