Pursuant to a nUtice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Will Roehl, Chairman of the County
Council of said County and David S. Mc Eachran, Prosecuting Attorney of
said County, now meet with Joan Ogden, County Auditor of said County,
at the County seat of said County on the 24th day of September, 1982 for
the purpose of canvassing the votes cast in Water District No. 11, Whatcom
County, Washington, Water District No. 15. Whatcom County, Washington and
Sewer District No. 2, Whatcom County, Washington at the Special Election
held on Tuesday, September 14, 1982, as shown on the poll books. Joan
Ogden, County Auditor, as aforesaid, now makes oath as follows:

do solemnly swear that the returns purporting to be the election returns
of Water District No. 11, Whatcom County, Washington, Water District No.

Washington have been in no wise altered by additions or erasures, and that
they are the same as when I received them, except that the votes of the

A RESOLUTION of the Board of Commissioners of Water District No. 15 of
Whatcom County, Washington, providing for the submission to the voters of
said District at a Special Election to be held on the J J day of September,
1982, a proposition authorizing the levy of an additional tax of $2.00 per
$1,000.00 of assessed valuation to provide funds for the purpose of providing
planning, engineering studies and plans and legal services for the period of
January 1, 1983, to December 31, 1983, for the carrying out of the
Comprehensive Plan for a sewer system and water system for said District
WHEREAS it has been determined by the Board of Commissioners of Water
District No. 15 of Whatcom County, Washington that the sum of approximately
$_ C°'�C'0 0 in excess of millage previously voted is needed for the
purpose of providing planning, engineering studies and plans and legal services for
the period of January 1, 1983 to December 31, 1982 for the carrying out of the
Comprehensive Plan for a Sewer System and Water System for said District; and
WHEREAS there is no other source available for said required funds, now,
therefore,
BE IT RESOLVED by the Board of Commissioners of Water District No. 15 of
Whatcom County, Washington as follows:
Section 1.
It is hereby found and declared that the carrying out of the Comprehensive
Plan for a sanitary sewer system and a water system requires the District to
submit to the qualified voters of the District for their ratification or
rejection of the proposition of a Special Levy of $2.00 for each $1,000.00 of
assessed value to be voted upon at the election to be held on the /�/ day of
September, 1982.
Section 2.
It is hereby found and declared that an emergency exists requiring the calling
of such Special Election.
The Director of Elections of Whatcom County, Washington is hereby
requested to find the existence of such emergency and call a Special Election
to submit to the qualified voters of the District the proposition hereinafter
set forth at the Special Election of September /, 1982, and the Secretary
is hereby authorized and directed to certify such proposition to the Director
of Elections of Whatcom County, Washington in the form of the following
ballot title:
