RESOLUTION NO. 7-80 A RESOLUTION of the Board of Directors of the Lynden School District No. 504, Whatcom County, Washington, providing for the submission to the qualified electors of the district at a special election to be held therein, on February 3, 1981, of a proposition authorizing the levy of an excess tax of approximately $ 1.02 per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) to raise the sum of $230,000 for the district General Fund. WHEREAS, the money to be paid into the General Fund of the district will be insufficient during the fiscal year 1981-82 to enable the district to operate properly and to take care of all financial obligations, it is deemed necessary that the district levy a tax of $230,000 or approximately $ 1.02 per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1981 for collection in 1982 in excess of the annual tax levy limitation the district is permitted by law to levy without a vote of the people; and WHEREAS, the Constitution and laws of the State of Washington provide that the question of whether or not such excess tax may be levied for such purposes must be submitted to the qualified voters of the district for their approval or rejection: NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Lynden School District No. 504, Whatcom County, Washington, as follows: Section 1: It is hereby found and declared that the welfare of the children of the district requires it to carry out the plans hereafter provided. Section 2: That for the purpose of providing part of funds required to have extra -curricular activities, to make necessary repairs and replace- ments to school district facilities, to provide transportation for students, to prevent the impairment of the obligations of the district's contracts and to properly carry on the functions of the school within the district,, the district authorize8 the County Council of Whatcom County to levy a tax of approximately $ 1.02 per $1000 of assessed value (100% of true and fair value unless specifically provided by law) upon all taxable property within the district in 1981 for collection of 1982 in excess of the annual tax levy permitted the district without a vote of the people for the purpose of providing $ 230,000 for the district General Fund. Section 3: It is hereby found and declared that an emergency exists requiring the submission to the qualified voters of the district of the proposition of whether or not there should be levied such excess tax for the purposes described herein at a special election to be held within the district on February 3, 1981. The Whatcom County Auditor as ex-officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said election to be held within the district on that date and to submit to the qualified voters of the district at said special election the proposition hereafter set forth.
