The City will pledge its full faith and credit toward the payment of any general obligation bonds payable in part from Tax Allocation Revenues. In the absence of sufficient Tax Allocation Revenues to pay debt service on such general obligation bonds, debt service must be made from then existing taxes or other revenues, which may result in an increase in taxes or a reduction in exist- ing programs. It is estimated that the aggregate principal amount of such general obligation bonds which are payable from Tax Allocation Revenues, will not exceed $3,150,000; based on an estimated rate of interest of 12%, and a term of 2 - 20 years, the yearly debt service on such bonds will not exceed $428,000 and the total principal and interest payments required for the full term of such bonds will not exceed $8,132,000. For a fuller description of the Public Improvements and the plan for finance thereof, reference is made to the Ordinance. (Council Member Douglas was absent this evening.) EXECUTIVE SESSION INITIATIVE REGARDING CONSTRUCTION OF PARKING FACILITIES DOWNTOWN REVIEW OF SUBJECT MATTER OF KOLE PETITION TO DETERMINE ITS LEGALITY UNDER INITIATIVE PROCESS Council President Fay stated that it had come to the City Council's attention through information from City Attorney Pat Brock, that if the Council did not take any action tonight, but merely took in the information and did nothing, that the matter would not go on the ballot. He further stated that the time .frame is such that the matter could not get on the fall ballot. Council President Fay reported that none of the Council Members present wished to do this. It was moved by Council Member Caldwell, seconded by both Council Members Wolf and Braddock, that the Finance Director be instructed to forward the initiative relative to parking facilities to the County Election Department for placement on the November 2, 1982, ballot. Motion carried. Council Member Fay said that quite a bit of information and several possibilities and alternatives were explained from the standpoint of the legal future of this matter and that none of these are pertinent with the passage of this motion. He added that the matter will go on the ballot as the petitioners have asked by signing it. Council Member Wolf stated that he was anxious to express his opposition to the purpose and the effect that the initiative will generate if it is successful on the ballot in November, although he thought it was essential for the Council to put it on the ballot and cooperate with the initiative process.
