Mc Eachran, Prosecuting Attorney of said County, n.ow,meet with Joan Ogden for the purpose of canvassing the votes cast in all the precincts comprising the Concrete School District No. 11, Whatcom County, Washington, State of Washington as shown on the poll books at the Special Election held on Tuesday, the 19th day of May, 1981. COUNTY OF WHATCOM 7 The undersigned, being the officers designated by the law and constituting the canvassing board in and for the Concrete School District No. 11, Whatcom County, Washington, having met for the purpose of canvassing the votes concerning the following proposition: CONCRETE SCHOOL DISTRICT NO. 11 SPECIAL ELECTION - PROPOSITION NO. 1 TAX LEVY FOR EDUCATIONAL PROGRAM MAINTENANCE AND OPERATION LEVY Shall the Concrete School District No. 11 levy a general tax upon the taxable property within the school district in excess of constitutional and statutory limitations in the sum of $130,000, an estimated $1.07 per one -thousand dollars of assessed valuation, such levy to be made in 1981 for collection in 1982, the proceeds thereof_ to be credited to the General Fund of School District No. 11 to permit the district to pay expenses of maintenance and operation such as maintenance and instructional materials and maintenance of swim program and co -curricular items funded by levy made in 1980 for collection in 1981? The proposition as proposed is too lengthy and does not comply with the requirements of RCW 29..27.660. In order that it be more in compliance with that statute, I suggest that it be reworded as follows: Shall the Concrete School District No. 11 levy a general tax upon the taxable property within the school district in excess of con- stitutional.and statutory limitations in the sum of $130,000, an estimated $1.07 per one -thousand dollars of assessed valuation, such levy to be made. in 1981 for collection in 1982, the proceeds thereof to be credited to the General Fund of School District No. 11 to permit the district to pay expenses of maintenance and operation such as maintenance and instruction -al materials and maintenance of swim program and co -curricular items funded by levy made in 1980 for collection in 1981? Moffat Chief Civil Deputy RESOt,ll 10N 1208 3 4 A resolution of the Board of Directors of Ancrete School District No. 11 Skagit and Whatcom Counties, Wnshingl"n, Providing for the submission of a proposition to the qualified electors of the district at a special election to be held therein on the 19th day of May, 1981, authorizing the levy of an excess tax of. approximately $1r07 per one - thousand dollars of true assessed value to provide one hundred thirty thousand dollars 0130,000) for the district's General Fund. WHEREAS, the money in and to be paid into the general fund of the district will be insufficient to enable the district to operate properly and take care of all of its necessary financial obl.ic;at:ions, and in order to provide $130,000 to pay general expenses of maintenance and operation it is deemed necessary that the district levy a'tax of approximately $1.07 per one -thousand dollars of true assessed value unless specifically provided otherwise by law, within the district in excess of the annual millage the district is permitted by-law to levy without a vote of the people, such levy to be made.' . in 1981 for collection in 1982. WHEREAS, 'in order to provide the children of the district with necessary and adequate educational facilities, it is deemed necessary that the district provide funds to lay part of the cost- of general maintenance and operation for School District No. 11 NOW, `IEF:EFORE BE IT RESOLVED by the Board of Directors of Concrete School District No. 1.1, Skagit and Whatcom Counties, Washington as follows: Section 1. That for the purpose of providing the $130,000 to pay part of the general expenses of maintenance and operation of the district during the 1981-82 and 1982-83 school years, such as maintenance and instructional supplies and maintenance of swim program and co -curricular items funded by levy made in 1980 for collection in 1981 (pursuant to Resolution n.157), the district shall levy a tax of approximately one dollar and .even cents per one thousand dollars market value, (based upon an assessed value "qual to the true and fair value of taxable value in the district pursuant to Chapter 1195, Laws of 1973, extraordinary session) for its General Fund in 1981 for collection in 1982 upon all taxable property within the District in excess of the annual millage the district is permitted by law to levy without a vote of the people. Upon approval by the voters of proposition No. 1 hereinafter set forth, the district may use the proceeds of such levy during the 1981-82 and 1982-83 school years by Ac,,rring an indebtedness by the issuance: of warrants against the General Fund of the district. -ction 2.
