Mc EAchran, Prosecuting Attorney of said County, now meet with Joan Ogden, County Auditor of said County for the purpose of canvassing the votes cast in all of the precincts comprising the Whatcom County Cemetery District No. 3, as shown on the Poll Books in Whatcom County, Washington. WHEREAS, in the judgment of the Hoard of Cemetery Commissioners of the District, it is essential and necessary for the betterment of increased operational and maintehance costs and to improve upon facilities, equipment and. personnel to be able to meet the demand for improved services. NOW, THEREFORE, BE IT RESPTTTFD BY THE BOARD OF CEYETERY COMMISSIONERS OF CEMETERY DISTRICT NO. 3'0 WHATCOM COUITTY, WASHINGTON, AS FOLLMS: Section 1. For the purpose of providing funds to meet increased maintenance, operational costs and to maintain paid personnel.. Section 2.. For the purpose of providing funds to improve facilities and procure equipment to maintain the same level of services for all electors of the District. Section 3o The proposal, if authorized by the voters of Cemetery District Noo 3 will place approximately $20;000.00 (twenty thousand dollars)', into the Districts Ex-pense Fund and. will be paid by the property owners of the District at the rate of .-1125 (eleven two five) per $1,000.00 tone thousand dollars) of assessed valuation, increasing the levy rate from *02 42 ( zero two zero forty-two) cents per 1,000.00 (one thousand M lars), to .1125 (eleven two five) per 1,000.00 (one thousand dollars), of assessed valuation. Section 4.. There shall be submitted to the qualified electors of the District, for their ratification or rejection, at a Special Election to be held in conjunction with the Regular General Election therein on February 2, 1982, the question of whether or not the 10`6% limitation currently in effect shall be lifted from the Cemetery District, and the Board of Cemetery Commissioners hereby declares that an emergency exists and the Tanager of Records and Elections of 'JIhatcom County, Washington, as ex-officio County Supervisor of Elections, is hereby requested to find that an emergency exists, to call said Special Election,, as aforesaid, in the form of a ballot title substantially as follows: AUTHORIZING PROPERTY TAX LEVY Shall 14hatcom County Cemetery District No. 3 be authorized to increase District Property Tax limitation levies from the present rate of ..02042 per $1,000.00 to .1125 per $1,000.00, in accordance with Cho 68.16.110` RCII and Resol - ion No. 81-1 of the Beard adopted December 14, 1981, for a period of one year only.
