OFFICIAL CANVASS OF THE SPECIAL ELECTION HELD IN WHATCOM COUNTY ON THE
16TH DAY OF' SEPTEMBER, 1980, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED ELECTORS IN THE WHATCOM COUNTY WATER DISTRICT NO. 11, THE
SPECIAL LEVY FOR THE PURPOSE OF DEVELOPING AND CARRYING OUT THE
COMPREHENSIVE PLAN FOR A WATER SYSTEM AND FOR A SANITARY SEWER SYSTEM
IN SAID DISTRICT.

Pursuant to,a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Whatcom
County Council Chairperson and DAvid S. Mc Eachran, Prosecuting Attorney
of Whatcom County, now meet with Joan Ogden, County Auditor of said
County for the purpose of canvassing the votes cast in all of the precinct:
comprising the Whatcom County Water District No. 11, as shown on the
Poll Books in Whatcom County, Washington. Joan Ogden, County Auditor
as aforesaid, now makes oath as follows.

I, Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be -the election returns
of Whatcom County Water District No. 11, Whatcom County, held on the
16th day of September, 1980, have been in no wise altered by additions
or erasures, and that they are the same as when I received them, SO HELP
ME GOD.

Immediately after the oath by the County Auditor, the said Joan
Ogden, David S. Mc Eachran and Shirley Van Zanten proceed as a Canvassing
Board in and for Whatcom County Water District No. 11, Whatcom County,
held on the 16th day of September, 1980.

constituting the canvassing board in and for Whatcom County Water
District No. 11, Whatcom County, State of Washington, having met for
the purpose of canvassing the votes concerning the following proposition:

Submitted by Water District No. 11
Shall Water District No. 11 of Whatcom County, Washington
levy an additional tax of $2.00 per $1,000.00 of assessed
value in the District for the purpose of developing and
carrying out the Comprehensive Plan for a water system and
for a sanitary sewer system in said District as more
specifically provided in a resolution of the Commissioners
of said District adopted July 24, 1980?

forth herein as follows, and as recorded in Record of Votes CAst
Volume 4.

returns contain the number of votes cast for and against the foregoing
proposition at said election held on the 16th day of September, 1980,

WATER DISTRICT NO. 11 OF WHATCOM COUNTY, WASHINGTON
RESOLUTION NO.
A RESOLUTION of the Board of Commissioners of Water District No. ll of
Whatcom County, Washington providing for the submission to the voters of
said District at a Special Election to be held on the day of September,
1980, a proposition authorizing the levy of an additional tax of approximately
$2.00 per $1,000.00 of assessed value to provide $ z for the purpose
of providing planning, engineering studies and plans a d legal services for the
period January 1, 1981 to December 31, 1981 for the carrying out of the
Comprehensive Plan for a sewer system and a water system for said District
WHEREAS it has been determined by the Board of Commissioners of Water
District No. 11 of Whatcom County, Washington that the sum of $ in
excess of millage previously voted is needed for the purpose of providing planning,
engineering studies and plans and legal services for the period of January 1, 1981 to
December 31, 1981 for the carrying out of the Comprehensive Plan for a Sewer
System and Water System for said District; and
WHEREAS there is no other source available for said required funds, now,
therefore,
BE IT RESOLVED by the Board of Commissioners of Water District No. 11 of
Whatcom County, Washington as follows:
Section 1. It is hereby found and declared that the carrying out of the
Comprehensive Plan for a sanitary sewer system and a water
system requires the District to submit to the qualified voters of
the District for their ratification or rejection of the proposition of
a Special Levy of $2.00 for each $1,000.00 of assessed value to be
voted upon at the election to be held on the ILL day of
September, 1980.
Section 2. It is hereby found and declared that an emergency exists requiring
the calling of such Special Election.
The Auditor of Whatcom County as Supervisor of Elections is hereby
requested to find the existence of such emergency and call a Special
Election to submit to the qualified voters of the District the proposition
hereinafter set forth at the Special Election of September jL , 1980
and the Secretary is hereby authorized and directed to certify such
proposition to the Whatcom County Auditor in the form of the following
ballot title:
