Shall the City of Bellingham, Washington issue its YES-3
general obligation bonds in the principal seem of not
to exceed 53,500,000, maturing from 2 to 20 years
from the date of issue and payable both principal
and interest out of annual tax levies in excess of goods
regular tax levies, for the purpose of constructing ,
new fire stations, remodeling the Northwest Avenue NO-5 #
station, construction of training facilities, and acquir-
ing necessary fire fighting equipment, all as more

20TH DAY OF MAY, 1980 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
ELECTORS IN THE BELLINGHAM SCHOOL DISTRICT NO. 501, WHATCOM COUNTY,
WASHINGTON THE PROPOSITION TO ISSUE GENERAL OBLIGATION BONDS IN THE
AMOUNT OF $6,085,000, AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
ELECTORS IN THE CITY OF BELLINGHAM, WHATCOM COUNTY, WASHINGTON THE
PROPOSITION TO ISSUE GENERAL OBLIGATION BONDS IN THE AMOUNT OF $3,500,000
FOR THE PURPOSE OF' CONSTRUCTING NEW FIRE STATIONS AND OTHER REMODELING
AND TRAINING FACILITIES, AND FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED ELECTORS IN WHATCOM COUNTY RURAL LIBRARY DISTRICT THE

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairperscn
of the County Council of said County and David S. Mc Eachran, Prosecuting
Attorney of said County, now meet with Joan Ogden for the purpose of
canvassing the votes cast in all the precincts comprising the Bellingham
School. District No. 501, City of Bellingham, and Whatcom County Rural
Library District, Whatcom County, State of Washington as shown on the
poll books at the Special Election held on Tuesday, -the 20th day of May,
1980. Joan Ogden, County Auditor, as aforesaid, now makes oath as follows:

do solemnly swear that the returns purporting to be the election returns
of the Bellingham School District No. 501, Whatcom County, Washirgt-on,
the City of Bellingham, Whatcom County, Washington and the Whatcom County
Rural Library District, Whatcom County, Washington,held on the 20th day
of May, 1980, have in no wise been altered by additions or erasures, and
that they are the same as when I received them.,e.xcept that the votes of
the absentee voters have been added, SO HELP ME GOD.

Immediately after the oath by the County Auditor, the said Joan Ogde^:
Shirley Van Zanten, and David S. Mc Eachran proceeded as a Canvassing Foard-1
in and for Whatcom County to canvass the votes cast in all of the precincts
of Whatcom County comprising the Bellingham School District No. 501, the
City of Bellingham and Whatcom County Rural Library District, on the 204--h
day of May, 1980.

The undersigned, being the officers designated by the law and con-
stituting the canvassing board in and for the Bellingham School District
No. 501, City of. Bellingham and Whatcom County Rural Library District,
Whatcom County, Washington, having met for the purpose of canvassing the
votes concerning the following propositions:

Authorization of Whatcom County Rural -Library District
to Return to the Original Higher Property Tax Levy Rate
for One Year.
Shall the Whatcom County Rural. Library District, subject
to all other budgetary, constitutional and statutory
limitations, be authorized to exceed the limitations
imposed by RCW 84.55 (106% r erry.'Lid Lew) for one year of
1980, to be paid in 1981 at the rate of $.50f1000 of
Assessed Valuation (original rate in RCW 29.12.050) in-
stead of $.35r1000 of Assessed Valuation_ (result of RCW
84.55); the dollar amount of such levy to be used in
computing the 106% levy rate limitations on levies in
subsequent years?

RESOLUTION NO.
A RESOLUTION of the Board of Directors of Bellingham
School District No. 501, Whatcom County, Washington,
providing for the submission to the qualified electors
of the district at a special election to be held
therein on May 20, 1980 of the proposition of whether
or not the district should issue its general obligation
bonds in the aggregate principal amount of $6,085,000
or so much thereof as may be issued under the laws
governing the limitation of indebtedness of school
districts for the purpose of providing funds to
acquire, construct, equip and make certain capital
improvements to the facilities of the school district.
WHEREAS, it is deemed necessary and advisable by the Board
of Directors of Bellingham School District No. 501, Whatcom County,
Washington, that in order to provide the students of the district
with necessary and adequate educational facilities, the district
should acquire, construct, equip and make certain capital improve-
ments to its facilities; and
WHEREAS, in order to provide funds to pay part of the cost
of acquiring, constructing, equipping and making said improvements
it is deemed necessary and advisable that the district issue and
sell its general obligation bonds in the aggregate principal amount
of $6,085,000 or so much thereof as may be issued under the laws
of the State of Washington governing the limitation of indebtedness
of school district; and
WHEREAS, the question of whether or not the district may
issue and sell said bonds for such purposes must be submitted to
the qualified electors of the district for their ratification or
rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Bellingham School District No. 501, 1,1hatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the welfare
of the students and other inhabitants of the district requires
the district to carry out the plans hereinafter provided at the
time or times and in the order deemed most necessary and advisable
by the Board of Directors of the district.
Section 2. The district shall acquire, construct, equip and
make the following described improvements to the facilities of the
district:
(a) Covered playsheds at Alderwood and Columbia
Elementary Schools;
(b) A new building to replace the existing building
at Geneva Elementary School;
(c) A new gymnasium at Happy Valley Elementary
School;
(d) Capital improvements to Fairhaven, Shuksan and
Whatcom Middle Schools;
(e) An art department addition and capital improve-
ments to Bellingham High School;
(f) New physical education facilities at Sehome High
School;
(g) A new restaurant trades cafeteria and dining
space, resource center and classroom addition at Bellingham
Vocational -Technical Institute; and
(h) If any funds remain, such other additions and
improvements to district facilities as are deemed most
necessary and advisable by the Board of Directors.
The above -described improvements shall be complete with all
necessary and proper utilities, appurtenances and landscaping.
Section 3. For the purpose of providing funds necessary to
pay part of the cost of the improvements described in Section 2
above, the district shall issue and sell its general obligation
bonds in the aggregate principal amount of $6,085,000 or so much
thereof as may be issued and sold under the laws of the State of
Washington governing the limitation of indebtedness of school
districts. The balance of the cost of said improvements shall be
paid by moneys now in or to be paid into the district's Building
Fund, out of the moneys which the district may now or later have
on hand and available for such purposes, and by possible State of
Washington and United States grants of money. Bond proceeds shall
be used solely for capital purposes other than the replacement of
equipment.

Said bonds shall be sold in such amounts and at such time or
times as deemed necessary and advisable by the Board of Directors
and as permitted by law, shall bear interest at a rate of not 'to
exceed the maximum rate permitted at the time said bonds are sold,
and shall mature serially in such a1cunts and at such time or times
within 20 years from date of issue as authorized by the Board of
Directors of the district and as provided by law. Said bonds shall
be general obligations of the district and, unless paid from other
sources, both principal thereof and interest thereon &hall be
payable out of annual tax levies to be made upon all the taxable
property within the district wihout limitation as to rate or
amount. The exact date, form, ter -as, and maturities of said
bonds shall be as hereafter fixed b-v resolution of the Board of
Directors.
In the event the proceeds of t^e sale of said bonds, plus
any or all of the other moneys above -described, are insufficient
to make all of the capital improvements hereinbefore provided for,
the district shall use the available =unds for paying -the cost of
those improvements deemed most necessary and to the best interests
of the district by the Board of Directors.
Section 4. It is hereby found and declared that an emergency
exists requiring the submission to the qualified elect®rs of the
district of the proposition of whet -her or not the district shall
issue said general obligation bonds --'For their ratification or
rejection at a special election to he held therein on May 20, 1980.
The Whatcom County Auditor as ex o==icio supervisor of elections
is hereby requested to also find the existence of such emergency
and to call and conduct said special election to be held within
the school district on said date and to submit to the qualified
electors of the district the proposition hereinafter set forth.

The Secretary of the Board of Directors is hereby authorized and
directed to certify said proposition to the county auditor in the
following form:

The polls for such special election shall be open from 7:00
o'clock a.m: to 8:00 o'clock p.m.
The Secretary of the Board of Directors is hereby authorized
to deliver a certified copy of this resolution to the Whatcom
County Auditor.
PASSED by the Board of Directors of Bellingham School District
No. 501, Whatcom County, Washington, at a special meeting thereof,
notice of which was given as required by law held April 3, 1980.
