QUALIFIED ELECTORS IN THE WHATCOM COUNTY WATER DISTRICT NO. 11, THE
SPECIAL LEVY FOR THE PURPOSE OF DEVELOPING AND CARRYING OUT THE
COMPREHENSIVE PLAN FOR A WATER SYSTEM AND FOR A SANITARY SEWER SYSTEM
IN SAID DISTRICT.

Pursuant to a notice given by Peter J. Griffin, Deputy Auditor of
Whatcom County, Washington, we the undersigned, Shirley Van Zanten,
Whatcom County Council Chairperson and David S. Mc Eachran, Prosecuting
Attorney of Whatcom County, now meet with Peter J. Griffin, Deputy
County Auditor of said County for the purpose of canvassing the votes
cast in all of the precincts comprising the Whatcom County Water District
No. 11, as shown on the poll books in Whatcom County, Washington.
Peter J. Griffin, Deputy County Auditor, as aforesaid, now makes oath as
follows:

I, Peter J. Griffin, Deputy County Auditor of Whatcom County, State
of Washington do solemnly swear that the returns purporting to be the
election returns of all the precincts of Whatcom County Water District
No. 11, Whatcom County, held on the 15th day of September, 1981, have
been in no wise altered by additions or erasures, and that they are the,
same as when I received them, SO HELP ME GOD.

Immediately after the oath by the Deputy County Auditor, the said
Peter J. Griffin, David S. Mc Eachran and Shirley Van Zanten proceed as
a Canvassing Board in and for Whatcom County Water District No. 11, Whatcom
County, held on the 15th day of September, 1981.

The undersigned, being the officers designated by the law and
constituting the Canvassing Boardin and for Whatcom County Water
District No. 11, Whatcom County, State of Washington, having met for
the purpose of canvassing the votes concerning the following proposition:
PROPOSITION NO. 1
Shall Water District No. 11 of Whatcom County, Washington
levy an additional tax of approximately $2.00 per $1,000.00
of assessed value in the District to provide $32,000.00 for
planning, engineering studies and plans, and legal services
for the year 1982, to implement the Comprehensive Plan for
a water system and sanitary sewer system in said District to
be collected in 1982, as provided in Resolution No. 63 of
the Board of Commissioners of said District?

The result of said canvass as found and determined by us is set
forth herein as follows, and as recorded in Record of Votes Cast
Volume 5.

returns contain the number of votes cast for and against the foregoing
proposition at said election held on the 15th day of September, 1981,

a new ballot title for Water District No. 11 as follows:

provide $32,000.00 for planning, engi-
neering studies and plans, and legal
services for the year 1982, to implement
the Comprehensive Plan for a water

resolution, -being numbered 63 is a full, true, complete and correct
copy of the original resolution passed cn June 25, 3..981 as
said resolution appears in the minute book of the District, and the same has not
been amended, superseded nor revoked, and is now in full force and effect.

WATER DISTRICT NO. ll OF WHATCOM COUNTY, WASHINGTON
RESOLUTION NO. 63
A RESOLUTION of the Board of Commissioners of Water District No. ll of
Whatcom County, Washington providing for the submission to the voters of
said District at a Special Election to be held on the 15th day of
Septbeniber , 1981, a proposition authorizing the levy of an additional tax of
2.00 per $1,000.00 of assessed valuation to provide $ 32,000.00 for the
purpose of providing planning, engineering studies and plans and legal services
for the period January 1, 1982 to December 31, 1982 for the carrying out of the
Comprehensive Plan for a sewer system and water system for said District
WHEREAS it has been determined by the Board of Commissioners of Water
District No. ll of Whatcom County, Washington that the sum of $ 32.,000.00 in
excess of millage previously voted is needed for the purpose of providing planning,
engineering studies and plans and legal services for the period of January 1, 1982 to
December 31, 1982 for the carrying out of the Comprehensive Plan for a Sewer
System and Water System for said District; and
WHEREAS there is no other source available for said required funds, now,
therefore,
BE IT RESOLVED by the Board of Commissioners of Water District No. ll of
Whatcom County, Washington as follows:
Section 1. It is hereby found and declared that the carrying out of the
Comprehensive Plan for a sanitary sewer system and a water
system requires the District to submit to the qualified voters of
the District for their ratification or rejection of the proposition of
a Special Levy of $2.00 for each $1,000.00 of assessed v lue to be
voted upon at the election to be held on the 15thday of
September, 1981.
Section 2. It is hereby found and declared that an emergency exists requiring
the calling of such Special Election.
The Auditor of Whatcom County as Supervisor of Elections is hereby
requested to find the existence of such emergency and call a Special
Election to submit to the qualified voters of the District the proposition
hereinafter set forth at the Special Election of Septemberlr ,h, 1981, and
the Secretary is hereby authorized and directed to certify such
proposition to the Whatcom County Auditor in the form of the following
ballot title:

Shall Water District No. ll of Whatcom County, Washington levy an additional
tax of $2.00 per $1,000.00 of assessed value in the District for the purpose of
developing and carrying out the Comprehensive Plan for a water system and
for a sanitary sewer system in said District as more specifically provided in a
