WHEREAS, the Commissioners of Northwest Park and Recreation District #2 of Whatcom County, Washington, have determined that the sum of $421,599 is necessary for the purpose of providing operating and cumulative reserve funds to pay, among other things, for the expenses of said District from January 1, 1983 through December 31, 1984, including the organizational, planning, legal and engineering expenses of the District, and WHEREAS, the required funds are not available from any other source, NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Northwest Park and Recreation District No. 2 of Whatcom County, Washington, that: Section 1: The Board hereby finds and declares that the sum of $421,599 is required by the District for its operating and cumulative reserve funds, to pay among other things, for its organizational, planning, legal, and engineering expenses from January 1, 1983 through December 31, 1984; Section 2: The sum being unavailable from any other source, the Board hereby finds and declares that an emergency exists which requires the calling of a special election on the fourteenth day of September, 1982, to submit to the qualified voters of the District for their ratification or rejection, a propostion calling for a special levy of $0.73 for each $1,000.00 of assessed value. Section 3: The Board hereby requests the Auditor of Whatcom County, Washington, as supervisor of elections, to find the existence of such an emergency and to call a special election to submit to the qualified voters of this District the proposition set forth below at a special election to be held on September 14, 1982.
