Griffin, Deputy Auditor of Whatcom County, Washington, we the undersigned, Shirley Van Zanten, Whatcom County Council Chairperson and David S. Mc Eachran, Prosecuting Attorney of Whatcom County, now meet with Peter J. Griffin, Deputy County Auditor of said County for the purpose of canvassing the votes cast in all of the precincts comprising the Northwest Park and Recreation District No. 2, Whatcom County, Washington, as shown on the poll books in Whatcom County, Washington. Peter J. Griffin, Deputy County Auditor, as aforesaid, now makes oath as follows: STATE OF WASHINGTON ss. COUNTY OF WHATCOM OATH OF AUDITOR I, Peter J. Griffin, Deputy County Auditor of Whatcom County, State of Washington do solemnly swear that the returns purporting to be the election returns of all the precincts of Northwest Park and Recreation District No. 2, Whatcom County, held on the 15th day of September, 1981, have been in no wise altered by additions or erasures, and that they are the same as when I received them, SO HELP ME GOD. WHEREAS, the Commissioners of Northwest Park and Recreation District #2 of Whatcom County, Washington, have determined that the sum of $140,000.00 is necessary for the purpose of providing operating and cumulative reserve funds to pay, among other things, for the expenses of said Distract from January 1, 1982 through December 31, 1982, including the organizational, planning, legal and engineering expenses of the District, and WHEREAS, the required funds are not available from any other source, NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Northwest Park and Recreation District No. 2 of Whatcom County, Washington, that: Section 1: The Board hereby finds and declares that the sum of $140,000.00 is required by the District for its- operating and cumulative reserve funds, to pay among other things, for its organizational, planning, legal and engineering expenses from January 1, 1982 through December 31;'1982; Section 2: The sum being unavailable from any other source, the Board hereby finds and declares that an emergency exists which requires the calling of a special election on the fifteenth day of September, 1981, to submit to the qualified voters of the District for their ratification or rejection, a proposition calling for a special levy of $0.31 for each $1,000.00 of assessed value.
