Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Will Roehl, Chairman of the County
Council of said County and David S. Mc EAchran, Prosecuting Attorney of
of said County now meet with Joan Ogden for the purpose of canvassing the
votes cast in all the precincts comprising the Bellingham School District
No. 501, the Ferndale School District No. 502, the Lynden School District
No:.504, the Blaine School District No. 503, the Meridian School District
No. 505, the Nooksack Valley School District No. 506 and the Mt. Baker
School District No. 507, all in Whatcom County, State of Washington as shown
on the poll books at the Special Election held on Tuesday, the 2nd day of
February, 1982. Joan Ogden, County Auditor, as'aforesaid, now makes oath
as follows:

RESOLUTION NO. 6-81 /82
A resolution of the Board of Directors of Blaine School
District No. 503, Whatcom County, Washington, providing
for the submission to the qualified electors of the
District at a special election to be held therein on
February 2, 1982 of the proposition of whether or not
there should be levied an excess tax of approximately
$ .92 per thousand dollars of assessed valuation
(based on 1000 of true and fair value) to provide
$ 650,000.00 for the District's General Fund to pay
part of the general expenses of maintenance and opera-
tion of the District, such levy to be made in 1982 for
collection in 1983 and whether there should be levied a
further excess tax of approximately $ .88 per
thousand dollars of assessed valuation (based on 100%
of true and fair value) to provide $650,000.00
for the District's General Fund to pay part of the
general expenses of maintenance and operation of the
District, such levy to be made in 1983 for collection
in 1984.
WHEREAS, the money in and to be paid into the General Fund
of Blaine School District No. 503, Whatcom County, Washington,
during the 1982-1983. 1983-1'984, and 1984-1985 school years will
be insufficient to enable the District to take care of all of its
necessary financial obligations and to properly meet the educa-
tional needs of students attending the District's schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs of the District for the next
two successive school years, it is deemed necessary that a tax
of approximately $ •92 per thousand dollars of assessed valua-
tion (based on 100 of true and fair value) to provide $ 650,000.
for the District's General Fund be levied upon all of the tax-
able property within the District in excess of the maximum annual
tax levy permitted by law to be levied for the District without a
vote of the electors, such levy to be made in 1982 for collection
in 1983 and that a tax of approximately $ .88 per thousand
dollars of assessed valuation (based on 100% of true.and fair
value) to provide $650,000.00 for the District's General Fund be
levied upon all of the taxable property within the District in
excess of the maximum annual tax levy permitted by law to -ibe-1ev-
ied for the District without a vote of the electors, such levy to
be made in 1983 for collection in 1984; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the District
- 1 -
for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of Blaine School District No. 503, Whatcom County, Washington,
as follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the District requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $650 0,00.00for the General
Fund of the District, a tax of approximately $� 92 per thous-
and dollars of assessed valuation Cbased on 1000 of true and fair
value) should be levied in 1982 for collection in 1983 upon all
the taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District
without a vote of the electors and that in order to provide
$ 65001-000.' for the General Fund of the District, a tax of approxi-
mately $• 88 per thousand dollars of assessed valuation (based
on 1000 of true and fair value) should be levied in 1983 for col-
lection in 1984 upon all the taxable property within the District
in excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the District may use the proceeds of such levies dur-
ing the 1982-1983, 1983-1984, and 1984-1985 school years by incur-
ring an indebtedness by the issuance of warrants against the General
Fund of the District, and may expend the proceeds of said levies to
pay such part of the general expenses of maintenance and operations
of the District as may be authorized or allowed by law for the use
of excess levy funds.
Section 3. It is hereby found and delcared that an emergency
exists requiring the submission to the qualified electors of the
District of the proposition of whether or not such excess taxes
should be levied in 1982 and 1983 for their ratification or rejec-
tion at a special election to be held therein on February 2, 1982.
The Whatcom County Auditor as ex offieio supervisor of elec-
tions in Whatcom County is hereby requested to also find the exis-
tence of such emergency and to call and conduct said special
election to be held within the District on said date and to submit
to the qualified electors of the District the proposition herein-
after set forth.
The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:

meeting thereof, held December 14, 1981 the following Directors
being present and voting therefor.
