THE PROPOSITION TO RESTORE ITS REGULAR PROPERTY TAX LEVY TO $1.00
PER THOUSAND DOLLARS OF ASSESSED VALUE, AND FOR THE PURPOSE OF SUBMITTING
TO THE QUALIFIED ELECTORS IN WHATCOM COUNTY WATER DISTRICT NO. 15 THE
PROPOSITION TO LEVY AN ADDITIONAL TAX OF APPROXIMATELY $1.25 PER
$1,000.00 OF ASSESSED VALUE IN THE DISTRICT TO PROVIDE $20,000.00 FOR
PLANNING AND ENGINEERING STUDIES, AND FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED ELECTORS IN WHATCOM COUNTY SEWER DISTRICT NO. 2, THE
PROPOSITION TO LEVY AN ADDITIONAL TAX OF APPROXIMATELY $1.25 PER
$1,000.00 OF ASSESSED VALUE IN THE DISTRICT TO PROVIDE $20,000.00 FOR
PLANNING AND ENGINEERING STUDIES.

Pursuant to a notice given by Peter J. Griffin, Deputy Auditor
of Whatcom County, Washington, we the undersigned, Shirley Van Zanten,
Whatcom County Council Chairperson and David S. Mc Eachran, Prosecuting
Attorney of Whatcom County, now meet with Peter J. Griffin, Deputy
County Auditor of said County for the purpose of canvassing the votes
cast in all of the precincts comprising -the Whatcom County Fire Protection
District No. 15, the Whatcom County Water District No. 15 and the
Whatcom County Sewer District No. 2, as shown on the poll books in
Whatcom County, Washington. Peter J. Griffin, Deputy County Auditor,
as aforesaid, now makes oath as follows:

I, Peter J. Griffin, Deputy County Auditor of Whatcom County, State
of Washington do solemnly swear that the returns purporting to be the
election returns of all the precincts of Whatcom County Fire Protection
District No. 15, Whatcom County Water District No. 15 and Whatcom County
Sewer District No. 2, held on the 15th day of September_, 1981, have been
in no wise altered by additions or erasures, and that they are the
same as when I received them, SO HELP ME GOD.

Immediately after the oath by the Deputy County Auditor, the said
Peter J. Griffin, David S. Mc Eachran and Shirley Van Zanten, proceed
as a Canvassing Board in and for Whatcom County Fire Protection District
No. 15, Whatcom County Water District No. 15 and Whatcom County Sewer
District No. 2, Whatcom County, held on the 15th day of September, 1981.

constituting the Canvassing Board in and for Whatcom County Fire
Protection District No. 15, Whatcom County Water District No. 15 and

having met for the purpose of canvassing the votes concerning the following
propositions:

AUTHORIZING PROPERTY TAX LEVY
Shall Whatcom County Fire Protection District No. 15 be
authorized to restore its regular property tax levy to
$1.00 per thousand dollars of assessed value?
(This shall not be construed to authorize an excess
levy and shall be subject to otherwise statutory limits).

of assessed value in the district to provide $20,000.00 for
the purpose of providing planning, engineering studies, and
plans and legal services for the district for collection in
1982 as more specifically provided in Resolution No. 30 of
the District Commissioners adopted June 29, 1981?

the purpose of providing planning, engineering studies, and
plans and legal services for the district for collection in
1982 as more specifically provided in Resolution No. 14 of
the District Commissioners adopted June 29, 1981?

Attached is a resolution (No. 17) and ballot title
prepared by Whatcom County Fire Protection District No. 15.
I spoke with the secretary of the District, Diane Trecker,
concerning this levy. She informed me that the District wishes
to obtain the maximum amount possible under the levy. As a
result, no outside dollar limit was contained in the title.
I have approved the ballot title as to form.

RESOLUTION NO 17
A resolution of the Board of Fire Commissioners of Whatcom County Fire
Protection District No. 15, providing for the submission to the qualified
electors of the district at a Special election to be held therein, in
conjuction with the primary election on September 15, 1981 of the proposition
which would authorize lifting the 106% LID Law for Whatcom County Fire
Protection District.
WHEREAS, in the judgement of the Board of Fire Commissioners of the
district, it is essential and necessary for the protection of the public health,
life, and property, that necessary equipment be acquired to adequately supply the
residents of said district with fire suppression capabilities.
WHEREAS, the inflationary increase of operation has exceded the revenue,
due to restrictions imposed by legislative action, from the property tax.
THEREFORE, be it RESOLVED that the Board of Fire Commissioners of Whatcom
County Fire Protection District No. 15 submit a proposal to the qualified
electors of said district requesting authorization to restore the $1.00 per
thousand dollars of assessed valuation, which does not exceed the statutory
limit authorizes by lam, without a vote of the resident electors of said district.

County Fire Protection District No. 15 this 27th day of April, 1981.
