Office of the Auditor of Whatcom County Bellingham, Washington -February, 10, 1982 Pursuant to a notice given by Joan Ogden, County Auditor- of Whatcom County, Washington, we the undersigned, Will Roehl, Chairman of the County Council of said County and David S. Mc EAchran, Prosecuting Attorney of of said County now meet with Joan Ogden for the purpose of canvassing the votes cast in all the precincts comprising the Bellingham School District No. 501, the .Ferndale School District No. 502, the Lynden School District No�_504, the Blaine School District No. 503, the Meridian School District No. 505, the Nooksack Valley School District No. 506 and the Mt. Baker School District No. 507, all in Whatcom County, State of Washington as shown on the poll books at the Special Election held on Tuesday, the 2nd day of February, 1982. Witness our hand and official seal this loth day of February,,1982. v Chairman, Whatcom County Council G AbAitor of Whatcom County Prosecuting Attorn f Whatcom County RESOLUTION NO. 1, 1981/82 A resolution of the Board of Directors of Mount Baker School District #,507, Whatcom County, Washington, providing for the submission to the qualified electors of the District at a special election to be held therein on February 2, 1982, of the proposition of whether or not there should be levied an excess tax of approximately $1.29 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $350,000.00 for the District's General Fund to pay part of the general expenses of maintenance and operation of the District, such levy to be made in 1982 for collection in 1983 and whether there should be levied a further excess tax of approximately $1.17 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $350,000.00 for the District's General Fund to pay part of the general expenses of maintenance and operation of the District, such levy to be made in 1983 for collection in 1984 WHEREAS, the money in and to be paid into the General Fund of Mount Baker School District #507, Whatcom County, Washington, during the 1982-1983, 1983-1984 and 1984-1985 school years will be insufficient to enable the District to take care of all its necessary financial obligations and to properly meet the educational needs of students attending the District's schools: and WHEREAS, in order to properly provide for said financial obligations and educational needs of the district for the next two successive school years, it is deemed necessary that a tax of approsimately $1.29 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $350,000.00 for the District's General Fund to be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1982 for collection in 1983 and that a tax of approximately $1.17 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $350,000.00 for the District's General Fund to be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to made in 1983 for collection in 1984: and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection, NOW THERE, BE IT RESOLVED by the Board of Directors of Mount Baker School District #507, Whatcom County, Washington, as follows: Section 1: It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2.In order to provide $350,000.00 for the General Fund of the District, a tax of approximately $1.29 per thousand dollars of assessed valuation (based on 100% true and fair value) should be levied in 1982 for collection in 1983 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors and that in order to provide $350,000.00 for the General Fund of the District, a tax of approximately $1.17 per thousand of assessed valuation (based on 100% of true and fair value) should be levied in 1983 for collection in 1984 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1, hereinafter set forth, the District may use the proceeds of such levies during the 1982- 1983, 1983-1984, 1984-1985 school years in incurring an indebtedness by the issuance of warrants against the General Fund of the District, and may expend the proceeds of said levies to pay such part of the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess taxes should be levied in 1982 and 1983 for their ratification. or rejection at a special election to be held herein on February 2, 1982. The Whatcom County Auditor as ex-officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency on said date and to submit to the qualified electors of the District the proposition hereinafter set forth. The secretary of the Board of Directors is hereby authorized and directed to certify such proposition in the following form: PROPOSITION NO. 1 Shall the following excess taxes for operation purposes be levied for Mount Baker School District's General Fund upon all taxable property within the District: approximately $1.29 per $1,000.00 assessed value (based on 100% of true and fair value) to provide $350,000.00 for 1983 collection and approximately $1.17 per $1000.00 assessed value (based on 100% of true and fair value) to provide $350,000.00 for 1984 collection as specified in District Resolution No. 1.
