FOR COLLECTION IN 1981 AND THE PROPOSITION TO ISSUE GENERAL OBLIGATION BONDS
IN THE AMOUNT OF $6,085,000, AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
ELECTORS IN LYNDEN SCHOOL DISTRICT NO. 504, WHATCOM COUNTY, WASHINGTON THE
PROPOSITION TO PROVIDE $214,000 IN EXCESS PROPERTY TAXES FOR OPERATION AND
MAINTENANCE PURPOSES FOR COLLECTION IN 1981.

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of
the County Council of said County and David S. Mc Eachran, Prosecuting Attorney
of said County, now meet with Joan Ogden for the purpose of canvassing the
votes cast in all the precincts comprising the Bellingham School District No.
501, and Lynden School District No. 504, Whatcom County, State of Washington
as shown on the poll books at the Special Election held on Tuesday, the 1.8th
day of March, 1980. Joan Ogden, County Auditor, as aforesaid, now makes oath
as follows:

do solemnlv swear that the returns purporting to be the election returns of
the Bellingham School District No. 501, Whatcom County, Washington, and the
Lynden School District No. 504, Whatcom County, Washington, held on the i8th
day of March, 1980, have in no wise been altered by additions or erasures,
and that they are the same as when I received them, except that the votes
of the absentee voters have been added, SO HELP ME GOD.

RESOLUTION NO. 2-80
A resolution of the Board of Directors of Bellingham
School District No. 501, Whatcom County, Washington,
providing for the submission to the qualified electors
of the District at a special election to be held there-
in on March 11, 1980, of the proposition of whether or
not there should be levied an excess tax of approxi-
mately -$ 1:61 - per thousand dollars of assessed
valuation (based on 100% of true and fair value) to
provide $ 1,722,000 for the District's General Fund
to pay part of the general expenses of maintenance and
operation of the District, such levy to be made in 1980
for collection in 1981.
WHEREAS, the money in and to be paid into the General Fund
of Bellingham School District No. 501, Whatcom County, Washington,
during the 1980-1981 and 1981-1982 school years will be insuffi-
cient to enable the District to take care of all of its necessary
financial obligations and to properly meet the educational needs
of students attending District schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs, it is deemed necessary that a
tax of approximately $ 1.61 per thousand dollars of assessed
valuation (based on 100% of true and .fair value) to provide
$ 1,722,000 for the District's General Fund be levied upon
all of the taxable property within the District in excess of the
maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors, such levy to be made in
1980 for collection in 1981; and.
WHEREAS, the Constitution and laws of the State of Washing-
ton require that the question of whether or not such excess tax
may be levied must be submitted to the qualified electors of the
District for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Bellingham School District No. 501, Whatcom County, Washington,
as follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the District requires the
District to carry out the plans hereinafter provided.

Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the District may use the proceeds of such levy during
the 1980-1981 and 1981-1982 school years by incurring an indebted-
ness by the issuance of warrants against the General Fund of the
District, and may expend the proceeds of said levy to pay such
part of the general expenses of maintenance and operations of the
District as may be authorized or allowed by law for the use of
excess levy funds.
Section 3. It is hereby found and declared that an emergen-
cy exists requiring the submission to the qualified electors of
the District of the proposition of whether or not such excess tax
should be levied for their ratification or rejection at a special
election to be held therein on March 11, 1980.
The Whatcom County Auditor as ex officio supervisor of elec-
tions in Whatcom County is hereby requested to also find the
existence of such emergency and to call and conduct said special
election to be held within the District on said date and to sub-
mit to the qualified electors of the District the proposition
hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:

RESOLUTION NO. 3-80
WHEREAS, the Washington State Legislature is in
the process of considering a change of the mandated date
of March 11, 1980 as the legal date for the submission
of special election propositions to the voters of the
District,
BE IT RESOLVED, that the Board of Directors of
the Bellingham School District reiterates its intention
to hold a special school election on March 11, 1980. In
the event that the mandated school election date is changed
by law, the Board of Directors hereby authorizes March 18,
1980 as the alternate special school election date.

A RESOLUTION of the Board of Directors of Bellingham
School District No. 501, Whatcom County, Washington,
providing for the submission to the qualified electors
of the district at a special election to be held
therein on March 11, 1980 of the proposition of
whether or not the district should issue its general
obligation bonds in the aggregate principal amount
of $6,085,000 or so much thereof as may be issued
under the laws governing the limitation of indebt-
edness of school districts for the purpose of provid-
ing funds to acquire, construct, equip and make
certain capital improvements to the facilities of
the school district.
WHEREAS, it is deemed necessary and advisable by the Board
of Directors of Bellingham School District No. 501, Whatcom County,
Washington, that in order to provide the students of the district
with necessary and adequate educational facilities, the district
should acquire, construct, equip and make certain capital improve-
ments to its facilities; and
WHEREAS, in order to provide funds to pay part of the cost
of acquiring, constructing, equipping and making said improvements
it is deemed necessary and advisable that the district issue and
sell its general obligation bonds in the aggregate principal amount
,of $6,085,000 or so much thereof as may be issued under the laws
of the State of Washington governing the limitation of indebtedness
of school district; and
WHEREAS, the question of whether or not the district may
issue and sell said bonds for such purposes must be submitted to
the qualified electors of the district for their ratification or
rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Bellingham School District No. 501, Whatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the welfare
of the students and other inhabitants of the district requires
the district to carry out the plans hereinafter provided at the
time or times and in the order deemed most necessary and advisable
by the Board of Directors of the district.
Section 2. The district shall acquire, construct, equip and
make the following described improvements to the facilities of the
district:
(a) Covered playsheds at Alderwood and Columbia
Elementary Schools;
(b) A new building to replace the existing building
at Geneva Elementary School;
(c) A new gymnasium at Happy Valley Elementary
School;
(d) Capital improvements to Fairhaven, Shuksan and
Whatcom Middle Schools;
(e) An art department addition and capital improve-
ments to Bellingham High School;
(f) New physical education facilities at Sehome High
School;
(g) A new restaurant trades cafeteria and dining
space, resource center and classroom addition at Bellingham
Vocational -Technical Institute; and
(h) If any funds remain, such other additions and
improvements to district facilities as are deemed most
necessary and advisable by the Board of Directors.
The above -described improvements shall be complete with all
necessary and proper utilities, appurtenances and landscaping.
Section 3. For the purpose of providing funds necessary to
pay part of the cost of the improvements described in Section 2
above, the district shall issue and sell its general obligation
bonds in the aggregate principal amount of $6,085,000 or so much
thereof as may be issued and sold under the laws of the State of
Washington governing the limitation of indebtedness of school
districts. The balance of the cost of said improvements shall be
paid by moneys now in or to be paid into the district's Building
Fund, out of the moneys which the district may now or later have
on hand and available for such purposes, and by possible State of
Washington and United States grants of money. Bond proceeds shall
be used solely for capital purposes other than the replacement of
equipment.

Said bonds shall be sold in such amounts and at such.time or
times as deemed necessary and advisable by the Board of Directors
and as permitted by law, shall bear interest at a rate of not to
exceed the maximum rate permitted at the time said bonds are sold,
and shall mature serially in such amounts and at such time or times
within 20 years from date of issue as authorized by the Board of
Directors of the district and as provided by law. Said bonds shall
be general obligations of the district and, unless paid from other
sources, both principal thereof and interest thereon shall be
payable out of annual tax levies to be made upon all the taxable
property within the district wihout limitation as to rate or
amount. The exact date, form, terms, and maturities of said
bonds shall be as hereafter fixed by resolution of the Board of
Directors.
In the event the proceeds of the sale of said bonds, plus
any or all of the other moneys above -described, are insufficient
to make all of the capital improvements hereinbefore provided for,
the district shall use the available funds for paying the cost of
those improvements deemed most necessary and to the best interests
of the district by the Board of Directors.
Section 4. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the
district of the proposition of whether or not the district shall
issue said general obligation bonds for their ratification or
rejection at a special election to be held therein on March 11,
1980. The Whatcom County Auditor as ex officio supervisor of
elections is hereby requested to also find the existence of such
emergency and to call and conduct said special election to be
held within the school district on said date and to submit to the
qualified electors of the district the proposition hereinafter
set forth. The Secretary of the Board of Directors is hereby
