Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
-County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of
the County Council of said County and Bruce Disend, Deputy Prosecuting Attorney
of said Countv now meet with Joan Ogden for the purpose of canvassing the
-votes cast in all the precincts comprising the Bellingham School District No.
501, the Ferndale SChool District No. 502■ the Lynden School District No. 504,
the Nooksack Valley School District No. 506, the Meridian School District No.
505 and the Mt Baker SChool District No. 507, all in Wha�tcom'County, State of
Washington as shown on the poll books at the Special Election held on Tuesday,
the 3rd day of February, 1981. Joan Ogden, County Auditor, as aforesaid, now
makes oath as follows:

District No. 505, Whatcom County Washington, the Nooksack Valley SChool District

RESOLUTION NO. 4
A RESOLUTION of the Board of Directors of Nooksack
Valley School District No. 506, Whatcom County
Washington, providing for the submission to the qual-
ified electors of the district at a special election to
be held therein on February 3, 1981, of a proposition
authorizing the levy of an excess tax of approximately
$1. 35 per $1, 000 of assessed value (100% of true and
fair value unless specifically otherwise provided by
law) to raise the sum of $185 , 000 for the district Gen-
eral Fund.
WHEREAS, the money to be paid into the General Fund of the
district will be insufficient during the fiscal year 1981-82 to enable the district
to operate properly and to take care of all financial obligations, it is deemed
necessary in order to prevent the impairment of the district's contracts that the
district levy a tax of $185 , 000 or approximately $1.35 per $1, 000 of assessed
value (100% of true and fair value unless specifically otherwise provided by law)
upon all taxable property within the district in 1982 for collection in excess of
the annual tax levy limitation the district is permitted by law to levy without a
vote of the people; and
WHEREAS, the Constitution and laws of the State of Washington
provide that the question of whether or not such excess tax may be levied for
such purpose must be submitted to the qualified voters of the district for their
approval or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of Nooksack Valley School District No. 506, Whatcom County, Washington
as follows:
Section 1: It is hereby found and declared that the welfare of
the children of the district requires it to carry out the plans hereinafter provided.
Section 2: That for the purpose of providing part of the funds
required to secure proper textbooks, instructional supplies and teaching materials,
to make necessary repairs and replacements to school district facilities, to pay
adequate salaries, to prevent the impairment of the obligation of the district's
contracts and to properly carry on the functions of the schools within the district,
the district authorized the County Council of Whatcom County to levy a tax of
approximately $1.35 per $1,000 of assessed value (100% of true and fair value
unless specifically otherwise provided by law) upon all taxable property within
the district in 1981 for collection in 1982 in excess of the annual tax levy per-
mitted the district without a vote of the people for the purpose of providing
$185, 000 for the district General Fund.
Section 3: It is hereby found and declared that an emergency
exists requiring the submission to the qualified voters of the district of the pro-
position of whether or not there should be levied such excess tax for the purpose
described herein at a special election to be held within the district on Febru-
ary 3, 1981. The Whatcom County Auditor as ex-officio supervisor of elections
in Whatcom County is hereby requested to also find the existence of such emer-
gency and to call and conduct said special election to be held within the district
on that date and submit to the qualified voters of the district at said special
election the proposition hereinafter set forth. The Secretary of the Board of Dir-
ectors is hereby authorized and directed to certify said proposition to the What-
com County Auditor in the following form:

WHEREAS, the undersigned, as the duly elected Auditor
of Whatcom County, Washington, has jurisdiction of and is required by
law to conduct all special elections for school districts within the county;
and
WHEREAS, Nooksack Valley School District No. 506, Whatcom
County, Washington, lies entirely within the boundaries of said county; and
WHEREAS, the Board of Directors of said district by resolution
adopted December 11, 1980, a certified copy of which has been delivered to
the undersigned, has found that an emergency exists requiring the holding of
a special election on February 3, 1981.
WHEREAS, said district by said resolution has authorized and
directed the undersigned to assume jurisdiction of and conduct said special
election:
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned concurs in the finding of an emergency and does
hereby assume jurisdiction of the above mentioned special election of Nooksack
Valley School District No. 506, Whatcom County, Washington, authorized and
ordered by resolution of its Board of Directors adopted December 11, 1980, and
will conduct said special election to be held February 3, 1981.

A RESOLUTION of the Board of Directors of Nooksack
Valley School District No. 506, Whatcom County,
Washington, providing for the submission to the

area at the Nooksack Valley Elementary school and such

WHEREAS, there is a need for the Nooksack Valley School
No. 506 to make capital improvements to the District's elementary play

County is hereby requested to also find the existence of such an emergency and to
call and conduct said special election to be held within the District on that date and
to submit to the qualified voters of the district at said special election, the proposi-
tion hereinafter set forth. The secretary of the Board of Directors is hereby author-
ized and directed to certify said proposition to the Whatcom County Auditor in the fol-
lowing form:

Directors of the Nooksack Valley School District No. 506 on December 11, 1980,
the undersigned directors being present and voting.
