WHATCOM COUNTY, WASHINGTON THE PROPOSITION TO LEVY AN ADDITIONAL TAX
OF $0.31 PER $1,000.00 TO PROVIDE APPROXIMATELY $140,000.00 FOR
OPERATING AND CUMULATIVE RESERVE FUNDS.

Pursuant to a notice given by Peter J. Griffin, Deputy Auditor of
Whatcom County, Washington, we the undersigned, Shirley Van Zanten,
Whatcom County Council Chairperson and David S. Mc Eachran, Prosecuting
Attorney of Whatcom County, now meet with Peter J. Griffin, Deputy
County Auditor of said County for the purpose of canvassing the votes
cast in all of the precincts comprising the Northwest Park and Recreation
District No. 2, Whatcom County, Washington, as shown on the poll books
in Whatcom County, Washington. Peter J. Griffin, Deputy County Auditor,
as aforesaid, now makes oath as follows:

I, Peter J. Griffin, Deputy County Auditor of Whatcom County, State
of Washington do solemnly swear that the returns purporting to be the
election returns of all the precincts of Northwest Park and Recreation
District No. 2, Whatcom County, held on the 15th day of September, 1981,
have been in no wise altered by additions or erasures, and that they are
the same as when I received them, SO HELP ME GOD.

Immediately after the oath by the Deputy County Auditor, the said
Peter J. Griffin, David S. Mc Eachran and Shirley Van Zanten proceed as
a Canvassing Board in and for Northwest Park and Recreation District
No. 2, Whatcom County, held on the 15th day of September; 1981.

constituting the Canvassing Board in and for Northwest Park and Recreation

purpose of canvassing the votes concerning the following proposition:

Shall Northwest Park and Recreation District No. 2 of
Whatcom County, Washington, levy an additional tax of
approximately $0.31 per $1,000.00 to provide approximately
$140,000.00 for operating and cumulative reserve funds,
for said District for the period commencing January 1, 1982
and ending December 31, 1982, said tax to be levied in 1981
for collection in 1982 upon all taxable property within the
District, as more specifically provided for in Resolution
No. 81-5 of the Board of Commissioners of said District,

NOTICE IS HEREBY GIVEN that on Tuesday, September 15, 1981, a
special election will be held in Northwest Park and Recreation District
No. 2 of Whatcom County, Washington, for the purpose of submitting to
the qualified electors of the district the following proposition:
PROPOSITION NO. 1
Shall Northwest Park and Recreation District No. 2 of
Whatcom County, Washington, levy an additional tax of
approximately $0.31 per $1,000.00 to provide approximately
$140,000.00 for operating and cumulative reserve funds,
for said District for the period commencing January 1, 1982
and ending December 31, 1982, said tax to be levied in 1981
for collection in 1982 upon all taxable property within the
District, as more specifically provided for in Resolution

A RESOLUTION BY THE BOARD OF COMMISSIONERS OF
NORTHWEST PARK AND RECREATION DISTRICT NO. 2
OF WHATCOM COUNTY, DECLARING AN EMERGENCY AND
CALLING FOR THE SUBMISSION TO THE VOTERS OF SAID
DISTRICT A PROPOSITION TO AUTHORIZE THE LEVY OF
AND ADDITIONAL TAX OF APPROXIMATELY $0.31 PER
$1,000.-00 OF ASSESSED VALUE TO PROVIDE APPROXI-
MATELY $140,000 FOR OPERATING. AND CUMULATIVE
RESERVE FUNDS FOR SAID DISTRICT FOR THE PERIOD
COMMENCING JANUARY 1, 1982 AND ENDING DECEMBER
31, 1982.
WHEREAS, the Commissioners of Northwest Park and Recreation District #2
of Whatcom County, Washington, have determined that the sum of
$140,000.00 is necessary for the purpose of providing operating and
cumulative reserve funds to pay, among other things, for the expenses
of said Distract from January 1, 1982 through December 31, 1982,
including the organizational, planning, legal and engineering expenses
of the District, and
WHEREAS, the required funds are not available from any other source,
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Northwest
Park and Recreation District No. 2 of Whatcom County, Washington, that:
Section 1: The Board hereby finds and declares that the sum of $140,000.00
is required by the District for its- operating and cumulative reserve funds,
to pay among other things, for its organizational, planning, legal and
engineering expenses from January 1, 1982 through December 31;'1982;
Section 2: The sum being unavailable from any other source, the Board
hereby finds and declares that an emergency exists which requires the
calling of a special election on the fifteenth day of September, 1981,
to submit to the qualified voters of the District for their ratification
or rejection, a proposition calling for a special levy of $0.31 for each
$1,000.00 of assessed value.
Section 3: The Board hereby requests the Auditor of Whatcom County,
Washington, as supervisor of elections, to find the existence of such an
emergency and to call a special election to submit to the qualified voter
of this District the proposition set forth below at a special election to
be held on September 15, 1981:
