SEPTEMBER, 1982 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
ELECTORS IN WATER DISTRICT NO. 11, WHATCOM COUNTY WASHINGTON THE
PROPOSITION TO LEVY AN ADDITIONAL TAX OF $1.25 PER $1,000 OF ASSESSED
VALUE IN THE DISTRICT FOR THE PURPOSE OF PROVIDING APPROXIMATELY
$25,000 AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS
IN WATER DISTRICT NO. 15, WHATCOM COUNTY WASHINGTON THE PROPOSITION
TO LEVY AN ADDITIONAL TAX OF APPROXIMATELY $2.00 PER $1,000 OF ASSESSED
VALUE IN THE DISTRICT FOR THE PURPOSE OF PROVIDING $20,000 FOR DEVELOPING
AND CARRYING OUT THE COMPREHENSIVE PLAN FOR A WATER SYSTEM AND A SEWER
SYSTEM AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN
SEWER DISTRICT NO. 2, WHATCOM COUNTY, WASHINGTON THE PROPOSITION TO LEVY
AN ADDITIONAL TAX OF APPROXIMATELY $2,00 PER $1,000 OF ASSESSED VALUE
IN THE DISTRICT FOR THE PURPOSE OF PROVIDING $20;000 FOR DEVELOPING AND
CARRYING OUT THE COMPREHENSIVE PLAN FOR A WATER SYSTEM AND FOR A SANITARY
SEWER SYSTEM.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Will Roehl, Chairman of the County
Council of said County and David S. Mc Eachran, Prosecuting Attorney of
said County, now meet with Joan Ogden, County Auditor of said County,
at the County seat of said County on the 24th day of September, 1982 for
the purpose of canvassing the votes cast in Water District No. 11, Whatcom
County, Washington, Water District No. 15, Whatcom County, Washington and
Sewer District No. 2, Whatcom County, Washington at the Special Election
held on Tuesday, September 14, 1982, as shown on the poll books. Joan
Ogden, County Auditor, as aforesaid, now makes oath as follows:

I, Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns
of Water District No. 11, Whatcom County, Washington, Water District No.
15, Whatcom County, Washington and Sewer District No. 2, Whatcom County,
Washington have been in no wise altered by additions or erasures, and that
they are the same as when I received them, except that.the; votes of the
absentee voters have been added, SO HELP PIE GOD.

Immediately after the oath by the County Auditor, the said Joan Ogden
Will Roehl and David S. Mc Eachran proceeded as a Canvassing Board in and
for said Water District No. 11, Whatcom County, Water District No. 15,
Whatcom County and Sewer District No. 2, Whatcom County to'canvass the
votes cast in the voting precincts of said districts on Tuesday, the 14th
day of September, 1982.

for developing and carrying out the General Purposes of said
District to be levied in 1982 and collected in 1983, as more
specifically provided in a resolution of the Commissioners of
said District adopted the 22nd day of July, 1982?

RESOLUTION No, 78
A RESOLUTION of the Board of Commissioners of Water District No, 11 of Whatcom
County, Washington, providing for the submission to the voters of said District
at a Special Election to be held on the 14th day of September, 1982, a proposition
authorizing the levy of an additional tax of $1.25 per $1.,000.00 of assessed
valuation to provide funds for plans and legal services for the period of January 1,
1983 to December 31, 1983 for the carrying out of the General Purposes of the
said District
?AREAS it has been determined, by the Board of Commissioners of Water District
No. 11 of Whatcom County, Washington that the sum of approximately $25,000.00 in
excess of millage previously voted is needed for the purpose of providing funds
for plans and legal services for the period of January 1, 1983 to December 31, 1983s
for the carrying out of the General Purposes of the said District; and
WHEREAS there is no other source available for said required funds, now, therefore,
BE IT RESOLVED by the Board of Commissioners of Water District No. 11 of Whatcons
County, Washington as follows:
Section 1.
It is here by found and declared that the carrying out of the General Purposes
of the District requires the District to submit to the qualified voters of the
District for their ratification or rejection of the proposition of a Special
Levy of $1.25 for each $13000,00 of assessed value to be voted upon at the
election to be held on the lath day of September, 1982.
Section 2.
It is hereby found and declared that an emergency exists requiring the calling
of such Special Election.
The Director of Elections of Whatcom County, Washington is hereby requested
to find the existence of such emergency and call a Special Election to submit
to the qualified voters of the District the proposition hereinafter set
forth at the Special Election of September 14, 1982, and the Secretary is
hereby authorized and directed to certify such proposition to the Director
of Elections of Whatcom County, Washington in the form of the following
ballot title:

A RESOLUTION of the Board of Commissioners of Water District No. 11 of
Whatcom County, Washington, providing for the submission to the voters of
said District at a Special Election to be held on the day of September,

District No. 11 of Whatcom County, Washington that the sum of approximately
