Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairperson
of the County Council of said County and David S. Mc Eachran, Prosecuting
Attorney of said County, now meet with Joan Ogden for the purpose of
canvassing the votes cast in all the precincts comprising the Concrete
School Dist. No. 11, Whatcom County, Washington, State of Washington as
shown on the poll books at the Special Election held on Tuesday, the
20th day of May, 1980, Joan Ogden, County Auditor, as aforesaid, now
makes oath as follows:

I, Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election returns
of the Concrete School District No. 11, Whatcom County, Washington, held
on the 20th day of May, 1980, have in no wise been altered by additions
or erasures, and that they are the same as when I received them, except
that the votes of the absentee voters have been added, SO HELP ME GOD.

Immediately after the oath by the County Auditor, the said Joan Ogden,
Shirley Van Zanten, and David S. Mc EAchran proceeded as a Canvassing Board
in and for Whatcom County to canvass the votes cast in all of the precincts
of Concrete School Dist. No. 11, Whatcom County, on the 20th day of May,
1980.

The undersigned, being the officers designated by the law and
constituting the canvassing board in and for the Concrete School District
No. 11, Whatcom County, Washington, having met for the purpose of can-
vassing the votes concerning the following proposition:

SPECIAL ELECTION - PROPOSITION NO. 1
TAX LEVY FOR EDUCATIONAL PROGRAM
MAINTENANCE AND OPERATION LEVY
Shall the Concrete School District No. 11 of Skagit
and Whatcom Counties levy a general tax upon the
taxable property within the school district in excess
of constitutional and statutory limitations in the sum
of $120,000, an estimated $1.07 per one -thousand
dollars of assessed valuation? Such assessed valua-
tion is true and fair value unless specifically pro-
vided otherwise by law. Such levy to be made in
1980 for collection in 1981, the proceeds thereof to
be credited to the General Fund of School District
No. 11 to permit the district to pay expenses of
maintenance and operation such as two teaching
positions, co -curricular programs and the swim pro-
gram as provided in Resolution No. 157, adopted by
the Board of Directors on the llth day of March
1980.

RESOLUTION #157
A resolution of the Board of Directors of Concrete School
District #11, Skagit and Whatcom Counties, Washington,
+ providing for the submission of a Proposition to the qualifie'%�-�
electors of the district at a special election to be held`
therein on the 20th day of May, 1980, authorizing the
levy of an excess tax of approximately $1.07 per one -thous -and„_
dollars of true assessed value to provide one hundred twenty
thousand dollars ($120,000) for the district's General Fund.,
1,MEREAS, the money in and to be paid into the general fund of the
district will be insufficient to enable the district to operate
properly and take care of all of its necessary financial obligations,
and in order to provide $120,000 to pay general expenses of
maintenance and operation it is deemed necessary that the district
levy a tax of approximately $1.07 per one -thousand dollars of
true assessed value unless specifically provided otherwise by
law, within the district in excess of the annual millage the
district is permitted by law to levy without a vote of the people,
such levv to be made in 1980 for collection in 1981.
WHEREAS, in order to provide the children of the district with
necessary and adequate educational facilities, it is deemed necessary
that the district provide funds to pay part of the cost of general
maintenance and operation for School District Ell.
NOW, THEREFORE BE IT RESOLVED by the Board of Directors -of Concrete
School District No. 11, Skagit and Whatcom Counties, Washington
as follows:
Section 1. That for the purpose of providing the $120,000 to pay part
of the general expenses of maintenance and operation of the district
during the 1980-81 and 1981-82 school years, such as two classroom
teaching positions, cocurricular programs and the swim program, the
district shall levy a tax of approximately one dollar and seven cents
per one thousand dollars market value, (based upon an assessed value
equal to the true and fair value of taxable value in the district pursuant
to Chapter #195, Laws of 1973, extraordinary session) for its General
Fund in 1980 for collection in 1981 upon all taxable property within
the District in excess of the annual millage the district is permitted
by law to levy without a vote of the people.
Upon approval. by the voters of Proposition No. 1 hereinafter set forth,
the district may use the proceeds of such levy during the 1980-81 and
1981-82 school years by incurring an indebtedness by the issuance of
warrants against the General Fund of the district.
Section 2. It is hereby found and declared that an emergency exists
requiring the submission to the qualified electors of the district the
proposition of whether or not the district shall levy such excess.tax"
at a special election to be held on the 20th day of May 1980.

The Skagit County Auditor as ex-officio supervisor of elections in Skagit
County is hereby requested to also find the existence of such emergency
and to call and conduct said special election to be held within the district
on said date and to submit to the qualified electors of the district at
said special election the proposition hereinafter set forth. The Secretary
of the Board of Directors is hereby authorized and directed to certify to
said County Auditor the proposition in the following form.

NOTICE OF CLOSING OF REGISTRATION FILES
NOTICE IS HEREBY GIVEN That the Registration Files for the
various precincts within the boundaries of Concrete School District
No. 11, Skagit and Whatcom Counties, Washington will be closed
April 20, 1980.
Said registration books will remain closed until after the
Special Election to be held May 20, 1980 for the above mentioned
School District.
The last day voters may register and transfer for the above
election will be April 18th, 1980, except where the places for
registering remain open on Saturday, they may then register on
April 19th, 1980.
