VALUE IN THE DISTRICT FOR OPERATING AND CUMULATIVE RESERVE FUNDS, AND AN
OPINION PROPOSITION REGARDING A FUTURE BOND ISSUE FOR COMMUNITY CENTER COMPLEX.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairperson
of the Whatcom County Council and David S. Mc Eachran, Prosecuting Attorney
of said County, now meet with Joan Ogden, County Auditor of said County
.for the purpose of canvassina the votes cast in Northwest Park and Rec-
reation District No. 2 at the Special Election held on Tuesday, May 19, 1981
as shown on the poll books. Joan Ogden, County Auditor as aforesaid, now
makes oath as follows.

You must use this ballot, do not attempt
to -vote at the polls on election day.
YOUR BALLOT CONSISTS OF:
1. A ballot card .with styrofoam backer.
2. A punching tool.
3. A pink envelope.
4. A manila envelope.
5. A ballot page or pages.
HOW TO VOTE
1. Complete the Statement of Absentee Voter on the manila mailing
envelope.
2. To the right of each measure or candidate on the ballot page is a number
which corresponds to the numbered dot on the ballot card.
3. With ballot card on foam backer, use the punching tool and firmly punch
out the black dot in the same square as the position number on the
ballot card.
4. Write-in candidates may be voted for by using space provided on the
ballot stub. Do not punch any position number on the ballot card for the
race in which a write-in candidate is desired.
5. After you have finished voting, the ballot card and the styrofoam backer
should be placed in the pink envelope. The pink envelope should be
placed into the mailing envelope. Mail your ballot so that it will be
postmarked the day of the election or sooner.
6. If you spoil the punch card ballot, use a pen to mark the ballot page.
When returning your ballot, it will require first class postage.

RESOLUTION 81-4
A RESOLUTION BY THE BOARD OF COMMISSIONERS OF NORTH-
WEST PARK AND RECREATION DISTRICT NO. 2 OF WHATCOM
COUNTY, TO AMEND RESOLUTIONS NO. 81-1 AND 81-2.
WHEREAS, the Commissioners of Northwest Park and Recreation District
No. 2 of Whatcom County, Washington, have become aware that the
District may not pass a bond election for two years to be collected
in equal amounts in each of the two years,
WHEREAS, the Commissioners wish to request the citizens of the
District to vote on a levy that will fund the maintenance and operation
of the District for two years (1982 and 1983).
NOW, THEREFORE, be it resolved by the Board of Commissioners of
Northwest Park & Recreation District No. 2 of Whatcom County,
Washington, that: Proposition No. 1 on the May 19, 1981 special
election Ballot shall read;

Shall Northwest Park and Recreation District No. 2
of Whatcom County, Washington, levy an additional
tax of $0.47 per $1,000.00 of assessed value in the
District, to -provide approximately $211,000.00 for

A RESOLUTION BY THE BOARD OF COMMISSIONERS OF
NORTHWEST PARK AND RECREATION DISTRICT NO. 2
OF WHATCOM COUNTY, DECLARING AN EMERGENCY AND
CALLING FOR THE SUBMISSION TO THE VOTERS OF
SAID DISTRICT A PROPOSITION TO AUTHORIZE THE
LEVY OF AN ADDITIONAL TAX OF APPROXIMATELY
$0.47 PER $1,000.00 OF ASSESSED VALUE TO PRO-
VIDE $211,000.00 FOR OPERATING AND CUMULATIVE
RESERVE FUNDS FOR SAID DISTRICT FOR THE PERIOD
COMMENCING JANUARY 1, 1982 AND ENDING DECEMBER.
31, 1983:
WHEREAS, the Commissioners of Northwest Park and Recreation District No.
of Whatcom County, Washington, have determined that the sum of $211,000.
is necessary for the purpose of providing operating and cumulative reser
funds to pay, among other things, for the expenses of said District from
January 1, 1982 through December 31, 1983, including the organizational,
planning, legal and engineering expenses of the District, and
WHEREAS, the required funds are not available from any other source,
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Northwes
Park and Recreation District No. 2 of Whatcom County, Washington, that:
Section 1: The Board hereby finds and declares that sum of $211,000.00
is required by the District for its operating and cumulative reserve
funds, to pay among other things, for its organizational, planning, lega:
and engineering expenses from January 1, 1982 through December 31, 1983;
Section 2: The sum being unavailable from any other source, the Board
hereby finds and declares that an emergency exists which requires the
calling of a special election on the nineteenth day of May, 1981, to
submit to the qualified voters of the District for their ratification
or rejection, a proposition calling for a special levy of $0.47 for each
$1,000.00 of assessed value.
Section 3: The Board hereby requests the Auditor of Whatcom County,
Washington, as supervisor of elections, to find the existence of such
-an emergency and to call a special election to submit to the qualified
voter of this District the propostion set forth below at a special
election to be held on May 19, 1981:

NORTHWEST PARK AND RECREATION DISTRICT NO. 2
OF WHATCOM COUNTY, WASHINGTON
RESOLUTION 81-3
A RESOLUTION BY THE BOARD OF COMMISSIONERS OF NORTHWEST PARK
AND RECREATION DISTRICT NO. 2 OF WHATCOM COUNTY, TO PLACE
BEFORE THE PEOPLE OF SAID DISTRICT THE INFORMATIONAL ISSUE,
SHALL THE NORTHWEST PARK & R.ECREATION DISTRICT PURSUE PLANS
FOR A COMMUNITY CENTER INCLUDING A SWIMMING POOL, RACQUET-
BALL/HANDBALL COURTS, AND OFFICE SPACE, WHICH WOULD MEAN
ACQUISITION OF LAND AND A BOND ISSUE TO BE PLACED BEFORE THE
VOTERS.
WHEREAS, the Commissioners of Northwest Park and Recreation District
No. 2 of Whatcom County, Washington, desire to determine if the qualified
voters of the District want a Community Center including a swimming pool,
racquetball/handball courts, office space, locker rooms, and mechanical
rooms, and
WHEREAS, said District does not currently have land on which to build
the facility,
NOW THEREFORE, be it resolved by the Board of Commissioners of North-
west Park and Recreation District No. 2 of Whatcom County, Washington,
that:
The Board hereby requests the Auditor of Whatcom County,
Washington as supervisor of elections, to call an election
to submit to the qualified voters of this District the pro-
position set forth below at a special election to be held on
May 19, 1981:
PROPOSITION NO. 2
In your opinion, should the Northwest Park and Recreation
District No. 2 pursue plans for a swimming pool, racquet-
ball/handball courts, community center complex. These
plans would include the acquisition of land and a bond
issue to be placed before the voters.

A RESOLUTION BY THE BOARD OF COMMISSIONERS OF
NORTHWEST PARK AND RECREATION DISTRICT NO. 2 OF
WHATCOM COUNTY AMENDING RESOLUTION NO. 81-1
WHEREAS, the Commissioners of Northwest Park and Recreation District No. 2
of Whatcom County, Washington, desire to amend Resolution 81-1 to more
accurately reflect their intent.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Northwest
Park and Recreation District No. 2 of Whatcom County, Washington that
Proposition No.lin Section 3 of Resolution 81-1 is amended to read:
Shall Northwest Park and Recreation District No. 2 of Whatcom
County, Washington, levy an additional tax of approximately
$0.23 per $1,000.00 of assessed value in the District, to provide
$105,500.00 during each of the years, commencing January 1, 1982
through December 31, 1982, and.January 1, 1983 through December 31,
1983. Said funds to total $211,000.00 during the two year period,
are for operating and cumulative reserve funds, as more specifically
provided for in Resolution No. 81-1 Board of Commissioners of said
District, adopted January 20, 1981.

A RESOLUTION BY THE BOARD OF COMMISSIONERS OF
NORTHWEST PARK AND RECREATION DISTRICT NO. 2
OF WHATCOM COUNTY, DECLARING AN EMERGENCY AND
CALLING FOR THE SUBMISSION TO THE VOTERS OF
SAID DISTRICT A PROPOSITION TO AUTHORIZE THE
LEVY OF AN ADDITIONAL TAX OF APPROXIMATELY
$0.47 PER $1,000.00 OF ASSESSED VALUE TO PRO-
VIDE $211,000.00 FOR OPERATING AND CUMULATIVE
RESERVE FUNDS FOR SAID DISTRICT FOR THE PERIOD
COMMENCING JANUARY 1, 1982 AND ENDING DECEMBER
31, 1983.
WHEREAS, the Commissioners of Northwest Park and Recreation District No. 2
of Whatcom County, Washington, have determined that the sum of $211,000.00
is necessary for the purpose of providing operating and cumulative reserve
funds to pay, among other things, for the expenses of said District from
January 1, 1982 through December 31, 1983, including the organizational,
planning, legal and engineering expenses of the:District, and
WHEREAS, the required funds are not available from any other source,
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Northwest
Park and Recreation District No. 2 of Whatcom County, Washington, that:
Section 1: The Board hereby finds and declares that sum of $211,000.00
is required by the District for its operating and cumulative reserve
funds, to pay among other things, for its organizational, planning, legal
and engineering expenses from January 1, 1982 through December 31, 1983;
Section 2: The sum being unavailable from any other source, the Board
hereby finds and declares that an emergency exists which requires the
calling of a special election on the nineteenth day of May, 1981, to
submit to the qualified voters of the District for their ratification
or rejection, a proposition calling for a special levy of $0.47 for each
$1,000.00 of assessed value.
Section 3: The Board hereby requests the Auditor of Whatcom County,
Washington, as supervisor of elections, to find the existence of such
an emergency and to call a special election to submit to the qualified
voter of this District the propostion set forth below at a special
election to be held on May 19, 1981:
