Shall Whatcom County Fire Protection District No. 3
increase District Property Tax 'limitation levies from
the present rate of .64231 per $1,000 to $1.00 per
$1,000, in accordance with 84.55.050 RCW and
Resolution of the Board adopted September 11, 1979?
(This shall not be construed to authorize an excess
levy and shall be subject to otherwise applicable
statutory limits).

Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairman of
the Whatcom County Council and David S. Mc Eachran, Prosecuting -Attorney
of said County, now meet with Joan Ogden for the purpose of canvassing
the votes cast in the County of Whatcom, at the General and Special Election
held on Tuesday, November 6, 1979, as shown on the poll books. Joan Ogden,
-County Auditor as aforesaid, now makes oath as follows:

--do solemnly swear that the returns purporting to be the election returns of

Immediately after the oath by the County Auditor, the said Joan Ogden,
Shirley Van Zanten, and David S. Mc Eachran proceed as a Canvassing Board in
and for said Whatcom County to canvass the votes cast in the voting precincts
of said Whatcom County on Tuesday, the 6th day of November, 1979.
The result of said canvass as found and determined by us is set forth
herein and recorded in Volume 2 of Elections Records.

The result of said canvass as found and determined by us is set forth
in Whatcom-County Elections Records, Volume 2, is a true and correct
canvass of the votes, except as modified by the votes of the absentee
voters, polled in the County of Whatcom, State of Washington at the
General and Special Election held in that County on the first Tuesday,
being the 6th day of November, 1979, as taken from the official returns.
That said statement and returns contain all the propositions and
names of all contestants together with the title of the office -sought and
the number of votes received.
That the total number of registered voters in the voting precincts
of Whatcom County, as reported was 50,781, and the number voting at the
polls was 22,510 and 1,629 by absentee ballot.

RESOLUTION NO. %?
A Resolution of the Board of Fire Commissioners
of Fire Protection District No. 3, Whatcom
County, Washington, providing for the
submission to the qualified electors of
the District, at a Special Election to be
held therein in conjunction with the
General Election on November 6, 1979, of the
proposition which would authorize lifting the
106% lid law for Whatcom County Fire Protection
District No. 3.
WHEREAS, in the judgment of the Board of Fire Commissioners
of the District, it is essential and necessary for the
protection of the public health, life and property, to
acquire a new firehall and purchase new equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF FIRE C014PIISSIONERS
OF THE DISTRICT NUMBER 3, WHATCOM COUNTY, WASHINGTON, AS
FOLLOWS:
Section 1: The purpose is to provide funds to acquire
property, erect a firehall, and purchase new equipment.
Section 2: The proposal, if authorized by the voters of
Fire District No. 3 will produce approximately $64,079.00
and will be paid by the property owners of,the District at the
rate of .35769, of Assessed Valuation, increasing the levy
rate from .64231 cents per $1,000.00 to $1.00 per $1,000,.00
of Assessed Valuation.
Section 3: There shall be submitted to the qualified electors
of the District, For their ratification or rejection, at a
Special Election to be held in conjunction with the Regular
District General Election therein, on November 6, 1979, the
question of whether or not the 106% limitation currently in
effect shall be lifted from the Fire District, and the Board
of Fire Commissioners hereby declares that an emergency exists
and the Whatcom County, Washington, Auditor as ex-officio County
Supervisor of Elections is hereby requested to find that an
emergency exists, to call said Special Election, as aforesaid,
the form of the ballot proposition to read substantially as
follows:
