County, Washington, we the undersigned, Don Hansey, Council Member and
David S. Mc Eachran, Prosecuting Attorney of said County, now meet with
Joan Ogden, County Auditor of said County, at the County seat of said County
on the 16th day of November, 1981, for the purpose of canvassing the votes
cast in the County of Whatcom at the General and Special Election held on
Tuesday, November 3, 1981, as shown on the poll books. Joan Ogden, County

Whatcom County Elections Records, Volume 5, is a true and correct canvass
of the votes; except as modified by the votes of the absentee voters, polled
in the City of Bellingham, City of Blaine, City of Everson, City of Ferndale,
City of Lynden, City of Nooksack and Sumas City, Whatcom County, State of
Washington at the Gdneral and Special Election held in these cities on the
first Tuesday, being the 3rd day of November, 1981, as taken from the official
returns.

That the total number of registered voters in the voting precincts of the
City of Bellingham, as reported was 26,001 and the number voting was 11,240
That the total number of registered voters in the City of Ferndale was 1,619
and the number voting was 666 . That the number of registered voters in the
City of Lynden precincts was 2,264 and the number voting was 1,222 That
the number of registered voters in the City of Everson was 435 and the number
voting 186 . That the number of registered voters in the City of Blaine was
966 and the number voting was 445 That the number of registered voters

Whereas The City of Blaine, State of Washington, is organized
under The Mayor, Council Plan of Government,
and whereas the said city has a population more than 2,000 and
not more than 30,000 residents according to the V ?O census.
And whereas it is felt by the Council that it will be for the
best interest of the people of the city to have a Council -Manager
Plan of Government,
THE CITY COUNCIL OF THE CITY OF BLAINE DOES RESOLVE AS FOLLOWS:
Section 1. The City shall adopt the Council -Manager Plan of
Government pursuant to R.C.W. Chapter 35.A13.
Section 2. The Mayor of The City is hereby requested to, within
ten (10) days of filing of this Resolution with the
Clerk, issue proclamation TDlacing before the electorate
at a time specified, the question as to whether the
City should adopt the Council -Manager formof Government.
This resolution adopted this day of September, 1981.
