Office of the Auditor of Whatcom County, Washington Bellingham, Washington February 19, 1980 Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, Shirley Van Zanten, Chairperson of the Whatcom County Council and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Joan Ogden, County Auditor of said County for the purpose of canvassing the votes cast in Water District No. 16 at the Special Election held on Tuesday, February 5, 1980 as shown on the poll books. Joan Ogden, County Auditor as aforesaid, now makes oath as follows. STATE OF WASHINGTON ss. COUNTY OF WHATCOM OATH OF AUDITOR I, Joan Ogden, County Auditor of Whatcom County, State of Washington do solemnly swear that the returns purporting to be the election returns of Water District No. 16 have been in no wise altered by additions or erasures, and that they are the same as when I received them, except that the votes of the absentee voters have been added, SO HELP ME GOD. ditor oT Whatcom County Subscribed and sworn to before me this 19th day of February, 1980. Mc Eachran proceed as a Canvassing Board in and for said Whatcom County Water District No. 16 to canvass the votes cast in the voting precincts of said Whatcom County Water District No. 16, held on the 5th day of February, 1980. COUNTY OF WHATCOM ) The undersigned, being the officers designated by the law and con- stituting the Canvassing Board in and for Whatcom County Water District No. 16, Whatcom County, State of Washington, having met for the purpose of canvassing the votes concerning the following proposition: PROPOSITION NO. 1 Submitted by Water District No. 16 WATER DISTRICT NO. 16 Shall Water District No. 16 of Whatcom County, Washington, levy an additional tax of $1.25 per $1,000 of assessed value in the District for the purpose of developing and carrying out the comprehensive plan for the water and sewer systems in said District as more specifically provided in Resolution No. 14, of the Commissioners of said District adopted the 12th day of July, 1979. WATER DISTRICT NO. 16 WHATCOM COUNTY, WASHINGTON RESOLUTION NO. 22 A RESOLUTION OF THE COMMISSIONERS OF WATER DISTRICT NO. 16 OF WHATCOM COUNTY, WASHINGTON, PROVIDING FOR SUBMISSION TO THE VOTERS OF SAID DISTRICT AT A SPECIAL ELECTION TO BE HELD ON THE S—A DAY OF FEBRUARY, 1980, PROPOSITION AUTHORIZING THE LEVY OF AN ADDITIONAL TAX OF APPROXIMATELY $ /..1 S PER THOUSAND DOLLARS OF ASSESSED VALUE TO PROVIDE FOR $ OF00 C� _ FOR THE PURPOSE OF DEVELOPING AND CARRYING OUT THE COMPREHENSIVE PLAN OF THE DISTRICT AS AUTHORIZED BY THE ELECTORS. WHEREAS it has been determined by the Commissioners of Water District 16 that the sum of $ di O G O`r in excess of the mill - age previously voted, is neededfor e purpose of developing and carrying out the comprehensive plan of the district as authorized by the electors for the period of January 1, 1981 to December 31, 1981, and WHEREAS there is no other source available for said required funds, now, therefore, BE IT RESOLVED by the Board of Commissioners of Whatcom County Water District #16 as follows: 1. It is hereby found and declared that the carrying out of the comprehensive plan of the water and sewer systems of said Water District #16 requires the District to submit to the qualified voters of the District for their ratification or rejection the proposition of a special levy of $ 2SO for each $1,000 of assessed value to be voted upon at the election to be held on the _=day of February, 1980. 2. It is hereby found and declared that an emergency exists requiring the calling of such SPECIAL ELECTION. The Auditor of Whatcom County, as the supervisor of elections, is hereby requested to find the existence of such emergency and call a SPECIAL ELECTION to submit to the qualified voters of the Dis- trict the proposition hereinafter set forth at the special election of February , 1980, and the secretary is hereby authorized and directed to certify such proposition to the Whatcom County Auditor in the form using the following ballot title: PROPOSITION NO. 1 Shall Water District #16 of Whatcom County, Washington, levy an additional tax of $ /,.Z SS - per $1,000 of assessed value in the District for the purpose —of developing and carry- ing out the comprehensive plan for the water and sewer systems in said District as more specifically provided in Resolution No. // , of the Commissioners of said District adopted the 2.1K_day of 1979.
