Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of the County Council of said County and Bruce Disend, Deputy Prosecuting Attorney of said County now meet with Joan Ogden for the purpose of canvassing the votes cast in all the precincts comprising the Bellingham School District No. 501, the Ferndale SChool District No. 502, the Lynden School District No. 504, the Nooksack Valley School District No. 506, the Meridian School District No. 505 and the Mt Baker SChool District No. 507, all in Whatcom County, State of Washington as shown on the poll books at the Special Election held on Tuesday, the 3rd day of February, 1981. RESOLUTION NO. 10-80 A kESOWTION OF the Board of Directors of the Meridian School " District No. 505, Whatcom County, Washington, providing for the submission to the qualified electors of 'the district at a special �.• elec.tioiz to be held therein on February 3, 1981, of a proposition authoriping the levy of an excess tax of approximately $1.93 per $10)00 of assessed value (100% of true and fair value unless specifically otherwise provided by law) to raise the sum of _$ng:,500 for the district General Fund. WRERAd, the money to be paid into the General Fund of the district will be insufficient during the fiscal year 1981-82 to enable the district to operate properly and to take care of all financial obligations, it is deemed necessary in order to prevent the impairment of the district's contracts that the district levy a tax of $219,500 or approximately $1.93 per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1981 for collection in 1982 in excess of the annual tax levy limitation the district is permitted by law to levy without a vote of the people; and WHEREAS, the Constitution and laws of the State of Washington provide that the question of whether or not such excess tax may be levied for such purposes must be submitted to the qualified voters of the district for their approval or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Meridian School District No. 505, Whatcom County, Washington, as follows: Section 1: It is hereby found and declared that the welfare of the children of the district requires it to carry out the plans hereinafter provided. Section 2: That for the purpose of providing part of the funds required to secure proper textbooks, instructional supplies and teaching materials, to make necessary repairs and replacements to school district facilities, to pay adequate salaries, to prevent the impairment of the obligation of the district's contracts and to properly carry on the functions of the schools within the district, the district authorized the County Commissioners of Whatcom County to levy a tax of approximately $1.93 per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1981 for collection in 1982 in excess of the annual tax levy permitted the district without a vote of the people for the purpose of providing $219,500 for the district General Fund. Section 3: It is hereby found and declared that an emergency exists requiring the submission to the qualified voters of the district of the proposition of whether or not there should be levied such excess tax for the purpose described herein at a special election to be held within the district on February 3, 1981. The Whatcom County Auditor as ex-officio superivisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the district on that date and to submit to the qualified voters of the district at said special election the pro- position hereinafter set forth. The secretary of the Board of Directors is here- by authorized and directed to certify said proposition to the Whatcom County Auditor in the following form; Proposition No. 1 School District Special Levy Shall Meridian School District No. 505, Whatcom County, Washington, collect 5219.500 in excess property taxes (approximately $1.93 per $1000 assessed valuation) in 1982 for maintenance and operation?
