RECREATION DISTRICT, WHATCOM COUNTY, WASHINGTON ON TUESDAY, THE 6TH DAY
OF NOVEMBER, 1979, FOR THE PURPOSE OF ESTABLISHING SAID PARK AND
RECREATION DISTRICT AND ELECTING COMMISSIONERS FOR THE SAME.

The undersigned, being the officers designated by the law and
constituting the Canvassing Board in and for Northwest Park and Recreation
District, Whatcom County, State of Washington, described as follows:
The exterior boundaries of the proposed park and recreation district
are those of Blaine School District No. 503, less the area included within
Point Roberts Park and Recreation District as set forth as follows:
Beginning at the northwest corner of Whatcom County and running
east along the International Boundary Line, being the north line
of Whatcom County, to the north -south center line of Section 31,
Township 41 North, Range 2 East; thence south to the center of
Section 6, Township 40 North, Range 2 East; thence west to the
center of Section 2, Township 40 North, Range 1 East; thence
South to the southeast corner of the northeast quarter of the
northwest quarter of Section 11, Township 40 North, Range 1 East;
thence west to the Southeast corner of the northeast quarter
of the northwest quarter of Section 10, Township 40 North, Range
1 East; thence south to the center of Section 15, Township 40-
North, Range 1 East; thence west to the center of Section 17,
Township 40 North, Range 1 East; thence south along the center
lines of Sections 17,20,29 and 32, Township 40 North, Range 1
East and Section 5 and 8, Township 39 North, Range 1 East to the
south line of Section 8, Township 39 North, Range 1 East; thence
west to the northeast corner of the northwest quarter of the
northwest quarter of Section 17, Township 39 North, Range 1 East;
thence south to the southeast corner of the northwest quarter of
the northwest quarter of Section 17, Township 39 North, Range 1
East; thence west to the southwest corner of the northwest quarter
of the northwest quarter of Section 17, Township 39 North, Range
1 East; thence south to the southeast corner of fractional Section
19, Township 39 North, Range 1 East; thence southwesterly at
right angles to the government meander line to the westerly boundary
of Whatcom County; thence northwesterly along the boundary of
Whatcom County to the north line thereof and the place of beginning.
EXCEPT FOR: the area contained in Point Roberts Township, being
located in Township 40 and 41, Range 3 West, W.M. All situate in
Whatcom County, Washington.

Ogden, Shirley Van Zanten and David S. Mc Eachran proceed as a Canvassing
Board in and for said Whatcom County to canvass the votes cast in all of
the precincts of the said Northwest Park and Recreation District, on
November 6, 1979.

and such other purposes as are or may be authorized by law.

TO V'OTERS A`1' NEXel. GENERAL ELEC`.1:'ION .
WHEREAS, pursuant to notice published June 28,
July `i and ,July 12, :.1979., heari.ng was held
July 19, 1979, on petition to form a Park and
Recreation Dist:ri.ct. in Blaine school District except
Point Roberts;
AND WHEREAS, all persons attending were a1cc..o.rded
the opportunity to speak in favor of or in opposition
to the petition; and 'the County Council gave careful
consideration -to the views of those persons who
spoke for, or against said proposed district;
:1014 , THEREFORE, IT IS RESOLVED .BY THE WHATCOM
COUNTY COUNCIL AS FOLLOWS.,
SECTION 1. 12he name for said proposed district shall
be "Northwest Park and Recreation District.".
SECTION 2. The Council, ,raving heard the arguments
in favor and in opposition to said proposed district, specifically
finds that all of -the land within -the proposed boundaries will
be benefited by inclusion in said district.
SEC`.CION 3. No land is added to or eliminated .from
the proposed boundaries, and the boundaries of such district
are fixed as the exterior boundaries of Blaine School District
No. 503, including the City of Blaine which .has consented to
inclusion by resolution (a certified copy of which was filed with
the petition to form the distr:i.c.t) , but excepting Point: RobE*,r•ts
which already is contained within the Point Roberts Park and
Recreation District; said boundaries are more particularly
described in Iaxhibi t "A" attached to this resolution and

SECTION 6. The proposition to form pro}. -)cased Northwest
Park and Recreation District shall be submitted to the voters
of the district for their approval or rejection at the next
general. election, stated in such a mariner that the voters may
indicate yes or no. The ballot shall be so arranged that voters
may vote for the five nominated candidates or may W:rite in the
names of other candidates.
SECTION 7. The County Auditor as ex--officio county

elections supervisor, is authorized and directed to find it
necessary to call and notice a special election in conjunction
with the next regular election to be held in What.com County
and at such election subm]-t to the voters of said district: the
proposition to form the district and also the names of the
candidates for park and recreation commissioners in the -manner
provided in chapter 36.93 Revised Code of Washington.
SECTION 8. if a nia.joj.-it�J of all votes cast upon
the proposition favors the formation of the district, it shall
be declared to he organized under the name designated, and the
candidate from each subdivision receiving the high,-st number of
votes for park and recreation commissioner shall be declared the
duly elected first park and recreation district commissioner of
the subdivision of the district.
