Special Election
May S, 1979
Read All Instructions Carefully Before Voting
After you receive your Absentee Ballot, please use it — do not
attempt to vote at your regular polling place on election day.
YOUR BALLOT CONSISTS OF:
A ballot card which is attached to a styrofoam backing. (Please
do not detach this ballot from the backing.)
A punching tool which is attached to the ballot.
A small paper pocket .envelope which has space for write-in votes.
A medium-sized envelope (for returning both the ballot card and
the ballot pocket envelope).
A large [cuff mailing Envelope for return of voted ballot card, at-
tached to styrofoam backing, and the small paper pocket enve-
lope, both of which should be enclosed in the medium-sized
envelope. The Statement of Absentee Voter also appears on the
mailing envelope.
HOW TO VOTE
1. Complete the Statement of Absentee Voter on the large buff
colored mailing envelope.
2. Read these instructions. The ballot pages are identical to those
used in the punched card voting device in the precinct itself.
3. To the right of each measure or candidate is a number which
is assigned to its position on the pre -scored ballot card.
4. Use the provided punch tool and firmly punch out the black dot
in the same square as the position number on the ballot card.
5. Write-in candidates may be voted for by using space provided
on the small paper pocket envelope and listing both the name
and the office of the write-in candidates. For Partisan Office
write-in you must also write the name of the political party.
Do not punch any position number on the ballot card for the
race in which a write-in candidate is desired.
6. After you have finished voting, the ballot card and the at-
tached styrofoam backer should then be slipped into the small
paper pocket envelope. These should, in turn, be placed into
the medium-sized ballot envelope. The medium-sized ballot
envelope should be placed into the mailing envelope which
contains the Statement of Absentee Voter. Mail your ballot so
that it will be postmarked the day of election or sooner. Instead
of mailing, you may send it by any means so as to reach this
office on or before election day.
7. If for some reason you spoil the IBM Punch Card Ballot, then
using a PEN, mark this guide like a paper ballot.
When returning your ballot, it will require 28 cents first-class
postage.

A RESOLUTION OF the Board of Directors of the Meridian School District
No. 505, Whatcom County, Washington, providing for the submission to the
qualified electors of the district at a special election to be held
therein on May 8 1979 , of a proposition authorizing the levy of an
excess tax of approximately $3.70 per $1000 of assessed value (100% of
true and fair value unless specifically otherwise provided by law)to
raise the sum of $345.000 for the district General Fund.
WHEREAS, the money to be paid into the General Fund of the district will
be insufficient during the fiscal year 1979-1980 to enable the district to
operate properly and to take care of all financial obligations, it is deemed
necessary in order to prevent the impairment of the district's contracts that
the district levy a tax of $345,000 or approximately $3.70 per $1000
of assessed value (100% of true and fair value unless specifically otherwise
provided by law) upon all taxable property within the district in 1979 for
collection in 1980 in excess of the annual tax levy limitation the district is
permitted by law to levy without a vote of the people; and
WHEREAS, theConstitution and laws of the State of Washington provide that
the question of whether or not such excess tax may be levied for such purposes
must be submitted to the qualified voters of the district for their approval or
rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Meridian School
District No. 505, Whatcom County, Washington, as follows:
Section 1: It is hereby found and declared that the welfare of the children
of the district requires it to carry out the plans hereinafter provided.
Section 2: That for the purpose of providing part of the funds required to
secure proper textbooks, instructional supplies and teaching materials, to make
necessary repairs and replacements to school district facilities, to pay adequate
salaries, to prevent the impairment of the obligation of the district's contracts
and to properly carry on the functions of the schools within the district, the
district authorizes the County Commissioners of Whatcom County to levy a tax of
approximately $3.70 per $1000 of assessed value (100% of true and fair value
unless specifically otherwise provided by law) upon all taxable property within
the district in 1979 for collection in 1980 in excess of the annual tax levy
permitted the district without a vote of the people for the purpose of providing
$345,000 for the district General Fund.
Section 3: It is hereby found and declared that an emergency exists
requiring the submission to the qualified voters of the district of the
proposition of whether or not there should be levied such excess tax for the
purpose described herein at a special election to be held within the district
on May 8. 1979• The Whatcom County Auditor as ex-officio supervisor of elections
in Whatcom County is hereby requested to also find the existence of such
emergency and to call and conduct said special election to be held within the
district on that date and to submit to the qualified voters of the district
at said special election the proposition hereinafter set forth. The Secretary
of the Board of Directors is hereby authorized and directed to certify said
proposition to the Whatcom County Auditor in the following form:

WHEREAS, the undersigned as the duly elected, qualified and acting
Auditor of Whatcom County, Washington, has jurisdiction of and is required by
law to conduct all special elections for school districts within the county;
and
WHEREAS, the Board of Directors of said district by resolution adopted
March 21
, 1979, a certified copy of which has been delivered to the
undersigned, has found that an emergency exists requiring the holding of a
special election on May 8
1979, and,
WHEREAS, said district by said resolution has authorized and directed
the undersigned to assume jurisdiction of and conduct said special election;
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned concurs in the finding of an emergency and does hereby
assume jurisdiction of the above -mentioned special election of Meridian School
District No. 505, Whatcom County, Washington, authorized and ordered by
resolution of its Board of Directors adopted March 21 , 1979, and will
conduct said special election to be held May 8 1979..
