Passed 61.0% 387 Bonds, YES - 22 0 247 Bonds, NO.24 0 ABSENTEE VOTER GUIDE WHATCOM COUNTY, WASHINGTON PRIMARY ELECTION Septem ber 18, 1979 Read All Instructions Carefully Before Voting After you receive your Absentee Ballot, please use it — do not attempt to vote at your regular polling place on election day. YOUR BALLOT CONSISTS OF: A ballot card which is attached to a styrofoam backing. (Please do not detach this ballot from the backing.) A punching tool which is attached to the ballot. A small paper pocket envelope which has space for write-in votes. A medium-sized envelope (for returning both the ballot card and the ballot pocket envelope). A large buff mailing envelope for return of voted ballot card, attached to styrofoam backing, and the small paper pocket envelope, both of which should be enclosed in the medium-sized envelope. The Statement of Absentee Voter also appears on the mailing envelope. HOW TO VOTE 1. Complete the Statement of Absentee Voter on the large buff colored mailing envelope. 2. Read these instructions. The ballot pages are identical to those used in the punched card voting device in the precinct itself. 3. To the right of each measure or candidate is a number which is assigned to its position on the pre -scored ballot card. 4. Use the provided punch tool and firmly punch out the black dot in the same square as the position number on the ballot card. 5. Write-in candidates may be voted for by using space provided on the small paper pocket envelope and listing both the name and the office of the write-in candidates. For Partisan Office write-in you must also write the name of the political party. Do not punch any position number on the ballot card for the race in which a write-in candidate is desired. 6. After you have finished voting, the ballot card and the attached styro- foam backer should then be slipped into the small paper pocket envelope These should, in turn, be placed into the medium-sized ballot envelope. The medium-sized ballot envelope should be placed into the mailing envelope which contains the Statement of Absentee Voter. Mail your ballot so that it will be postmarked the day of election or sooner. In- stead of mailing, you may send it by any means so as to reach this office on or before election day. 7. If for some reason you spoil the IBM Punch Card Ballot, then using a PEN, mark this guide like a paper ballot. When returning your ballot, it will require 28 cents first-class postage. MATHISON, DIRECTOR SCHOOL FISCAL SERVICES SUPT, OF PUBLIC INSTRUCTION OLD CAPITOL BUILDING OLYMPIA WA 98504 PROPOSITION No. 19 79 CARRIED DEFEATED F--� 7—, 7� ;r-7 r--1 71 COUNTY AUD I TOR RESOLUTION NO. 3-79/80 A RESOLUTION of the Board of Directors of Blaine School District No. 503, Whatcom County, Wash- ington, providing for the submission to the qualified electors of the district at a special election to be held therein on September 18, 1979, of the proposition of whether or not the District should issue its general obligation bonds in the principal amount of $ 1, 990, 000.00 If so much thereof as may be issued under_ the laws governing the indebtedness of school districts for the purpose of providing funds to acquire, construct, equip and make certain capital improve- ments to the facilities of the school district. WHEREAS, additional school facilities are needed in Blaine School District No. 503, Whatcom County, Washington (herein- after called the "District"), in order to provide the students attending and using the same with adequate, proper and safe educational facilities; and WHEREAS, in order to provide the funds to enable the District to acquire, construct, equip and make such necessary capital improvements to its existing facilities, it is deemed necessary and advisable that the District issue and sell its unlimited tax levy general obligation bonds in the principal amount of $1,990,000.00 ; and WHEREAS, the Constitution and laws of the State of Washington provide that the question of whether or not such bonds may be issued and sold for such purposes must be submitted to the qualified electors of the District for their ratification or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Blaine School District No. 503, Whatcom County, Washington, as follows: Section 1. This Board of Directors (hereinafter called the "Board") hereby finds and declares that the best interest of the students and other inhabitants of the District require the -District to carry out the plans hereinafter provided at the time or times and in the order deemed most necessary and advisable by the Board. Section 2. To the extent the issuance and sale of bonds for the following purposes is approved by the voters of the District, the District shall acquire, construct and equip the following: 1. Additions and Improvements to the old Gymnasium, including: a. new floor b. new heating and lighting systems C. expanded locker rooms d. add teaching station. 2. Additions and Improvements to the Blaine Middle School, including: a. improvements to kitchen, cafeteria and stage area b. expansion of cafeteria area C. new vocal music area d. one additional classroom 3. Additions and Improvements to the Ken Waters Gym, including: a. new girls locker room b. new wrestling room with attached weight area C. reversing boys and girls physical education shower areas d. alterations required to meet handicapped requirements 4. Additions and Improvements to physical education fields, including: a. installation of synthetic track at football/track field b. installation of paved parking areas at football/ track field C. improvements to physical education field Section 3. For the purpose of providing funds necessary to pay the cost of the improvements described in Section 2 hereof, the District shall issue and sell its unlimited tax levy general obligation bonds in the principal amount of $1,990,000.00 . None of the proceeds of the bonds shall be used for the replacement of equipment or for any other than a capital purpose. -2- Section ? The bonds provided for in Section 3 hereof shall be sold in such amounts and at such time'or times as deemed necessary and advisable by this Board and as permitted by law, shall bear interest at a rate of not to exceed the maximum rate permitted by law at the time the bonds are sold, and shall mature serially in such amounts and at such times within 20 years from date of issue as authorized by this Board and as provided by law. The bonds shall be general obligations of the District and, unless paid from other sources, both principal and interest thereon shall be payable out of annual tax levies to be made upon all the taxable property within the District without limitation as to rate or amount. The exact date, form, terms and maturities of the bonds shall be as hereafter fixed by resolution of the Board of Directors. In the event the proceeds of the sale of the bonds are insufficient to make all of the capital improvements hereinbefore provided for, the District shall use the available funds for paying the cost of those improvements deemed most necessary and in the best interests of the District by the Board of Directors. Section 5. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not the District shall issue such bonds for such purposes at a special election to be held therein on the 18th day of September, 1979. The Whatcom County Auditor as ex officio supervisor of elections is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the school district on said date and to submit to the qualified electors of the District the proposi- tion hereinafter set forth. The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition to said county auditor in the following form: Mc PROPOSITION NO.
