Office of the Auditor of Whatcom County Bellingham, Washington September 24, 1982 Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, Will Roehl, Chairman of the County Council of said County and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Joan Ogden, County Auditor of said County, at the County seat of said County on the 24th day of September, 1982 for the purpose of canvassing the votes cast in Point Roberts Park and Rec- reation District No. 1, Whatcom County, Washington at the Special Election held on Tuesday, September 14, 1982, as shown on the poll books. Immediately after the oath by the County Auditor, the said Joan Ogden, Will Roehl and David S. Mc Eachran proceeded as a Canvassing Board in and for said Pt. Roberts Park and Recreation District No. 1 to canvass the votes cast in the voting precinct of said district on Tuesday, the 14th day of September, 1982. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point Roberts Park and Recreation District #1, Whatcom County, Washington as follows, Section 1. It is hereby found and declared that the welfare of the residents of the district requires the district to carry out the plans hereinafter provided. Section 2. In order to provide $20,000.00 for the General Fund of the District, the district authorizes the County Council of Whatcom County to levy a tax of approximately $ ,25� per thousand dollars of assessed valuation (based on 100% of true and fair value) to be levied in 1982 for collection in 1983 upon all the taxable property within the District in excess of the maximum annual tax levy be permitted by law to be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1 hereinafter set forth, the district may use the proceeds of such levy during the 1983 year, and may expend the proceeds of said levy to pay the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds, - 2 - Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the district of the proposition of whether or not such excess tax should be levied for their ratification or rejection at the Primary Election to be held therein on September 14, 1982, The Whatcom County Auditor as ex officio supervisor of election in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said excess levy election to be held within the district on said date and to submit to the qualified electors of the district the proposition hereinafter set forth.
