Mc EAchran, Prosecuting Attorney of of said County now meet with Joan Ogden for the purpose of canvassing the votes cast in all the precincts comprising the Bellingham School District No. 501, the Ferndale School District No. 502, the Lynden School District No:�.504, the Blaine School District No. 503, the Meridian School District No. 505, the Nooksack Valley School District No. 506 and the Mt. Baker School District No. 507, all in Whatcom County, State of Washington as shown on the poll books at the Special Election held on Tuesday, the 2nd day of February, 1982. I WHEREAS, the, money in and to be paid into ,the General Find of Nooksack Valley School district No.' 506, Whatcom county, WashingLon,�during Lhe 1982- 1983, 1983-1984 and 1984-1985 school years will be insufficient to enable the District to take care of all of its necessary financial obligations and to properly meet the educational needs of students attending the District's schools; and WHEREAS, in order to properly provide for said financial obligations and educational needs of the District for the next two successive school years, it is deemed necessary that a tax -of approximately $1.72 per thousand dollars of assessed valuation (based on 100% of true and fair value) to h provide $250,000.00 for the District's General Fund be llevied upo"n 'all of the taxable propert!X.!within lie t� District in excess of * maximum annual tax levy* permitted•by lawl'to be levied. for the District without a vote of the electors, such levy'to be made in 1982 for collection Ed 1983 and that a tax of approximately $1.56 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $250,000.00 for the District's General Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1'983 for collection in 1984; and WHEREAS; the Constitu::ion and laws of the State of Washington require that the question of whether or not such excess tax'may be levied must be submitted.to the quaii£ied,electors of the Districtifor their ratification or rejection, NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Nooksack Valley School District No. 506, Whatcom County, Washington, as follows: Section 1. 'It its hereby found and declared that' the welfare of the 'S,tudents and'other r6s1dents of the District requires the District to carry out the plans hereinafter provided. I r - 1 - 11 Section 2. In order to provide $250,000.00 for the General Fund of the District, a tax of approximately $1.72 per thousand dollars of assessed valuation (bared on 1'00% of true and fair value) should be levied, in 1982 ,for collection In 1983 upon all Llie taxable properly within Llic District in excess of the maximum annual tax levy permitted by 1aw'to be levied for the District without a vote of'the electors and that in order to provide $250,000.00 for the General Fund of the District, a tax of approximately $1.56 per thousand of assessed valuation (based on 100% of true and fair value) should be levied in 1983 for collectt,ion in 1984 upon all the taxable property within the District in excess of the max,16um annual tax levy permitted by law to be levied for the District without) a vote of the electors. Upon approval by the"voters of Propostion No. 1 hereinafter set forth, the District may use the, proceeds of such levies duripg• the 198,2-71983, 1.983-.19:0 and 19841985 school years by incurring an jndebtedness by the issuance of warrAiIs against the General Fund of theIDistrict, and may expend the proceeds'of said levies to pay such part of the Aneral expenses of maintenance and operations of ,the District as maybe_authorized or allowed by law for the use of excess levy funds. Section 3. 'It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the propositiori,of whether or not such excess taxes. should be levied in 1982.and 1983 fur their r:rLification or rejection at a special election Lo be held herein on February 2, 1982. The Whatcom,County Auditor as ex officio supervisor of elections in Whatcom County is hereby'requested to also find the existence of such emergency and -to call and gonduct said special election to be held within the District on,said date and to submit to the qualified electors of the District she proposition hereinafter set forth.
