Office of the Auditor of Whatcom County Bellingham, Washington November 21, 1979 Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom County, Washington, we the undersigned, Shirley Van Zanten, Chairman of the Whatcom County Council and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Joan Ogden for the purpose of canvassing the votes cast in the County of Whatcom, at the General and Special Election held on Tuesday, November 6, 1979, as shown on the roll books. We the undersigned, do hereby certify that the foregoing pages in Whatcom County Elections Records, Volume 2 is a true and correct canvass of the votes, except as modified by the votes of the absentee voters, polled in the County of Whatcom, State of Washington, at the General Election held in that County on the first Tuesday, being the 6th day of November, 1979, as taken from the official returns. Whatcom County 6_zz � M Oz " - (,,*Auditor66f Whatcom County NOOKSACK VALLEY SCHOOL DISTRICT #506 RESOLUTION NO. 1 A RESOLUTION of they Board of Directors of Nooksack Valley School District No. 506, Whatcom County, Washington, providing for the submission to the qual- ified electors of the district at the general election to be held therein on November 6, 1979, of the proposition of whether or not the district should issue its general obligation bonds in the aggregate principal amount of $350, 000 or so much thereof as may be issued under the laws governing the limitation of indebtedness of school districts for the purpose of providing funds to be placed In the building fund and used to pay the cost of capital improvements to the District's athletic field facilities and parking lot, including constructing an all-weather track, tennis courts, resurfacing the high school parking lot and restructuring the football field, and such other capital improvements as determined by the Board of Directors. WHEREAS, there is a need for the Nooksack Valley School District No. 506 to make capital improvements to the District's Athletic Field facilities, including the construction of an all-weather track, tennis courts, re -surfacing the high school parking lot and restructuring the football field, and WHEREAS, the School District has insufficient money in its building fund to make such capital improvements and in order to do so it is deemed necessary that the District issue general obligation bonds in the amount of $350,000 or so much thereof as may be issued under the laws of the State of Washington governing the limitation of indebtedness of school districts, to make such capital improvements, and WHEREAS, the question of whether or not the district may issue and sell said bonds for such purposes must be submitted to the qualified elec- tors of the district for their ratification or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Nooksack Valley School District No. 506, Whatcom County, Washington as follows: Section 1. It is hereby found and declared that the welfare of the children of the District requires it to carry out the plans hereinafter provided. Section 2. That for the purpose of making capital improvements to the Dis- trict's athletic field facilities, including the construction of an all-weather track, tennis courts, parking lot and football field renovation, and if available funds are sufficient, construct and equip other capital improvements to the facilities of the district, all as found necessary by the Board of Directors. Segtio 3. For the purpose of providing funds necessary to pay for the cost of the improvements described in Section 2 above, the district shall issue and sell its general obligation bonds in the aggregate principal amount of $350,000 or so much thereof as may be issued and sold under the laws of the State of Washing- ton governing the limitation of indebtedness of school districts. The balance of the cost of said improvements shall be paid by monies now in or to be paid into the dis- trict's Building Fund, out of the monies which the district may now or later have on hand and available for such purposes, and by possible State of Washington and United States grants of money. Said bonds shall be sold in such amounts and at such time or times as deemed necessary and advisable by the Board of Directors and as permitted by law, shall bear interest at a rate of not to exceed 8% per annum, and shall mature serially In such amounts and at such times within ten years from date of issue as authorized by the Directors of the district and as provided by law. Both principal of and inter- est on said bonds shall be payable out of annual tax levies to be made upon all taxable property within the district without limitation as to rate or amount. The exact date, form, terms and maturities of said bonds shall be as hereafter fixed by resolution of the Board of Directors. In the event the proceeds of the sale of said bonds, plus any or all of the other monies above described, are insufficient to make all of the capital improve- ments hereinbefore provided for, the district shall use the available funds for paying the cost of those improvements deemed most necessary and to the best interests of the district by the Board of Directors. Section 4. It is hereby found and declared that an emergency exists re- quiring the submission to the qualified electors of the district of the proposition of whether or not the district shall issue said general obligation bonds for their ratifi- cation or rejection at the general election to be held therein on November 6, 1979. The Whatcom County Auditor, as ex officio supervisor of elections, is hereby re- quested to also find the existence of such emergency and to call and conduct said general election to be held within the school district on said date and to submit to the qualified electors of the district, the proposition hereinafter set forth. The sec- retary of the Board of Directors is hereby authorized and directed to certify said pro- position to the Whatcom County Auditor in the following form: PROPOSITION NO. 1 NOOKSACK VALLEY SCHOOL DISTRICT BONDS Shall the District issue $360, 000 of general obligation bonds payable, bath principal and interest, out of unlimited property tax levies, bearing interest at not to exceed 8% and maturing within ten years from date of issue to snake capital improvements to the District's Athletic Field facilities and parking lot inoluding constructing an all- weather running track and tennis courts, and improving the football field and parking lot, all as more specifically provided in Resolution No. I adopted September 13, 1979 $ BONDS, YES BONDS, NO The Polls for such election shall be open from 7s00 a.m. to 8s00 p.m. The Secretary* -Clerk of the Board of Directors is hereby authorized and directed to deliver a certified copy of this resolution to the Whatcom County Auditor. PASSED by the Board -of Directors of Nooksack Valley School District No. $06, Whatcom County, Washington, at a regular meeting thereof held this 13th day of September, 1979.
