OFFICIAL CANVASS OF THE SPECIAL ELECTION HELD THURSDAY, APRIL 7, 1983 IN
LYNDEN SCHOOL DISTRICT NO. 504, WHATCOM COUNTY, WASHINGTON FOR THE PURPOSE
OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE DISTRICT THE PROPOSITION TO
PROVIDE $295,000.00 FOR MAINTENANCE AND OPERATIONS-.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, the undersigned, Craig Cole, Chairperson of the County
Council and David S. Mc Eachran, Prosecuting Attorney of said County,
now meet with Joan Ogden, County Auditor of said County at the seat of said
County on the llth day of April, 1983 for the purpose of canvassing the
votes cast in the Lynden School District No. 504 Election held within the
voting precincts comprising said District in the County of Whatcom, State
of Washington, on the 7th day of April, 1983.

RESOLUTION NO. 1-83
A RESOLUTION of the Board of Directors of the Lynden School District No.504, Whatcoin
County, Washington, providing for the submission to the qualified electors of the
district at a special election to be held therein on __Apr,t 7 ,1.983 of a proposition
authorizing the levy of all excess tax of approximately $ .98 per $1,000 of assessed
value (100% of true and fair value unless specifically otherwise provided by law) to
.raise the sum of $295,000 for the district General Fund.
WHEREAS, the money to be paid into the General Fund of the district will be insufficient
during the fiscal year 1983-64 to enable the district to operate properly and to take
care of all financial obligations, it is deemed necessary that the district levy a tax
of $295,000 or approximately $ .98 per $1,000 of assessed value (100% of true and fair
value unless specifically otherwise provided by law) upon all taxable property within
the district in 1983 for collection in 1984 in excess of the annual tax levy limitation
the district is permitted by law to levy without a vote of the people; and
WHEREAS, the Constitution and laws of the State of Washington provide that the question
of whether or not such excess tax may be levied for such purposes must be submitted to
the qualified voters of the district for their approval or rejection:
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Lynden School District
#504, Whatcom County, Washington, as follows:
Section 1: It is hereby found and declared that the welfare of the children of the
district requires it to carry out the plans hereafter provided.
Section 2: That for the purpose of providing part of funds required to have extra-
curricular activities, to make necessary repairs and replacements to school district
facilities, to provide transportation for students, to prevent the impairment of the
obligations of the district's contracts and to properly carry on the functions of the
schools within the district the district authorizes the County Council of Whatcom
County to levy a tax of approximately $ .98 per $1,000 of assessed value (100% of true
and fair value unless specifically provided by law) upon all taxable property within
the district in 1983 for collection in 1964 in excess of the annual tax levy permitted
the district without a vote of the people for the purpose of providing $295,0
00 for
the district General Fund.
Section 3: It is hereby found and declared that an emergency exists requiring the
submission to the qualified voters of the district of the proposition of whether or
not there should be levied such excess tax for the purposes described herein at a
special election to be held within the district on April 7 ,1983. The Whatcom County
Auditor as ex-officio supervisor of elections in Whatcom County is hereby requested to
also find the existence of such emergency and to call and conduct said election to be
held within the district on that date and to submit to the qualified voters of the
district at said special election and proposition hereafter set forth. The Secretary
of the Board of Directors is hereby authorized and directed to certify said proposition
to the Whatcom County Auditor in the following form:

The polls for such special election shall be open from 7:00 am. to
8:00 pm. The Secretary of the Board of Directors is hereby authorized
and directed to deliver a certified copy of this Resolution to the
Whatcom County Auditor;
PASSED by the Board of Directors of the Lynden School District No.504,
Whatcom County, Washington, at a regular meeting thereof held this
14th day of February, 1983.
