HomeMy WebLinkAbout1981 September 15, 1981 - Special - Fire District 15OFFICIAL CANVASS OF THE SPECIAL ELECTION HELD IN WHATCOM COUNTY ON THE 15TH DAY OF SEPTEMBER, 1981, FOR THE PUP -POSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 15 THE PROPOSITION TO RESTORE ITS REGULAR PROPERTY TAX LEVY TO $1.00 PER THOUSAND DOLLARS OF ASSESSED VALUE, AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN WHATCOM COUNTY WATER DISTRICT NO. 15 THE PROPOSITION TO LEVY AN ADDITIONAL TAX OF APPROXIMATELY $1.25 PER $1,000.00 OF ASSESSED VALUE IN THE DISTRICT TO PROVIDE $20,000.00 FOR PLANNING AND ENGINEERING STUDIES, AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN WHATCOM COUNTY SEWER DISTRICT NO. 2, THE PROPOSITION TO LEVY AN ADDITIONAL TAX OF APPROXIMATELY $1.25 PER $1,000.00 OF ASSESSED VALUE IN THE DISTRICT TO PROVIDE $20,000.00 FOR PLANNING AND ENGINEERING STUDIES. Griffin, Deputy Auditor of Whatcom County, Washington, we the undersigned, Shirley Van Zanten, Whatcom County Council Chairperson and David S. Mc Eachran, Prosecuting Attorney of Whatcom County, now meet with Peter J. Griffin, Deputy County Auditor of said County for the purpose of canvassing the votes cast in all of the precincts comprising -the Whatcom County Fire Protection District No. 15, the Whatcom County Water District No. 15 and the Whatcom County Sewer District No. 2, as shown on the poll books in Whatcom County, Washington. Peter J. Griffin, Deputy County Auditor, as aforesaid, now makes oath as follows: STATE OF WASHINGTON ss. COUNTY OF WHATCOM OATH OF AUDITOR I, Peter J. COUNTY OF WHATCOM ) The undersigned, being the officers designed by the law and constituting the Canvassing Board in and for Whatcom County Fire Protection District No. 15, Whatcom County Water District No. 15 and Whatcom County Sewer District No. 2, Whatcom County, State of Washington having met for the purpose of canvassing the votes concerning the following propositions: WHATCOM COUNTY FIRE DISTRICT NO. 15 SPECIAL ELECTION - PROPOSITION NO. 1 AUTHORIZING PROPERTY TAX LEVY Shall Whatcom County Fire Protection District No. 15 be authorized to restore its regular property tax levy to $1.00 per thousand dollars of assessed value? (This shall not be construed to authorize an excess levy and shall be subject to otherwise statutory limits). YES NO The result of said canvass as found and determined by us is set forth herein as follows, and as recorded in Record of Votes Cast Volume 5. PROPOSITION NO. 1 Passed 84.1% Total Votes Cast 138 Total YES 116 Total NO 22 WHATCOM COUNTY WATER DISTRICT NO. 15 SPECIAL ELECTION - PROPOSITION NO. 1 Shall Water District No. 15 of Whatcom County, Washington levy an additional tax of approximately $1.25 per $1,000.00 of assessed value in the district to provide $20,000.00 for the purpose of providing planning, engineering studies, and plans and legal services for the district for collection in 1982 as more specifically provided in Resolution No. 30 of the District Commissioners adopted June 29, 1981? YES NO The result of said canvass as found and determined by us is set forth herein as follows, and as recorded in Record of Votes Cast Volume 5. PROPOSITION NO. 1 Total Votes Cast 134 Passed 77.6% Total YES 104 Total NO 30 WHATCOM COUNTY DEWER DISTRICT NO. 2 SPECIAL ELECTION - PROPOSITION NO. 1 Shall Sewer District No. 2 of Whatcom County, Washington levy an additional tax of approximately $1.25 per $1,000.00 of assessed value in the district to provide $20,000.00 for the purpose of providing planning, engineering studies, and plans and legal services for the district for collection in 1982 as more specifically provided in Resolution No. 14 of the District Commissioners adopted June 29, 1981? Moses CIVIL DEPUTY Bruce L Disend Attached is a resolution (No. 17) and ballot title prepared by Whatcom County Fire Protection District No. 15. I spoke with the secretary of the District, Diane Trecker, concerning this levy. She informed me that the District wishes to obtain the maximum amount possible under the levy. As a result, no outside dollar limit was contained in the title. I have approved the ballot title as to form. F-liffolre r'IRE PF.OTECTION DISTRICT NO. 15 WHATCOM COUNTY RESOLUTION NO 17 A resolution of the Board of Fire Commissioners of Whatcom County Fire Protection District No. 15, providing for the submission to the qualified electors of the district at a Special election to be held therein, in conjuction with the primary election on September 15, 1981 of the proposition which would authorize lifting the 106% LID Law for Whatcom County Fire Protection District. WHEREAS, in the judgement of the Board of Fire Commissioners of the district, it is essential and necessary for the protection of the public health, life, and property, that necessary equipment be acquired to adequately supply the residents of said district with fire suppression capabilities. WHEREAS, the inflationary increase of operation has exceded the revenue, due to restrictions imposed by legislative action, from the property tax. THEREFORE, be it RESOLVED that the Board of Fire Commissioners of Whatcom County Fire Protection District No. 15 submit a proposal to the qualified electors of said district requesting authorization to restore the $1.00 per thousand dollars of assessed valuation, which does not exceed the statutory limit authorizes by lam, without a vote of the resident electors of said district.
