PENALTY PROVISION
RCW 29.85.200: Any person who violates any of the provisions
relating to swearing and voting, shall be guilty of a felony and
shall be punished by imprisonment of not more than five years
or a fine of not more than five thousand dollars, or by both
such fine and imprisonment.
INSTRUCTIONS
1. Enter the applicant's name, address, and other perti- I
nent information in the appropriate spaces at the top,
left-hand side of the form.
2. Administer the affidavit at the top, right-hand side of I
the form.
3. Have the applicant sign beneath the affidavit AND on I
the 3x5 form immediately to the right. Acknowledge
the voter's signature on the main form.
4. Return the completed form to the County Auditor or
Department of Elections. i

Read All Instructions Carefully Before Voting
After you receive your Absentee Ballot, please use it — do not attempt
to vote at your regular polling place on election day.
YOUR BALLOT CONSISTS OF:
A ballot card which is attached to a styrofoom backing. (Please do not de-
tach this ballot from the backing.)
A punching tool which is included in a small envelope stapled to the ballot
assembly.
A white envelope (for returning both the ballot card and the ballot pocket
envelope).
A buff mailing envelope for relurn of voted ballot card, attached to styrofoom
backing, which should be enclosed in the white envelope. The Statement of
Absentee Voter also appears an the mailing envelope.
HOW To VOTE
1. Complete the Statement of Absentee Voter on the buff colored mailing
envelope.
2. Read these instructions. The ballot pages are identical to those used in the
punched card voting device in the precinct itself.
3. To the right of each measure or candidate is a number which is assigned
to its position on the pre -scored ballot card.
4. Use the provided punch tool and firmly punch out the black dot in the some
square as the position number on the ballot card.
5. Write-in candidates may be voted for by using space provided on the flap
attached to your ballot and 'listing both the name and the office of the
write-in candidate. For Partisan Office write-in you must also write the name
of the political party. Do not punch any position number on the ballot
card for the race in which a write-in candidate is desired.
6. After you have finished voting, the ballot card and the attached styrofoam
backer should be placed into the white ballot envelope. The white ballot
envelope should be placed into the mailing envelope which contains the
Statement of Absentee Voter. Mail your ballot so that it will be postmarked
the day of election or sooner. Instead of mailing, you may send it by any
means so as to reach this office on or before election day.
7. If for some reason you spoil the IBM Punch Card Ballot, then using a PEN,
mark this guide like a paper ballot.
When returning your ballot, it will require 280 first class postage.

of regular tax levies, for the purpose of constructing new fire
stations, remodeling the Northwest Avenue station, construction
of training facilities, and acquiring necessary fire fighting
equipment, all as more fully provided in Resolution No. 16-1980

BOARD OF TRUSTEES
RESOLUTION
A RESOLUTION of the Board of Trustees of the Whatcom County Rural Library
District, Whatcom County, Washington, providing for the submission, to the
qualified electors. of the district,,at a special election to be held therein
on May 20, 1980, of a proposition authorizing a return to the original
property tax levy, in excess of the limitations provided for in R.C.W. 84.55.01
through R.C.W. 84.55.040, as amended by chapter 218, Laws of 1979 lst Ex.
Sess., providing for additional revenues for the general operation and
current expenses of the Rural Library District.
WHEREAS, Revised Code of Washington 84.55.010, as amended by Chapter
218, Laws of 1979 1st ex. sess., establishes limitations upon regular property
taxes payable in any given year, said limitations being popularly known as
the "106% Lid Law"; and
WHEREAS, imposition of the above limitation would operate to reduce
estimated total dollar revenue for the 1981 tax collection year by an estimated
$274,311.00 (30%) for the Rural Library District; and
WHEREAS, RCW. 84.55.050, as amended by Chapter 218, Laws of 1979 lst
ex. sess., empowers a taxing district to submit to the voters a proposition
authorizing the levying of property taxes in an amount exceeding the limitations
provided for in RCW. 84.55.010 through 84.55.040 (106% Lid Law) for one year;
and
WHEREAS, due to growth of population and development in the district
with a consequent increase in the need for current library materials and
facilities, and due to the continuing substantial increase in the costs
of services, utilities, materials, supplies, equipment and labor, the
imposition of the above limitations will result in continued inadequate
revenue during the 1981 tax collection year; and
WHEREAS, in the judgment of the Board of Trustees of the Rural Library
District, it is essential and necessary for the provision of public library
service, to avoid further reductions of service which would result from con-
tinued inadequate revenue in 1981 and to maintain, at least current standards
of service; and
THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE WHATCOM
COUNTY RURAL LIBRARY DISTRICT as follows:
Section 1. That the Whatcom County Rural Library District notify the Whatcom
County Auditor that a serious financial need exists and therefore requests
that a special election be held on May 20, 1980, submitting to the electors
of said Rural Library District the following proposition to return to the orig-
inal property tax levy rate ($.50/1000 of Assessed Valuation) by removing for
one year the limitations imposed by RCW 84.55 (106% Levy Lid Law) which, due to
its cumulative effects, has resulted in an estimated reduced levy rate of
$.35/1000 of Assessed Valuation, a 30% reduction in funding for 1980.
Section 2. That the proposition, including caption thereof, shall take the
following form:
