Pursuant to a notice given by Joan Ogden, County Auditor of Whatcom
County, Washington, we the undersigned, Shirley Van Zanten, Chairman_ of
the Whatcom County Council and David S. Mc Eachran, Prosecuting Attorney
of said County, now meet with Joan Ogden for the purpose of canvassing
the votes cast in the County of Whatcom, at the General and Special Election
held on Tuesday, November 6, 1979, as shown on the poll books. Joan Ogden,
County Auditor as aforesaid, now makes oath as follows:

Submitted by Fire Protection District No. 18
Shall Fire District No. 18 issue General Obligation Bonds to
provide $70,000.00 for the purchase of fire fighting vehicles and the
accessory equipment thereto, and for the interest and principal to be
paid over a period of ten years from the annual levies in excess of the
'maximum levy allowed by law. All as more fully provided in that Resolution
No. 66, adapted by the Board of Fire Commissioners at their regular open
meeting of the Board on the 23rd day of August, 1.979.

The result of said canvass as found and determined by us is set forth
in Whatcom-County Elections Records, Volume 2, is a true and correct
canvass of the votes, except as modified by the votes of the absentee
voters, polled in the County of Whatcom, State of Washington at the
General and Special Election held in that County on the first Tuesday,
being the 6th day of November, 1979, as taken from the official returns.
That said statement and returns contain all the propositions and
names of all contestants together with the title of the office sought and
the number of votes received.
That the total number of registered voters in the voting precincts
of Whatcom County, as reported was 50,781, and the number voting at the
polls was 22',510 and 1,629 by absentee ballot.

RESOLUTION NO. 66__
A RESOLUTION OF THE BOARD OF FIRE COMMISSIONERS
OF FIRE PROTECTION DISTRICT NO. 18, WHATCOM
COUNTY, WASHINGTON, PROVIDING FOR THE SUBMISSION
TO THE QUALIFIED ELECTORS OF THE DISTRICT, AT A
SPECIAL ELECTION TO BE HELD THEREIN IN CONJUNCTION
WITH THE GENERAL ELECTION ON NOVEMBER 6, 1979, of
THE RESOLUTION NO.66 , WHICH WOULD AUTHORIZE THE
ISSUANCE OF GENERAL OBLIGATION BONDS IN THE AMOUNT
OF $ 70.000.00
WHEREAS: in the judgement of the BOARD OF FIRE COMMISSIONERS of the
DISTRICT it is essential and neccessary for the protection of the
public health, life and property that new fire fighting vehicles
and the neccessary fire fighting equipment needed thereon be
purchased as soon as possible.
NOW THEREFORE: BE IT RESOLVED, by the BOARD OF FIRE COMMISSIONERS
OF WHATCOM, COUNTY FIRE PROTECTION DISTRICT NO. 18, that there be
called a special election on Tuesday, November the 6th, 1979, for
the purpose of submitting to the qualified electors, residing with-
in Fire District No. 18 boundaries, the question of the issuance of
General Obligation Bonds to raise funds in the approximate amount
of seventy thc,usand dollars, ($ 70,000.00) for the purphase of fire
fighting vehicles and the neccessary accessory equipment needed
thereon, ( a capital expenditure to replace worn out obsolete equip-
ment) and to amortize payment of both the cost thereof, principal
and interest of such bonds, over a period of ten years by annual
levies, in excess of the annual tax limitations as provided by law
in RCW 52.16.130 and authorized by RCW 52.16.080 through .170.
Whatcom County Fire Protection District No. 18 will reserve the right
to redeem any or all of the outstanding bonds of this issue, at par
value plus accrued interest, in inverse numerical order, on any
interest payment date on or after five years from the date thereof.
The ballot shall set forth the resolution authorizing an excess levy
up to 3/4 of 1 percent of assessed value of the District, but not to
exceed $70.000.00, and interest not to exceed 8_ percent per
annum for ten (10) years of general obligation bonds to produce
these neccessary funds in substantially the following form, to wit;
SHALL FIRE DISTRICT NO. 18 ISSUE GENERAL OBLIGATION
BONDS TO PROVIDE $70,000.00 FOR THE PURCHASE OF
FIRE FIGHTING VEHICLES AND THE ACCESSORY EQUIPMENT
THERETO, AND FOR THE INTEREST AND PRINCIPLE TO BE PAID
OVER A PERIOD OF TEN YEARS FROM THE ANNUAL LEVIES IN
EXCESS OF THE MAXIMUM LEVY ALLOWED BY LAW. ALL AS
MORE FULLY PROVIDED IN THAT RESOLUTION NO 66, ADOPTED
BY THE BOARD OF FIRE COMMISSIONERS AT 6HETR�REGULAR
OPEN MEETING OF THE BOARD ON THE 23 rd DAY OF AUGUST,
1979.

Be it further resolved that the county Auditor be authorized and
instructed to take all neccessary and appropriate measures for
the conduct of such special election as provided for holding
such elections and cause notice to be given in the manner and
form required by law for the giving of notice of special elections.
Adopted by unanimous vote of the Board of Fire Commissioners of
Fire Protection District No. 16, Whatcom County, Washington, in
open session of the Board, on the 23 rd day -of August, 1979.
