OFFICIAL CANVASS OF THE SPECIAL ELECTION HELD IN WHATCOM COUNTY ON THE 18TH
DAY OF MAY, 1982 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN
THE FERNDALE SCHOOL DISTRICT NO. 502, WHATCOM COUNTY, WASHINGTON, PROPOSITION
NO. 1 TO ISSUE GENERAL OBLIGATION BONDS IN THE AMOUNT OF $1,775,821 TO IM-
PROVE AND EQUIP THE HIGH SCHOOL SITE AND FACILITIES, INCLUDING LIBRARY AND
SCIENCE FACILITIES, AND PROPOSITION NO. 2 TO ISSUE GENERAL OBLIGATION BONDS
IN THE AMOUNT OF $2,350,000 TO CONSTRUCT AND EQUIP A NEW HEATED COVERED
SWIMMING POOL, AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS
IN CONCRETE SCHOOL DISTRICT NO. 11, WHATCOM AND SKAGIT COUNTIES, WASHINGTON
THE PROPOSITION TO PROVIDE $130,000.00 FOR OPERATION AND MAINTENANCE PURPOSES
FOR COLLECTION IN 1983 and $130,000.00 FOR 1984 COLLECTION.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the under_•signed, Will Roehl, Chairman of the County
Council of said County and David S. Mc Eachran, Prosecuting Attorney of
said County now meet with Joan Ogden .for the purpose of canvassing the
votes cast in all the precincts comprising the Ferndale School District No.
502, Whatcom County, Washington and Concrete School Distrct No. 11, Whatcom
County, Washington as shown on the poll books at the Special Election held
on Tuesday, the 18th day of May, 1982. Joan Ogden, County -Auditor, as
aforesaid, -now makes oath as follows:

I, Joan Ogden, County'Auditor of Whatcom County, State of Washington
do solemnly swear that the returns purporting to be the election returns of
the Ferndale School District No. 502, Whatcom County, Washington, and
Concrete School District No. 11, Whatcom County, Washington, held on the
18th day of 'May, 1982, have in no, wise been altered by additions
or erasures, and that they are the same as when I received them, except that
the votes of the absentee voters have been added. SO HELP ME GOD.

Whatcom County comprising the Ferndale School District No. 502 and Concrete
School District No. 11, Whatcom County, on the 18th day of May, 1982.

RESOLATION NO, 244
A RESOLUTION of the Board of Directors of Concrete School
District No. 1.1, Skagit and Whatcom Counties, Washington,
providing for the submission to the qualified electors of the
district at a special election to be hold therein on
May 18, 1982, of the proposition of whether or not the district
should levy certain excess taxes for the district's General
Fund for collection in 1983 and 1984.
WHEREAS, The money in and to be paid into the General Fund of Concrete School
District No. 11, Skagit and Whatcom Counties, Washington, (the "District") during
the 1982-83, 1983-84 and 1.984-85 school years will he insufficient to enable the
District to take care of all of its necessary financial obligations and to properly
meet the educational needs of students attending District schools; and
, WHEREAS, in order to properly provide for such financial obligations
and educational needs, it is deemed necessary that an excess tax of $130,000.00
should be levied in 1982 for collection in 1983 and that an excess tax of $130,000.00
should be levied in 1983 for collection in 1984, said excess taxes being for the
District's General Fund to pay part of the general expenses of maintanance and
operation of the District; and
WHEREAS, The Constitution and laws of the State of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to
the qualified electors of the District for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Concrete School
District No. 11, Skagit- and Whatcom Counties, Washington, as follows:
Section 1. It is hereby found and declared that the welfare of the students
and other residents of the District requiresThe District to carry out the plans
hereinafter provided.
Section 2. The following taxes for the District's General Fund should be
levied upon all of the taxable property within the District- in excess of the maximum
annual tax levy permitted by law to be levied within the District without a vote
of the electors:
A. A tax of approximately $1.07 per one -thousand dollars of assessed valuation
to provide $130,000.00, said levy to be made in 1982 for collection in 1983; and
B. A tax of approximately $1.07 per one -thousand dollars of assessed valuation
to provide $130,000.00, said levy to be made in 1983 for collection in 1984.
Upon approval by the voters of the ballot proposition hereinafter set forth, the
District may use the proceeds of said levies during the 1982-83, 1983-84 and 1984-85
school years by incurring an indebtedness by the issuance of warrants against the
General Fund of the District, and may expend the proceeds of said levies'to pay part
of the general expenses of maintenance and operation of the District.
Section 3. It is hereby found and declared that an emergency exists requiring
the submission to the qualified electors of the District of the proposition of whether
or not such excess taxes should be levied for their ratification or rejection at a
special election to be held therein on May 18, 1982.
The Skagit County Auditor as ex offi.cio supervi_sor of elections .in Skagit County is
hereby requested to also find the existence of such emergency and to call and conduct said
special election to be held within the District on said date and to submit to the
qualified electors of the District the proposition hereinafter set forth.
