WHEREAS, the money in and to be paid into the General Fund of Bellingham School District No. 501, Whatcom County, Washington, during the 1981-82 and 1982-83 school years will be insuffi- cient to enable the District to take care of all of its necessary financial obligations and to properly meet the educational needs of students attending District schools; and WHEREAS, in order to properly provide for said financial obligations and educational needs, it is deemed necessary that a tax of approximately $ 1.75 per thousand dollars of assessed valuation (based on 100% of true and fair value) to provide $_ 2,975,000 _ for the District's General Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1981 for collection in 1982; and WHEREAS, the Constitution and laws of the State of Washing- ton require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection, NOW THEREFORE, BE IT RESOLVED by the Board of Directors of Bellingham School District No. 501, Whatcom County, Washington, as follows: Section 1. It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2. In order to provide $ 2,975,OCO for the General Fund of the District, a tax of approximately $ 1.75 per thousand dollars of assessed valuation (based on 100% of true and fair -1- value) should be levied in 1981 for collection in 1982 upon all the taxable property within the District in excess of the maxi- mum annual tax levy permitted by law to be levied for the District without a vote of the electors. Upon approval by the voters of Proposition No. 1 hereinafter set forth, the District may use the proceeds of such levy during the 1981-82 and 1982-83 schools years by incurring an indebted- ness by the issuance of warrants against the General Fund of the District, and may expend the proceeds of said levy to pay such part of the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. Section 3. It is hereby found and declared that an emergen- cy exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess tax should be levied for their ratification or rejection at a special election to be held therein on February3 , 1981. The Whatcom County Auditor as ex officio supervisor of elec- tions in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to sub- mit to the qualified electors of the District the proposition hereinafter set forth.
