Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Will Roehl, Chairman of the County
Council of said County and David S. Mc EAchran, Prosecuting Attorney of
of said County now meet with Joan Ogden for the purpose of canvassing the
votes cast in all the precincts comprising the Bellingham School District
No. 501, the Ferndale School District No. 502, the Lynden School District
No"..504, the Blaine School District No. 503, the Meridian School District
No. 505, the Nooksack Valley School District No. 506 and the Mt. Baker
School District No. 507, all in Whatcom County, State of Washington as shown
on the poll books at the Special Election held on Tuesday, the 2nd day of.
February, 1982. Joan Ogden, County Auditor, as aforesaid, now makes oath'

School District No. 503, Whatcom County, Washington, the Lynden School
District No. 504, Whatcom County, Washington, the Meridian School District
No:.505, Whatcom County, Washington, the Nooksack Valley School District
No. 506; Whatcom County, Washington and the Mt. Baker School District No.
507, Whatcom County, Washington,held on the 2nd day of I_,bruarv, 1982, have
in no .wise been altered by additions or erasures, and that they are the same
as when I received them, except that the votes of the absentee voters have

Immediately after the oath by the County Auditor, the said Joan Ogden,
Will Roehl and David S. Mc Eachran proceeded as a Canvassing Board in and
for Whatcom County to canvass the votes cast in all of the precincts of
Whatcom County comprising the Bellingham School District No. 501, the
Ferndale School District No. 502, the Blaine -School District No. 503, the
Lynden School District No. 504, the Meridian School District No. 505,
the Nooksack Valley School District No. 506 and the Mt. Baker School
District No. 507, on the 2nd day of February, 1982.

RESOLUTION NO. 34-81
WHEREAS, the money in and to be paid into the General Fund
of Ferndale School District No. 502, Whatcom County, Washington,
during the 1982-1983, 1983-1984, and 1984-1985 school years will
be insufficient to enable the District to take care of all of its
necessary financial obligations and to properly meet the educa-
tional needs of students attending the District's schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs, it is deemed necessary that
an excess tax of $ 1,222,367.00 should be levied in 1982
for collection in 1983 and that an excess tax of $ 1,222,367.00
should be levied in 1983 for collection in 1984, said excess taxes
being for the District's General Fund to pay part of the general
expenses of maintenance and operation of the District; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the District
for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of Ferndale School District No. 502, Whatcom County, Washington,
as follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the District requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $ 1,222,367.00 for the
General Fund of the District, a tax of approximately $ 1`98
per thousand dollars of assessed valuation (based on 100% of true
and fair value) should be levied in 1982 for collection in 1983
upon all the taxable property within the District in excess of
the maximum annual tax levy permitted by law to be levied for
the District without a vote of the electors, and ire order to
provide $ 1,222,367.00 _for the General Fund of the District,
a tax of approximately 1.95 per thousand dollars of assessed
valuation (based on 100% of true and fair value) should be levied
in 1983 for collection in 1984 upon all the taxable property within
the District in excess of the maximum annual tax levy permitted
by law to be levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the District may use the proceeds of such levies during
the 1982-1983, 1983-1984, and 1984-1985 school years by incurring
an indebtedness by the issuance of warrants against the General
Fund of the District, and may expend the proceeds of said levies to
pay such part of the general expenses of maintenance and operations
of the District as may be authorized or allowed by law for the use of
excess levy funds.

Section 3. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the
District of the proposition of whether or not such excess taxes
should be levied in 1982 and 1983 for their ratification or rejec-
tion at a special election to be held therein on February 2, 1982.
The Whatcom County Auditor as ex officio supervisor of elec-
tions in Whatcom County is hereby requested to also find the exis-
tence of such emergency and to call and conduct said special elec-
tion to be held within the District on said date and to submit
to the qualified electors of the District the proposition herein-
after set forth.
The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:
