TO THE QUALIFIED ELECTORS IN FIRE PROTECTION DISTRICT NO. 15, WHATCOM
COUNTY, WASHINGTON THE PROPOSITION TO ISSUE GENERAL OBLIGATION BONDS IN AN
AMOUNT NOT TO EXCEED $110,000 FOR THE PURPOSE OF PURCHASING A PUMPER
TRUCK AND OTHER RELATED FIRE FIGHTING APPARATUS.

Pursuant to a notice given by Joan Ogden, County Auditor of
Whatcom County, Washington, we the undersigned, Will Roehl, Chairman of
the County Counoil of said County and DAvid S. Mc Eachran, Prosecuting
t;ttorney of said County, now meet with Joan Ogden, County Auditor of said
County, at the County seat of said County on the 24th day of September,
1982 for the purpose of canvassing the votes cast in Fire Protection
District No. 8, Whatcom County, Washington and Fire Protection District
No. 15, Whatcom County, Washington at the Special Election held on
Tuesday, September 14, 1982, as shown on the poll books.. Joan Ogden,
County Auditor, as aforesaid, now makes oath as follows:

I, Joan Ogden, 'County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns
of Fire Protection District No. 8, Whatcom County, Washington and Fire
Protection District No. 15, Whatcom County, Washintton have been in no
wise altered by additions or erasures, and that they are the same as
when I received them, except that the votes of the absentee voters have
been added, SO HELP ME GOD.

Immediately after the oath by the County Auditor, the said Joan
Ogden, Will Roehl and David S. Mc EAchran proceeded as a Canvassing Board
in and for said Fire Protection District No. 8 and Fire Protection
District No. 15 to canvass the votes cast in the voting precincts of said
Fire Protection District No. 8 and Fire Protection District No. 15,
Whatcom County on Tuesday, the 14th day of September, 1982.
The result of said canvass as found and determined by us is set
forth herein and recordedin Volume 6 of Election Records.

'Of the District shall hereafter determine by resolution, payable semiannually
from the date of the bonds until their principal is paid (except that the first
interest payment may be at such time up to twelve monthes from the date of
issuance as such Commissioners may hereafter determine by resolution), with
interest coupons evidencing such interest to maturity to be attached thereto,
and with full obligation on the part of the District to pay interest at the T
bond rate or rates from and after the maturity dates until the bonds with
interest are paid in full; shall mature serially, annually, in from two to ten
years from the date of issue, the various annual maturities to be, as nearly
as practicable, in such amounts as will, toeether with interest on all out-
stendirg bonds, be met by equal annual tax levies for the payment of the
principal and interest of such bonds; shall be issued in denominations of
$5,000.00 or some multiple thereof; and shall bear such date or dates, shall
be insuch form, and shall contain such covenants as the Board of Fire Commis-
sioners of the District shall hereafter determine by resolution. Both principal
of and interest on the bonds shell be payable from annual property tax levies
to be made in excess; of the regular property tax levy, eithout limitation as
to rate or ammount. The bonds shall be sold insuch a mariner as the Board of
Fire Commissioners of.' the District shall deem to ve for the best interest of
the District and at a price not less than par. The bonds shall be issued from
time to time (in one or more series) as funds are needed. The proceeds of the
sale of such bonds shall be used only to defray the cost of doing those things
described in _ection 1 hereof and the cost of issuance of such bonds and not
for tl.e reply cerrrizt of equip:^ent. Such acquisitions are declared to be for
ce.pital uzrposes only.

Section �.. There shall be submitted to the qualified electors of the
District for their ratification or rejection, at a special election to be held
therein on September 14, 1982, the question of wether or not such indebtedness
shall be incurred and such bonds issued, and the Board of Fire Commissioners
hereby, declrres that an emergency exists end the County ,Auditor of Whatcom
County, V;Fshington, as ex officio Supervisor of Elections' for such County, is
hereby ri�quested to find that an emergency exists, to call such special el
election and to submit such proposition to the qualified electors of the District
at such special election, as aforesaid, in the form of a ballot title substan-
tially as follows;

Viashirgton issue general obligation bonds in an amount not
to exceed 4110,000. to mature in from two to ten years
from date of issue, to bear interest not to exceed 15% per
annum, and to be payable from annual property tax levies
to be made in excess of the regular property tax levy for
the purpose of purchasing a pumper truck and other related
fire fighting; apparatus, as provided in Resolution No. 26
of the District?

directed to furnish to the County Auditor of Whatcom County, Washington, certified
copy of this resolution at least 4; days prior to September 14, 1982.
