. Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of
the County Council of said County and Bruce Disend, Deputy Prosecuting Attorney
of said Countv now meet with Joan Ogden for the purpose of canvassina the
votes cast in all the precincts comprising the Bellingham School District No.
501, the Ferndale SChool District No. 502, the Lynden School District No. 504,
the Nooksack Valley School District No. 506, the Meridian School District No:
505 and the Mt Baker SChool District No. 507, all in Whatcom Countv, State of
Washington as shown on the poll books at the Special Election held on Tuesday,
the 3rd day of February, 1981. Joan Ogden, County Auditor, as aforesaid, now
makes oath as follows:

School District No. 504, Whatcom County, Washington, the Meridian School

RESOLUTION NO. 15-80
A resolution of the Board of Directors of Ferndale
School District No. 502, Whatcom County, Washington,
providing for the submission to the qualified
electors of the District as a special election to
be held therein on February 3, 1981, of the proposi-
tion of whether or not there should be levied an
excess tax of approximately, $1.49 per thousand
dollars of assessed valuation (based on 100 percent
of true and fair value) to provide $765,625 for the
District's General Fund to pay part of the general
expenses of maintenance and operation of the District,
such levy to be made in 1981 for collection in 1982.
WHEREAS, the money in and to be paid into the General Fund
of Ferndale School District No. 502, Whatcom County, Washington,
during the 1981-1982 and 1982-1983 school years will be insuffi-
cient to enable the District to take care of all of its necessary
financial obligations and to properly meet the educational needs
of students attending District schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs, it is deemed necessary that
a tax of approximately $1.49 per thousand dollars of assessed
valuation (based on 100 percent of true and fair value) to provide
$ 765,625 for the District's General Fund be levied upon all of
the taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District
without a vote of the electors, such levy to be made in 1981 for
collection in 1982; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the District
for their ratification or rejection.
NOW; THEREFORE, BE IT RESOLVED by the Board of Directors of
Ferndale School District No. 502, Whatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the district requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $765,625 for the General
Fund of the District, a tax of approximately $1.49 per thousand
dollars of assessed valuation (based on 100 percent of true and
fair value) should be levied in 1981 for collection in 1982 upon
all the taxable property within the District in excess of the
maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 herein-
after set forth, the District may use the proceeds of such levy
during the 1981-1982 and 1982-1983 school years by incurring an
indebtedness by the issuance of warrants against the General -
Fund of the District, and may expend the proceeds of said levy
to pay part of the general expenses of maintenance and operations
of the District as may be authorized or allowed by law for the
use of excess levy funds.
Section 3. It is hereby found and declared .that an emergency
exists requiring the submission to the qualified electors of the
District of the proposition of whether or not such excess tax
should be levied for their ratification or rejection at a special
election to be held therein on February 3, 1981.
The Whatcom County Auditor as ex officio supervisor of
elections in Whatcom County is hereby requested to also find
the existence of such emergency and to call and conduct said
special election to be held within the District on said date
and to submit to the -qualified electors of the District the
proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:
