OFFICIAL CANVASS OF THE SPECIAL ELECTION HELD ON THE 14TH DAY OF
SEPTEMBER, 1982 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
ELECTORS IN FIRE PROTECTION DISTRICT NO. 8, WHATCOM COUNTY, WASHINGTON
THE PROPOSITION TO RESTORE ITS REGULAR PROPERTY TAX LEVY TO $1.00
PER THOUSAND DOLLARS OF ASSESSED VALUE AND FOR THE PURPOSE OF SUBMITTING
TO THE QUALIFIED ELECTORS IN FIRE PROTECTION DISTRICT NO. 15, WHATCOM
COUNTY, WASHINGTON THE PROPOSITION TO ISSUE GENERAL OBLIGATION BONDS IN AN
AMOUNT NOT TO EXCEED $110,000 FOR THE PURPOSE OF PURCHASING A PUMPER
TRUCK AND OTHER RELATED FIRE FIGHTING APPARATUS.

Pursuant to a notice given by Joan Ogden, County Auditor of
Whatcom County, Washington, we the undersigned, Will Roehl, Chairman of
the County Council of said County and DAvid S. Mc Eachran, Prosecuting
Attorney of said County, now meet with Joan Ogden, County Auditor of said
County, at the County seat of said County on the 24th day of September,
1982 for the purpose of canvassing the votes cast in Fire Protection
District No. 8, Whatcom County, Washington and Fire Protection District
No. 15, Whatcom County, Washington at the Special Election held on
Tuesday, September 14, 1982, as shown on the poll books. Joan Ogden,
County Auditor, as aforesaid, now makes oath as follows:

I, Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns
of Fire Protection District No. 8, Whatcom County, Washington and Fire
Protection District No. 15, Whatcom County, Washintton have been in no
wise altered by additions or erasures, and that they are the same as
when I received them, except that the votes of tkie absentee voters have
been added, SO HELP ME GOD.

Subscribed and sworn to before me this 2ttY day,of September, 1982.
Immediately after the oath by the County Auditor, the said Joan
Ogden, Will Roehl and David S. Mc EAchran proceeded as a Canvassing Board
in and for said Fire Protection District No. 8 and Fire Protection
District No. 15 to canvass the votes cast in the voting precincts of said
Fire Protection District No. 8 and Fire Protection District No. 15,
Whatcom County on Tuesday, the 14th day of September, 1982.
The result of said canvass as found and determined by us is set
forth herein and recordedin Volume 6 of Election Records.

and shall be subject to otherwise applicable statutory
limits).

GENERAL OBLIGATION BONDS $110,000
Shall Fire Protection District No. 15 Whatcom County Washington
issue general obligation bonds in an amount not to exceed
$110,000, to mature in from two to•ten years from date of issue,
to bear interest not to exceed 13% per annum, and to be payable
from annual property tax levies to be made in excess of the
regular property tax levy for the purpose of purchasing a pumper
truck and other related fire fighting apparatus, as provided in
Resolution No. 26 of the District?

RESOLUTION 1982 - 1
A resolution of the Board of Fire Commissioners of Whatcom County
Fire Protection District No. 8, providing for the submission to the
qualified electors of the district at a special election to be held
therein, in conjunction with the Primary election on September 14,
1982, of the proposition which would authorize lifting the 106% LID
Law for Whatcom County Fire Protection District No. 8.
WHEREAS, in the judgment of the Board of Fire Commissioners of
the district, it is essential and necessary for the protection of the
public health, life, and property, that necessary equipment be acquired
to adequately supply the residents of said district with fire suppression
capabilities.
WHEREAS, the inflationary increase of operation has exceeded the
revenue, due to restrictions imposed by legislative action, from the
property tax.
THEREFORE, BE IT RESOLVED that the Board of Fire Commissioners of
Whatcom County Fire District No. 8 submit a proposal tip the qualified
electors'of said district requesting authorization to restore the $1.00
per thousand dollars of assessed valuation, which does not exceed the
statutory limit authorized by law, without a vote of the resident
electors of said district.
ADOPTED at the regular meeting of the Board of Commissioners of
Whatcom County Fire Protection District No. 8 this 26th day of May, 1982.
