Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Will R6ehl, Chairman of the County
Council of said County and David S. Mc EAchran, Prosecuting Attorney of
of said County now meet with Joan Ogden for the purpose of canvassing the
votes cast in all the precincts comprising the Bellingham School District
No. 501, the Ferndale School District No. 502, the Lynden School District
No-..,.504, the Blaine School District No. 503, the Meridian School District
No. 505, the Nooksack Valley School District No. 506 and the Mt. Baker
School District No. 507, all in Whatcom County, State of Washington as shoran
on the poll books at the Special Election held on Tuesday, the 2nd day_ of
February, 1982. Joan Ogden, County Auditor, as aforesaid, now makes oath
as follows:

MERIDIAN SCHOOL DISTRICT 505
RESOLUTION NO. 5-81
A RESOLUTION of the Board of Directors of Meridian
School District No. 505, Whatcom County, Washington,
providing for the submission to the qualified elec-
tors of the district at a special election to be held
therein on February 2, 1982 of a proposition authoriz-
ing the levy of an excess tax of approximately $•26
per $1000 of assessed value (100% of true and fair value
unless specifically otherwise provided by law) to raise
the sum of $35,000 and to be collected in the year
1983, the proceeds thereof to be placed in the building
fund and used to pay the costs of capital improvements
to the District's physical education and athletic field
facilities, including drainage and fencing, and such
other capital improvements as determined by the Board
of Directors.
WHEREAS, there is a need for the Meridian School District No. 505 to
make capttal improvements to the District's physical education and athletic
field facilities, and
WHEREAS, the School District has insufficient money in its building
fund to make such capital improvements and in order to do so it is deemed
necessary that the District levy a tax of approximately $.26 per $1000
of assessed value (100% of true and fair value unless specifically otherwise
provided by law) upon all taxable property within the District in 1982 for
collection in 1983 in excess of the annual tax levy limitation the District
is permitted by law to levy without a vote of the people for the purpose of
raising the sum of $35,000 — to make such capital improvements and
WHEREAS, the Constitution and laws of the State of Washington provide
that the question of whether or not such excess levies may be levied for such
purposes must be submitted to the qualified voters of the District for their
approval or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Meridian
School District No. 505, Whatcom County, Washington, as follows:
Section 1: It is hereby found and declared that the welfare of the
children of the District requires it to carry out the plans hereinafter pro-
vided.
Section 2: That for the purpose of making capital improvements to
the District's physical education and athletic field facilities, the District
does hereby authorize the County Commissioners of Whatcom County to levy a tax
of approximately $.26 per $1000 of assessed value (100% of true and fair
value unless specifically otherwise provided by law) upon all taxable property
within the District in 1982 for collection in 1983 in excess of the annual tax
levy permitted the District without a vote of the people for the purpose of
raising $35,000 for the District's building fund to be used in making the
aforesaid capital improvements.

Section 3: It is hereby found and declared that an emergency
exists requiring the submission to the qualified voters of the District
of the proposition of whether or not there should be levied such an excess
tax for the purpose described herein at a special election to be held
within the District on February 2, 1982. The Whatcom-County Auditor as
ex-officio supervisor of elections in Whatcom County is hereby requested
to also find the existence of such an emergency and to call and conduct said
special election to be held within the District on that date and to submit
to the qualified voters of the District at said special election the proposi-
tion hereinafter set forth. The secretary of the Board of Directors is here-
by authorized and directed to certify said proposition to the Whatcom County
Auditor in the following form:

Auditor and by which the Whatcom County Auditor is hereby requested to take
all procedural steps necessary and/or required by law to the end that this
proposition shall be submitted to the voters of said school district.
The foregoing resolution was adopted at a regular meeting of the
Board of Directors of the Meridian School District No. 505 on December 9, 1981.

RESOLUTION NO. 6-81
A resolution of the Board of Directors of Meridian School
District No. 505, Whatcom County, Washington, providing
for the submission to the qualified electors of the District
at a special election to be held therein on February 2, 1982,
of the proposition of whether or not there should be levied
an excess tax of approximately $ 1.95 per thousand dollars
of assessed valuation (based on 100% of true and fair value)
to provide $265,000 for the District's General Fund to pay
part of the general expenses of maintenance and operation of
the District, such levy to be made in 1982 for collection in
1983 and whether there should be levied a further excess tax
of approximately $ 1.89 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide
$ 295,000 _ for the District's General Fund to pay part of the
general expenses of maintenance and operation of the District,
such levy to be made in 1983 for collection in 1984.
WHEREAS, the money in and to be paid into the General Fund of Meridian
School District No. 505, Whatcom County, Washington, during the 1982-1983,
1983-1984 and 1984-1985 school years will be insufficient to enable the District
to take care of all of its necessary financial obligations and to properly meet
the educational needs of students attending the District's schools; and
WHEREAS, in order to properly provide for said financial obligations
and educational needs of the District for the next two successive school years,
it is deemed necessary that a tax of approximately $ 1.95 per thousand dollars
of assessed valuation (based on 100% of true and fair value) to provide $ 265,000
for the District's General Fund be levied upon all of the taxable property with-
in the District in excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors, such levy to be made in
1982 for collection in 1983 and that a tax of approximately $ 1.89 per thousand
dollars of assessed valuation (based on 100% of true and fair value) to provide
$ 295,QQo_ _ for the District's General Fund be levied upon all of the taxable
property within the District in excess of the maximum annual tax levy permitted
by law to be levied for the District without a vote of the electors, such levy
to be made in 1983 for collection in 1984; and

Upon approval by the voters of Proposition No. 1 hereinafter set forth,
the District may use the proceeds of such levies during the 1982-1983, 1983-1984
and 1984-1985 school years by incurring an indebtedness by the issuance of warrants
against the General Fund of the District, and may expend the proceeds of said
levies to pay such part of the general expenses of maintenance and operations
of the District as may be authorized or allowed by law for the use of excess levy
funds.
Section 3: It is hereby found and declared that an emergency exists
requiring the submission to the qualified electors of the District of the pro-
position of whether or not such excess taxes should be levied in 1982 and 1983
for their ratification or rejection at a special election to be held therein
on February 2, 1982.
The Whatcom County Auditor as ex-officio supervisor of elections in
Whatcom County is hereby requested to also find the existence of such emergency
and to call and conduct said special election to be held within the District
