Mc Eachran, Prosecuting Attorney of said County, now meet with Joan Ogden, County Auditor of said County, at the County seat of said County on the 24th day of September, 1982 for the purpose of canvassing the votes cast in Water District No. 11, Whatcom County, Washington, Water District No. 15, Whatcom County, Washington and Sewer District No. 2, Whatcom County, Washinqton at the Special Election held on Tuesday, September 14, 1982, as shown on the poll books. It is hereby found and declared that the carrying out of the Comprehensive Plan for a sanitary sewer system and a water system requires the District to submit to the qualified voters of the District for their ratification or rejection of the proposition of a Special Levy of $2.00 for each $1,000.00 of assessed value to be voted upon at the election to be held on the _Z -! day of September, 1982. Section 2. It is hereby found and declared that an emergency exists requiring the calling of such Special Election.
