YOUR BALLOT CONSISTS OF: 1. A ballot card with styrofoam backer_ 2. A punching tool. 3. A pink envelope. 4. A manila envelope. 5. A ballot page or pages. 1. Complete the Statement of Absentee Voter on the manila rnailirg envelope. 2. To the right of each measure or candidate on the ballot page is a number which corresponds to the numbered dot on the ballot card. 3. With ballot card on foam backer, use the punching tool and firmly punch out the black dot in the same square as the position number on the ballot card. 4. Write-in candidates may be voted for by using space provided on the ballot stub. Do not punch any position number on the ballot card for the rate in which a write-in candidate is desired. 5. After you have finished voting, the ballot card and the styrotoam backer should be placed in the pink envelope. The pink envelope should be placed into the mailing envelope. Mail your ballot so that it will be postmarked the day of the election or sooner. G. if you spoil the punch card ballot, use a pen to mark the ballot page. NORTHWEST PARK & RECREATION DISTRICT #2 RESOLUTION 83-1 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE NORTHWEST PARK & RECREATION DISTRICT #2, WHATCOM COUNTY, WASHINGTON, AUTHORIZING AND DIRECTING THE SUBMISSION TO THE (QUALIFIED VOTERS OF THE DISTRICT A PROPOSITION TO LEVY EXCESS TAXES OF APPROXIMATELY $0.19 FOR EACH $1,000.00 OF VALUATION OF THE DISTRICT TO RAISE $137,922 FOR COLLECTION NOT LATER THAN THE YEAR 1984 FOR OPERATION AND MAINTENANCE EXPENSES. BE IT RESOLVED by the Board of Commissioners of the Northwest Park and Recreation District #2, Whatcom County, Washington, as follows: 1. That for the purpose of providing $137,922.00 for the employment of a full-time park and recreation staff and other employees, together with the purchase of equipment, supplies, and material necessary for the operation, super- vision, repair, maintenance and improvement of the District's various programs including, but not limited to, youth and adult sports, cultural activities, playground programs, after school recreational programs, day camps, recreational field trips, educational classes and other special activities all for the eighteen month period June 1, 1983 to December 31, 1984, the District shall levy excess taxes of approximately $0.19 for each $1,000.00 of the value of the taxable property within the District, the exact rate being that necessary to produce the sum of $137,922.00 for the District's operation and maintenance fund; such levy to be made in 1983 for collection in 1984. The proceeds of such levy shall be used immediately through an incurring of indebtedness against the District by the issuance of interest bearing warrants drawn on its mainten- ance funds. 2. The above proposition shall be submitted to the qualified electors of the District at a special election to be held in Whatcom County, Washington, on the 17th day of May, 1983, and the Whatcom County Auditor, as ex officio supervisor of all elections in Whatcom County, Washington, pursuant to RCW 29.13.020 (3) Paragraph 10, is hereby requested to submit to the qualified electors of the District at the said election the proposition hereafter set forth: PROPOSITION NO. 1 SUBMITTED BY NORTHWEST PARK AND RECREATION DISTRICT #2, NORTHWEST PARK AND RECREATION DISTRICT #2 EXCESS LEVY.
