RCW 29.85.200: Any person who violates any of the provisions
relating to swearing and voting, shall be guilty of a felony and
shall be punished by imprisonment of not more than five years
or a fine of not more than five thousand dollars, or by both I
such fine and imprisonment.
INSTRUCTIONS
Enter the applicant's name, address, and other perti-
nent information in the appropriate spaces at the top,
left-hand side of the form.
Administer the affidavit at the top, right-hand side of
the form.
Have the applicant sign beneath the affidavit AND on
the 3x5 form immediately to the right. Acknowledge
the voter's signature on the main form.
Return the completed form to the County Auditor or
Department of Eldctions.

Read All Instructions Carefully Before Voting
After you receive your Absentee Ballot, please use it — do not attempt
to vote at your regular polling place on election day.
YOUR BALLOT CONSISTS OF:
A ballot card which is attached to a styrofoam backing. (Please do not de-
tach this ballot from the backing.)
A punching tool which is included in a small envelope stapled to the ballot
assembly.
A white envelope (for returning both the ballot card and the ballot pocket
envelope).
A buff mailing envelope for ralurn of voted ballot card, attached to slyrofoam
backing, which should be enclosed in the white envelope. The Statement of
Absentee Voter also appears an the mailing envelope.
HOW TO VOTE
1. Complete the Statement of Absentee Voter on the buff colored mailing
envelope.
2. Read these instructions. The ballot pages are identical to those used in the
punched card voting device in the precinct itself.
3. To the right of each measure or candidate is a number which is assigned
to its position on the pre -scored ballot card.
4. Use the provided punch tool and firmly punch out the black dot in the some
square as the position number on the ballot card.
5. Write-in candidates may be voted for by using space provided on the flap
attached to your ballot and 'listing both the name and the office of the
write-in candidate. For Partisan Office write-in you must also write the name
of the political party. Do not punch any position number on the ballot
card for the race in which a write-in candidate is desired.
6. After you have finished voting, the ballot card and the attached styrofoam
backer should be placed into the white ballot envelope. The white ballot
envelope should be placed into the mailing envelope which contains the
Statement of Absentee Voter. Mail your ballot so that it will be postmarked
the day of election or sooner. Instead of mailing, you may send it by any
means so as to reach this office on or before election day.
7. If for some reason you spoil the IBM Punch Card Ballot, then using a PEN,
mark this guide like a paper ballot.
When returning your ballot, it will require 280 first class postage.

County, Washington, we the undersigned, Shirley Van Zanten,-Chairperson -
of the County Council of said County and David S. Mc Eachran, Prosecuting
Attorney of said County, now meet with Joan Ogden for the purpose of
canvassing the votes cast in all the precincts comprising 'Clue Bellingham
School District No. 501, City of Bellingham, and Whatcor:L County Rural
Library District, Whatcom County, State of Washington as shown on the
poll books at the Special Election held on Tuesday, the 20th ray of May,
1980. Joan Ogden, County Auditor, as aforesaid, -now makes oath as follows:

Authorization of Whatcom County Rural Library District
to Return to the Original Higher Property Tax Levy Fate
for One Year.
Shall the Whatcom County Rural Library District, subject
to all other budgetary, constitutional and statutory
limitations, be authorized to exceed the limitations
imposed by RCW 84.55 (106 p Levy _ Lid Law) for one year of
1980, to be paid in 1981 at the rate of $.50/1000 of
Assessed Valuation (original rate in RCW 29.12.050) in-
stead of $.35/1000 of Assessed Valuation (result of RCW
84.55); the dollar amount of such levy to be used in
cormutinq the 106 % levy rate limitations on levies in
subsequent years?

RESOLUTION NO.
A RESOLUTION PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS
OF THE CITY AT A SPECIAL ELECTION TO BE HELD MAY 20, 1980, OF THE
PROPOSITION OF ,�IHETHER OR NOT THE CITY SHOULD ISSUE ITS GENERAL
OBLIGATION BONDS IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED
$3,500,000 FOR THE PURPOSE OF PROVIDING FUNDS FOR THE CONSTRUCTION
OF NEW FIRE STATIONS, CONSTRUCTION OF A TRAINING FACILITY,
RET.4nDELING OF THE NORTHWEST AVENUE STATION, AND ACQUISITION OF FIRE
EQUIPMENT.
WHEREAS, it is deemed necessary and advisable by the City
Council of the City of Bellingham, [-Washington, that the city con-
struct and equip new fire stations; and
�,,THEREAS, in order to provide funds to pay the cost thereof it
is deemed necessary and advisable that the city issue and sell its
general obligation bonds in the aggregate principal amount of not
to exceed $3,500.00, and
1,,THEREAS, the Constitution and laws of the State of Washington
Provide that the question of whether or not the city may issue such
bonds for such purnose must be submitted to the qualified electors
of the city for their ratification or rejection; NOW, THEREFORE,
THE CITY OF BELLINGHAM DOES ORDAIN:
Section 1. It is hereby found and declared that the welfare
of the inhabitants of the City requires additions and improvements
to the fire fighting system of the city as follows:
(1), Acquisition of property to enlarge the site of the
existing Maple Street fire station and replacement of the

existing station with a new station.
(2) Construction of a new station and backup dispatch
center in the Silver Beach/Northshore area of the city.
(3) Construction of a new station to serve the central
business district and waterfront area.
(4) Acquisition of equipment, including vehicles as
necessary to equip the new fire stations.
(5) Remodeling of the Northwest Avenue station.
(6) Construction ofa training facility at the Alabama
Street station.
(7) If the amount of the bond is not adequate to
complete all of.the projects listed above, construction of
the new station and backup dispatch center in the Silver
Beach/North Shore area of the City shall be given first
priority (item #2).
Section 2. To provide funds to nay the cost of the foregoing
additions and improvements the city shall issue and sell its general
obligation bonds in the aggregate principal amount of not to exceed
$3,500,000 (the "Bonds"). The Bonds shall be sold at such time or
times as deemed necessary and advisable by the City Council, shall
bear interest at a rate not in excess of the maximum rate permitted
by law and shall mature serially in from 2 to 20 years from date of
issue. Both principal of and interest on the Bonds shall be payable
by annual levies in excess of regular property tax levies to be
made upon all the taxable property within the city. The exact date,

form, terms and maturities of the Bonds shall be as hereafter fixed
by the City Council.
Section 3. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the
city of the proposition of whether or not the city shall issue the
Bonds for their ratification or rejection at a special election to
be held therein on May 20, 1980.
The oThatcom County Auditor is hereby requested to assume
jurisdiction of and to call and conduct the special election and
to submit to the qualified electors of the city the proposition
hereinafter set forth. The proposition to be submitted shall be
in the following form:

WHEREAS, the undersigned as the duly elected, qualified and
acting Auditor of Whatcom County, Washington, has ,jurisdiction of
and is required by law to conduct all special elections for cities
within the county; and
Whereas, the City of Bellingham, Washington, lies entirely
within the boundaries of Whatcom County; and
WHEREAS, the City Council of said city by resolution adopted
March 31, 1980, a certified copy of which has been delivered to
the undersigned, has found that an emergency exists requiring the
holding of a special election on May 20, 1980;
WHEREAS, said city by said resolution has authorized and
directed the undersigned to assume jurisdiction of and conduct
said special election;
NOW, THEREFORE, it is hereby authorized and ordered as
follows:
The undersigned concurs in the finding of an emergency and
does hereby assume jurisdiction of the above -mentioned special
election of the City of Bellingham, Washington, authorized and
ordered by resolution of its City Council adopted March 31, 1980,
and will conduct said special election to be held May 20, 1980.
