Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of
the County Council of said County and Bruce Disend, Deputy Prosecuting Attorney
of said County now meet with Joan Ogden for the purpose of canvassing the
votes cast in all the precincts comprising the Bellingham School District No.
501, the Ferndale SChool District No. 502, the Lynden School District No. 504,
the Nooksack Vallev School District No. 506, the Meridian School District No.
505 and the Mt Baker SChool District No. 507, all in Whatcom County, State of
Washington as shown on the poll books at the Special Election held on Tuesday,
the 3rd day of February, 1981. Joan Ogden, County Auditor, as aforesaid, now
makes oath as follows:

do solemnly swear that the returns purporting to be the election returns of
the Bellingham School District No. 501, Whatcom County, Washington , the
Ferndale, School District No. 502, Whatcom County, WAshington, the Lynden
School District No. 504, Whatcom County, Washington, the Meridian School
District No. 505, Whatcom County Washington, the Nooksack Valley SChool District
No. 506, Whatcom County, Washington and the Mt. Baker SChool District No. 507,
Whatcom County, Washington, held on the 3rd day of February; 1981, have in
no wise been altered by additions or erasures, and that they are the same
as when I received them, except that the votes of the absentee voters have
been added, SO HELP ME GOD.

Shirley Van Zanten, and Gruce Disend proceeded as a Canvassing Board in and
for Whatcom County to canvass the votes cast in all of the precincts of
Whatcom County comprising the Bellingham School District No. 501, the Ferndale
School District No. 502, the Lynden School District No. 504, the Meridian
School District No. 505, the Nooksack Valley SChool District No. 506 and 'the
Mt Baker School District No. 507, on the 3rd day of February, 1981.

RESOLUTION NO. 7-80
A RESOLUTION of the Board of Directors of the Lynden School District No. 504,
Whatcom County, Washington, providing for the submission to the qualified
electors of the district at a special election to be held therein, on February
3, 1981, of a proposition authorizing the levy of an excess tax of approximately
$ 1.02
per $1000 of assessed value (100% of true and fair value unless
specifically otherwise provided by law) to raise the sum of $230,000 for the
district General Fund.
WHEREAS, the money to be paid into the General Fund of the district will be
insufficient during the fiscal year 1981-82 to enable the district to operate
properly and to take care of all financial obligations, it is deemed necessary
that the district levy a tax of $230,000 or approximately $ 1.02 per
$1000 of assessed value (100% of true and fair value unless specifically
otherwise provided by law) upon all taxable property within the district in
1981 for collection in 1982 in excess of the annual tax levy limitation the
district is permitted by law to levy without a vote of the people; and
WHEREAS, the Constitution and laws of the State of Washington provide that the
question of whether or not such excess tax may be levied for such purposes
must be submitted to the qualified voters of the district for their approval or
rejection:
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Lynden School
District No. 504, Whatcom County, Washington, as follows:
Section 1: It is hereby found and declared that the welfare of the
children of the district requires it to carry out the plans hereafter
provided.
Section 2: That for the purpose of providing part of funds required to
have extra -curricular activities, to make necessary repairs and replace-
ments to school district facilities, to provide transportation for students,
to prevent the impairment of the obligations of the district's contracts
and to properly carry on the functions of the school within the district,,
the district authorize8 the County Council of Whatcom County to levy a tax of
approximately $ 1.02 per $1000 of assessed value (100% of true and fair value
unless specifically provided by law) upon all taxable property within the district
in 1981 for collection of 1982 in excess of the annual tax levy permitted the
district without a vote of the people for the purpose of providing $ 230,000
for the district General Fund.
Section 3: It is hereby found and declared that an emergency exists requiring the
submission to the qualified voters of the district of the proposition of whether
or not there should be levied such excess tax for the purposes described herein
at a special election to be held within the district on February 3, 1981. The
Whatcom County Auditor as ex-officio supervisor of elections in Whatcom County
is hereby requested to also find the existence of such emergency and to call and
conduct said election to be held within the district on that date and to submit
to the qualified voters of the district at said special election the proposition
hereafter set forth. The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition to the Whatcom County Auditor in the
following form:

County, Washington, at a regular meeting thereof held this 15th day of December,
