The purpose of this section is to establish the holding of a primary election, subject to the exemptions as contained in RCW 29.21.015 as now or hereafter amended, as a uniform procedural requirement to the holding of city, town, and district elections and such provisions shall supersede any and all other statutes, whether general or special in nature, having different election requirements. Laws of 1973 1st ex. sess. and RCW 90.62.010; amending section 2, chapter 185. Laws of 1973 1st ex. secs, and RCW 90.62.020; amending section 4, chapter 185, Laws of 1973 ist ex. secs. and RCW 90,62.040; amending section 5, chapter I85, Laws of 1973 1st ex. secs, and RCW 90,62.050; amending section 6, chapter 185, Laws of 1973 1st ex, less, and RCW 90.62.060; amending section 8, chapter 185, Laws of 1973 1st ex, secs. and RCW 90.62.080; amending section 9, chapter 185, Laws of 1973 1st ex_ secs. and RCW 90.62.091); amending section 10, chapter 185, Laws of 1973 1st ex. sess. and RCW 90.62.100; adding a new section to chapter 90.62 RCW; and creating a new section. Be it enacted by the Legislature of the State of Washington: Section 1. Section 1, chapter 185, Laws of 1973 1st ex. sess. and RCW 90.62- .010 are each amended to read as follows: (1) It is the sense of the legislature that the heavy burdens placed upon persons proposing to undertake certain types of projects in this state through requirements to obtain numerous permits and related documents from various state and local agencies are undesirable and should be alleviated. The legislature further finds that present methods for obtaining public views in relation to applications to state and local agencies pertaining to these projects are cumbersome and place undue hard- ships on members of the public thereby thwarting the public's ability to present such views. (2) The purposes of this chapter are to: (a) Provide for an optional procedure to assist those who, in the course of sat- isfying the requirements of state and local government prior to undertaking a project which contemplates the use of the state's air, land, or water resources, must obtain a number of permits, ffiorrt the depaftMent of ecology and une-vn-lrwam )) by establishing a mechanism in state government which will coordinate administrative decision -making procedures, and related quasi judi- cial and judicial review, pertaining to such documents. - [ 701 1 �- Cour[housc. Petition of one hundred resident electors, to be filed at the time of filing declaration of candidacy which will be from July 28, 1980 through August 1, 1980. Candidate must be a resident of the district for which he files. Candidate is voted upon throughout entire P.U.D. Question three, authorization to provide electrical service.\ R.C.W. 54.08.070 Ten year minimum of P.U.D. existence before vote of the people allowed to generate power. Prior to ten year deadline, commission may acquire and build power station and generate electricity. Election to be held in even numbered years. Submit to voters by resolution of P.U.D. Commissioners or by County Legislative Authority on petition of ten percent of the qualified electors of the district. The percentage is based on total voters of the last general county election held in an even year. Submit form of petition at least ten months prior to election date. Completed petition to be filed not less than four months prior to election date. Auditor will then approve within thizty days. If insufficient, Auditor will return for ten days to collect additional signatures, then will have fifteen days for final check. -2- Auditor will then transmit to County Legislative Authority for submission to voters.
