Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairman of
the Whatcom County Council and David S. Mc•Eachran, Prosecuting Attorney
of said County, now meet with Joan Ogden for the purpose of canvassing
the votes cast in the County of Whatcom, at the General and Special Election
held on Tuesday, November 6, 1979, as shown on the poll books. Joan Ogden,
County Auditor as aforesaid, now makes oath as follows:

I. Joan Ogden, County Auditor of Whatcom County, State of Washington,
do solemnly swear that the returns purporting to be the election_ returns of
the County of Whatcom have been in no wise altered by additions or erasures,

Immediately after the oath by the County Auditor, the said Joan Ogden,
Shirley Van 'Zanten, and David S. Mc Eachran proceed as a Canvassing Board in
-and for said Whatcom County to canvass the votes cast in the voting -precincts
of said Whatcom County on Tuesday, the 6th day of November, 1979.
The result of said canvass as found and determined by us is set forth
herein and recorded in Volume 2 of Elections Records.

Shall Whatcom County Fire Protection District No. 3 increase
District Property Tax limitation levies from the present rate
of .64231 per $1,000 to $1.00 per $1,000, in accordance with 84.55.050
RCW and Resolution of the Board adopted September 11, 1979.

The result of said canvass as found and determined by us is set forth
in Whatcom County Elections Records, Volume 2, is a true and correct
canvass of the votes, except as modified by the votes of the absentee
voters, polled in the County of Whatcom, State of Washington at the
General and Special Election held in that County on the first Tuesday,
being the 6th day of November, 1979, as taken from the official returns.
That said statement and returns contain all the propositions and
names of all contestants together with the title of the office sought and
the number of votes received.
• That the total number of registered voters in the voting precincts
of Whatcom County, as reported was 50,781, and the number voting at the
polls was 22,510 and 1,629 by absentee ballot.

WATER DISTRICT NO. 15 OF WHATCOM COUNTY, WASHINGTON
RESOLUTION NO. oZ �
A RESOLUTION of the Commissioners of Water District No. 15 of Whatcom
County, Washington providing for the submission to the voters of said District
at a Special Election to be held on the e, day of November, 1979, a
proposition authorizing the levy of an additional tax of approximately $1.25
per $1,000.00 of assessed value to provide $ a,o-1,-� ""o for the purpose of
providing planning, engineering studies and plans and legal services for the
period January 1, 1980 to December 31, 1980 for the carrying out of the
Comprehensive Plan for a water system for said District
WHEREAS it has been determined by the Commissioners of Water District
No. 15 of Whatcom County, Washington that the sum of $,2v_a-" 0-0 in excess of
millage previously voted is needed for the purpose of providing planning,
engineering studies and plans and legal services for the period of January 1, 1980 to
December 31, 1980 for the carrying out of the Comprehensive Plan for a water
system for said District; and
WHEREAS there is no other source available for said required funds, now,
therefore,
BE IT RESOLVED by the Board of Commissioners of Water District No. 15 of
Whatcom County, Washington as follows:
Section 1. It is hereby found and declared that the carrying out of the
Comprehensive Plan for water sewer system requires the District
to submit to the qualified voters of the District for their
ratification or rejection of the proposition of a Special Levy of
$1.25 for each $1,000.00 of assessed value to be voted upon at the
election to be held on the 4 day of November, 1979.
Section 2. It is hereby found and declared that an emergency exists requiring
the calling of such Special Election.
The Auditor of Whatcom County as Supervisor of Elections is hereby
requested to find the existence of such emergency and call a Special
Election to submit to the qualified voters of the District the proposition
hereinafter set forth at the Special Election of November , 19791
and the Secretary is hereby authorized and directed to certify such
proposition to the Whatcom County Auditor in the form of the following

WATER DISTRICT NO. 15 OF WHATCOM COUNTY, WASHINGTON
RESOLUTION NO.
A RESOLUTION authorizing and directing Whatcom County Assessor to levy
an additional tax of $1.25 per $1,000.00 assessed valuation of property within
the District for the purpose of developing and carrying out the
Comprehensive Plan of the District as authorized by the electors
WHEREAS the Board of Commissioners has adopted Resolution No.5"
dated August 241, 1979, providing for the submission to the voters of the District at
a Special Election to be held November 6 , 1979, a proposition authorizing the
levy of additional tax of approximately $1.25 per $1,000.00 of assessed valuation to
provide $, oC, ` for the purpose of providing planning, engineering studies
and plans and legal services for the period of January 1, 1980 through December 31,
1980 for the carrying out of the Comprehensive Plan for a water system for said
District; and on November -_, 1979, said Special Election was held and said
proposition was approved and adopted by not less than three -fifths (3/5ths) of the
voters voting thereon in the manner set forth in Article VII, Section 2(a) of the
Constitution of the State of Washington, as amended by Amendment 59 and as
thereafter amended, as required by R.C.W. 57.16.020; and it is in the best interests
of the District that said levy be made at this time; and that the Whatcom County
Assessor be authorized and directed to take necessary steps and procedures to
carry out the purpose of this resolution and levy, now, therefore,
BE IT RESOLVED that Water District No. 15 of Whatcom County, Washington
does hereby levy a General Tax for one (1) year in excess of the millage limitation
provided by law of $1.25 per $1,000.00 of assessed value for the purpose of
developing and carrying out the Comprehensive Plan of the District for a water
system, said tax to be collected in the calendar year 1980; and the Whatcom County
Assessor is authorized and directed to take necessary steps and procedures to place
said levy on the tax rolls of the real property within the boundaries of the District
in order that such tax shall be collected in the calendar year 1980; and the Whatcom
County Treasurer is authorized to collect such tax and place the proceeds thereof
in the Maintenance Fund of the District for the purposes as stated herein.
