SPECIAL ELECTION
February 2, 1982
You must use this ballot, do not attempt
to vote at the polls on election day.
YOUR BALLOT CONSISTS OF:
1. A ballot card with styrofoam backer.
2. A punching tool.
3. A pink envelope.
4. A manila envelope.
5. A ballot page or pages.
HOW TO VOTE
1. Complete the Statement of Absentee Voter on the manila mailing
envelope.
2. To the right of each measure or candidate on the ballot page is a number
which corresponds to the numbered dot on the ballot card.
3. With ballot card on foam backer, use the punching tool and firmly punch
out the black dot in the same square as the position number on the
ballot card.
4. Write-in candidates may be voted for by using space provided on the
ballot stub. Do not punch any position number on the ballot card for the
race in which a write-in candidate is desired.
5. After you have finished voting, the ballot card and the styrofoam backer
should be placed in the pink envelope. The pink envelopc should be
placed into the mailing envelope. Mail your ballot so That it will be
postmarked the day of the election or sooner.
6. If you spoil the punch card ballot, use a pen to mark the ballot page.
When returning your ballot, it will require first class postage.

poses be Levied for Blaine School District's General
Fund upon all taxable property within the District:
Appoximately $0.92 per $1,000.00 assessed value
(based on 100% of true and fair value) to provide
$650,000.00 for 1983 collection; and approximately
$0.88 per $1,000.00 assessed value (based on 100% NO - 69
of true and fair value) to provide $650,000.00 for
1984 collection, as specified in District Resolution

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Will Roehl, Chairman of the County
Council of said County and David S. Mc Eachran, Prosecuting Attorney of
the said County now mmet with Joan Ogden for the purpose of canvassing the
votes cast in all precincts comprising the City of Blaine, Whatcom County,
State of Washington as shown on the poll books at the Special Election held on
Tuesday, the 2nd day of February, 1982. Joan Ogden, County Auditor, as afore-

Immediately after the oath by the County Auditor, the said Joan
Ogden, Will Roehl and David S. Mc Eachran proceed as a Canvassing Board in
and for Whatcom County to.canvass the votes cast'in the precincts comprising

Pursuant to Revised Code of Washington Chapter ,29.59
and 29.62.020 and 29.62.030, the following are hereby de-
signated as the official canvassing board for the challenged
ballots cast during the Special Election held on February

MINUTES OF THE BOARD OF THE WHATCOM COUNTY CHALLENGE BALLOT
CANVASSING AUTHORITY.
A board meeting of the Whatcom County Challenge Ballot
-Canvassing Authority was called on February 10, 1982, in the
office of the Whatcom County Auditor.
Joan Ogden, Whatcom County Auditor, Will Roehl, Whatcom County
Chairman and David S. Mc Eachran,. Whatcom County Prosecuting
Attorney were present.
The challenge ballots from the February 2, 1982, Special Election
were numbered one through seven.
Joan Ogden made a motion that the ballot numbered four (4) and
the ballot numbered seven (7) be deemed valid and counted. The
motion was seconded by David S. Mc Eachran, motion carried.
By unanimous decision of the board, it was decided that ballots
numbered one (1) , two ( 2) , three (3), five ( 5 ) and six ( 6 ) be
deemed invalid and not counted.
There being no further business to come before the Board, the
meeting was adjourned.

RESOLUTION NO. 775 p ti
CITY OF BLAINE, WASHINGTON
A RESOLUTION ORDERING AN ELECTION FOR THE
SELECTION OF NEW MEMBERS OF THE CITY COUN-
CIL PURSUANT TO THE VOTER APPROVED COUNCIL-
MANAGER PLAN OF GOVERNMENT.
WHEREAS, an election was held in the City of Blaine on November 3, 1981
for the submission of a proposition to the voters, as follows:
"Shall the City of Blaine adopt the Council -Manager
plan of municipal government?"
WHEREAS, the results of said election have been certified on November
16, 1981, and the proposition carried; and
WHEREAS, it is necessary that the City of Blaine proceed with a special
election of seven (7) council members so that it may effectively adopt the
voter -approved Council -Manager plan of government; and
WHEREAS, the requisites and details of said election in accordance with
Section 7, Ch. 18, Laws of 1979, 1st Ex. Sess. (R.C.W. 35A.02.050 as amended)
have been concluded to involve: a reasonable period of time for nomination
for those positions to be filled; a primary election to be held at a special
election for those positions for which there are more than two (2) candidates
after the last day allowed for candidates to withdraw; and an election of the
seven (7) council members at the next succeeding special election authorized
in R.C.W. 29.13.020; and'
WHEREAS, the City Council deems the following time table to be a reason-
able period of time to proceed with the requisite special election of seven
(7) council members to effectively adopt the voter -approved Council -Manager
plan of government: Filing period: December 14, 1981 through December 18,
1981, unless otherwise prescribed by law; Primary election for nomination to
those positions for which, after the last day allowed for candidates to with-
draw there are more than two (2) candidates filed: February 2, 1982 (the
first Tuesday after the first Monday of February, 1982, as presently provided
by R.C.W. 29.13.020(a) and R.C.W. 29.13.020(c)). Special election of seven
(7) council members: April 6, 1982 (the first Tuesday after the first Monday
in April, 1982, as presently provided by R.C.W. 29.13.020(c)); and
WHEREAS, Section 7, Ch. 18, Laws of 1979, 1st Ex. Sess. (R.C.W. 35A.02.050
as amended) presently provides that the duration of initial terms for positions
one (1), three (3) and five (5) shall be until the second Monday in January in
the first even -numbered year that follows the next general municipal election
and the duration of the initial terms attaching to positions two (2), four (4)
and six (6) shall be until the second Monday in January two (2) years next
thereafter, so that staggered regular four (4) year terms will ultimately re-
sult for positions one (1) through six (6). Position seven (7), the at -large
council position, shall be until the second Monday in January in the first
even-nwnbered year that follows the next general municipal election and shall
thereafter be a two-year term.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BLAINE RESOLVES AS
FOLLOWS:
Section 1: The City Council hereby orders a primary election to be held
at a special election on February 2, 1982, for nominations to those council -
manic positions to be filled for which, after the last day allowed for can-
didates to withdraw, there are more than two (2) candidates filed.
Section 2: The City Council hereby further orders the election for the
selection of all seven (7) members of the Blaine City Council required to
effectively adopt the voter -approved Council -Manager plan of government to
be held at a special election on April 6, 1982.
Section 3: The conduct and effect of said elections shall be as prescribed
by applicable state laws as they now exist or may be hereafter amended.
PASSED by the City Council of the City of Blaine, Washington, at a
replar meeting thereof, and APPROVED by the Mayor this . 7JFt- day of
