Office of the Auditor of Whatcom County Bellingham, Washington April 9, 1981 Pursuant to a notice given by Joan Ogden, County_ Auditor of Whatcom County, Washington, we the undersigned, Shirley 'Van Zanten, Chairperson of the County Council of said County and David S. Mc Eachran, Prosecuting Attorney of said County now meet with Joan Ogden for the purpose of canvassing the votes cast in all the precincts comprising the Nooksack Valley School District No. 506, Whatcom County, State of Washington as shown on the poll books at the Special Election held on Tuesday, the 7th day of April, 1981. Mc Eachran proceeded as a Canvassing Board in and for Whatcom County to canvass the votes cast in all of the precincts of Nooksack Valley School District No. 506, on the 7th day of April, 1981. Number persons voting last general election 2,243 60% Yes 'Vote 539 Proposition No. 1 Yes Vote 725 Proposition No. 1 No Vote 132 Passed 84.6% We the undersigned, do hereby declare that said statement and returns contain the number of votes cast for and against the foregoing proposition at the said e1gction held in Whatcom County the 7th day of April, 1981. �vv Chairperslon, W4ttcom County Council editor of Whatcom County Prosecuti,ng A6ttgrhev of WnatcOm ountY RESOLUTION NO. 6 A RESOLUTION of the Board of Directors of Nooksack Valley School District No. 506, Whatcom County Washington, providing for the submission to the qual- ified electors of the district at a special election to be held therein on April 7, 1981, of a proposition authorizing the levy of an excess tax of approximately $1.35 per $1,000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) to raise the sum of $185 , 000 for the district Gen- eral Fund. WHEREAS, the money to be paid into the General Fund of the district will be insufficient during the fiscal year 1981-82 to enable the district to operate properly and to take care of all financial obligations, it is deemed necessary in order to prevent the impairment of the district's contracts that the district levy a tax of $185 , 000 or approximately $1.35 per $1, 000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1982 for collection in excess of the annual tax levy limitation the district is permitted by .law to levy without a vote of the people; and WHEREAS, the Constitution and laws of the State of Washington provide that the question of whether or not such excess tax may be levied for such purpose must be submitted to the qualified voters of the district for their approval or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Nooksack Valley School District No. 506, Whatcom County, Washington as follows: Section 1: It is hereby found and declared that the welfare of the children of the district requires it to carry out the plans hereinafter provided. Section 2: That for the purpose of providing part of the funds required to secure proper textbooks, instructional supplies and teaching materials, to make necessary repairs and replacements to school district facilities, to pay adequate salaries, to prevent the impairment of the obligation of the district's contracts and to properly carry on the function-s of the schools within the district, the district authorized the County Council of Whatcom County to levy a tax of approximately $1 . 35 per $1 , 000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the district in 1981 for collection in 1982 in excess of the annual tax levy per- mitted the district without a vote of the people for the purpose of providing $185 , 000 for the district General Fund. Section 3:. It is hereby found and declared that an emergency exists requiring the submission to the qualified voters of the district of the pro- position of whether or not there should be levied such excess tax for the purpose described .herein at a special election to be held within the district on April 7, 1981. The Whatcom County Auditor as ex--officio supervisor of elections in Whatcom County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the district on that date and submit to the qualified voters of the district at said special election the pro- position hereinafter set forth. The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition to the Whatcom County Auditor in the following form:. PROPOSITION NO. 1 School District Special Levy Shall Nooksack Valley School District No. 506, Whatcom County, Washington collect $185 , 000 in excess property taxes (approximately $1.35 per $1, 000 assessed valuation) in 1982 for maintenance and operation? The polls for such special election shall be open from 7:00 o'clock a.m, to 8:00 o'clock p.m. The secretary of the Board of Directors is hereby authorized and directed to deliver a certified copy of this Resolution to the Whatcom County Auditor,. WHEREAS, said district by said resolution has authorized and directed the undersigned to assume jurisdiction of and conduct said special election: NOW, THEREFORE, it is hereby authorized and ordered as follows: The undersigned concurs in the finding of an emergency and does hereby assume jurisdiction of the above mentioned special election of Nooksack Valley School District No. 506, Whatcom County, Washington, authorized and ordered by resolution of its Board of Directors adopted February 12, 1981, and will conduct said special election to be held April 7, 1981.
