Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of the County Council of said County and David S. Mc Eachran, Prosecuting Attorney of said county, now meet with Joan Ogden, County Auditor of said county, for the purpose of canvassing the votes cast in the voting precinct of Point Roberts Park and Recreation District No. 1, Whatcom County, Washington as shown on the poll book of the precinct. YOUR BALLOT CONSISTS OP " ` - .. ' ` ` ""` 1. A ballot card with styrofoam backer, 2. A punching tool, ' 3. A pink envelope. - 4. A manila envelope. 5. A ballot page or pages. f HOW TO VOTE :. 1. Complete the Statement of Absentee Voter on the manila mailing envelope. 2. To the right of each measure or candidate on the ballot page is a number- ­ which which corresponds to the numbered dot on the ballot card. 3. With ballot card on foam backer, use the punching tool and firmly punch out the black dot in the same square as the position number on the ballot card. 4. Write-in candidates may be voted for by using space provided on the ballot stub. Do not punch any position number on the ballot card for the race in which a write-in candidate is desired. 5. After you have finished voting, the ballot card and the styrofoam backer should be placed in the pink envelope. The pink envelope should be placed into the mailing envelope. Mail your ballot so that it will be - postmarked the day of the election or sooner. 6. If you spoil the punch card ballot, use a pen to mark the ballot page. When returning your ballot, it will require first class postage. Page lA March 10, 1981 Whatcorn County, Washington POINT ROBERTS PARK AND RECREATION DISTRICT NO. 1 SPECIAL ELECTION - PROPOSITION NO. 1 j POINT ROBERTS PARR AND RECREATION DISTRICT NO. 1 Shall a tax, of approximately $ .25 per $1,000.00 of assessed value (based on 100% of true and fair value) to provide $15,000.00 for operation and maintenance purposes to be levied foX the Point Roberts Park and Recrea- tion District No. 1 in 1981 for col- lection in 1982 upon all taxable property within the District, all as specified in Point Roberts Park and Recreation District No. 1, Resolution No. 1-81? ievy, YES -10 0 Levy, NO -12 0 POINT ROBERTS PARK AND RECREATION DISTRICT I#1 RESOLUTION # 1-81 A RESOLUTION of the Board of Directors of Point Roberts Park and Recreation District #1, Whatcom County, Washington, providing for the submission to the qualified electors of the district at the Special Election to be held therein on March 10, 1981, of the proposition of whether or not there should be levied an excess tax of approximately $ .250 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $15,000.00 for the districts General Fund to pay the general expenses of maintenance and operation of the Point Roberts Park and Recreation District nl, such levy to be made in 1981 for collection in 1982. WHEREAS, the money in and to be paid into the General Fund of the Point Roberts Park and Recreation District #-`l, Whatcom County, Washington, during 1982 will be insufficient to enable the district to take care of all of its necessary financial obligations; and WHEREAS, in order to properly provide for said operation and maintenance, it is deemed necessary that a tax of approximately $ .250 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $15,000.00 for the districts General Fund be levied upon all of the taxable property within the district in excess of the maximum annual tax levy permitted by law to be levied for the district without a vote of the electors, such levy to be made in 1981 for collection in 1982; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax me be levied must be submitted to the qualified electors of the district for their ratification or rejection. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point Roberts Park and Recreation District #1, Whatcom County, Washington, as follows; Section 1. It is hereby found and declared that the welfare of the residents of the district requires the district to carry out the plans hereinafter provided. Section 2. In order to provide $15,000.00 for the General Fund of the District, the district authorizes the County Council of Whatcom County to levy a tax of approximately $ .250 per thousand dollars of assessed valuation (based on 100% of true and fair value) to be levied in 1981 for collection in 1982 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1 hereinafter set forth, the district may use the proceeds of such levy during the 1982 year, and may expend the proceeds of said levy to pay the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. r 2 _ Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the district of the proposition of whether or not such excess tax should be levied for their ratification or rejection at the Special Election to be held therein on March 10, 1981. The Whatcom County Auditor as ex officio supervisor of e1ectibhs in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said excess levy election to be held within the district on said date and to submit to the qualified electors of the district the proposition hereinafter set forth.
