PLANNING AND ENGINEERING STUDIES, AND FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED ELECTORS IN WHATCOM COUNTY SEWER DISTRICT NO. 2, THE
PROPOSITION TO LEVY AN ADDITIONAL TAX OF APPROXIMATELY $1.25 PER
$1,000.00 OF ASSESSED VALUE IN THE DISTRICT TO PROVIDE $20,000.00 FOR
PLANNING AND ENGINEERING STUDIES.

Pursuant to a notice given by Peter J. Griffin, Deputy Auditor
of Whatcom County, Washington, we the undersigned, Shirley Van Zanten,
Whatcom County Council Chairperson and David S. Mc Eachran, Prosecuting
Attorney of Whatcom County, now meet with Peter J. Griffin, Deputy
County Auditor of said County for the purpose of canvassing the votes
cast in all of the precincts comprising the Whatcom County Fire Protection
District No. 15, the Whatcom County Water District No. 15 and the
Whatcom County Sewer District No. 2, as shown on the poll books in
Whatcom County, Washington. Peter J. Griffin, Deputy County Auditor,
as aforesaid, now makes oath as follows:

I, Peter J. Griffin, Deputy County Auditor of Whatcom County, State
of Washington do solemnly swear that the returns purporting to be the
election returns of all the precincts of Whatcom County Fire Protection
District No. 15, Whatcom County Water District No. 15 and Whatcom County
Sewer District No. 2, held on the 15th day of September, 1981, have been
in no wise altered by additions or erasures, and that they are the
same as when I received them, SO HELP ME GOD.

Ballot titles for Sewer District No. 2/Water District No. 15
The attached resolutions and ballot titles were submitted
to me for review by the above -referenced districts. The titles
do not clearly express or carry out the intent set forth in the
resolutions. They fail to state the total dollar amount sought
to be collected, the dollar amount per $1,000.00 of assessed value
is not expressed as an approximate figure, the time of collection
is omitted, and the specific purpose expressed in the resolution
is different than the purpose described in the proposed title.
As a result, I have redrafted the titles as follows:
Sewer No. 2
Shall Sewer District No. 2 of Whatcom County,
Washington levy an additional tax of approximately $1.25 per
$1,000.00 of assessed value in the district to provide $20,000.00
for the purpose of providing planning, engineering studies, and
plans and legal services for the district for collection in 1982
as more specifically provided in Resolution No. 14 of the District
Commissioners adopted June 29, 1981.
Water District No. 15
Shall Water District No. 15 of Whatcom County, Wash-
ington levy an additional tax of approximately $1.25 per $1,000.00
of assessed value in the district to provide $20,000.00 for the
purpose of providing planning, engineering studies, and plans and
legal services for the district for collection in 1982 as more
specifically provided in Resolution No. 30 of the District
Commissioners adopted June 29, 1981.

A RESOLUTION of the Commissioners of Sewer District No.. 2 of Whatcom County'
Washington providing for the submission to the voters of said District at a
Special Election to be held on the 15th day of September 1981, a proposition
authorizing the levy of an additional tax of approximately $1.25 per $1000.00

WHEREAS it has been determined by the Commissioners of Sealer District No. 2 of iviiatcom

is needed for the purpose of providing; planning;, engineering studies and plans and legal

the Comprehensive Plan for a sewer system for said District; and
WHEREAS there is no source available for said required furfds, now, therefore

Whatcom County, Washington as follows -
SECTION It is hereby found and declared that the carrying out of
the Comprehensive Plan for a sanitary sewer system requires
the District to submit to the qualified voters of the District
for their ratification or rejection of the proposition of a
Special Levy of $1.25 for each $1000.00 of assessed value to
be voted upon, at the election to be held on the 15th, day
of September 1981®
_SECTION- It is hereby found and declared that an emergency Exists re-
quiring the calling of such Special Election.
The Auditor of Whatcom County as Supervisor of Elections is hereby
requested to find the existence of such emergency and call a Special
Election to submit to the qualified voters of the District the
proposition hereinafter set forth at the Special Election of September
151, 1981, and the Secretary is hereby authorized and directed to

A RESOLUTION of the Commissioners of Sewer District No:. 2 of Whatcom County,
Washington providing for the submission to the voters of said District at a
8oecial Election to be held on the 15th day of September 1981, a proposition

RESOLUTION NO.. 15
A RESOLUTION authorizing and directing whatcom County Assessor
to levy an additional tax of $1,25 per $1000.00 assessed valuation
of property within the District for the purpose of developing and
carrying out the Comprehensive Plan of the District as authorized
by the electors.
WHEREAS the Board of Commissioners has adopted Resolution No,.15, dated
June-:291, 1981,, providing for the submission to the voters of the District
at a Special Election to be held September 15th,, 1981,, a proposition authorizing
the.lely of additional tax of approximately $15025 per $1000.00 of assessed
valuation to provide $20,000.00 for the purpose of providing plannings, engineering
studies and plans and legal services for the period of January ;,, 1982 through
December 311, 1982 for the carrying out of the Comprehensive Plan for a sewer
system for said District; and on September 159 1981, said Special Election was
held and said proposition was approved and adapted by not less that three -fifths
(3/5ths) of the voters voting thereon in the manner set forth in Article VII9
Section 2(a) of the Constitution of the State of Washin&tonq as amended by
Amendment 59 and as thereafter amendedg as required by R,C.W0'o57,16;020: and it
Is in the best interests of the District that said levy be made at this time:
and that the Whatcom County Assessor be authorized and directed to take
necessary steps and procedures to carry out the purpose of this resolution and

limitation provided by law of $1.25 per $1000.00 of assessed value for the purpose
of developing and carrying out the Comprehensive Plan of the District for a sewer
systems said tax to be collected in the calendar year 1982; and the Whatcom County

said levy on the tax rolls of the real property within the boundaries of the District

County Treasurer is authorized to collect such tax and place the proceeds therefore
